NOTIFICATION
Delhi, the 8th November , 2023
No. F. 2(6)/Estt./Archy./2023/ 4175.—In exercise of the powers conferred by the proviso to Article 309 of
the Constitution of India, read with Government of India, Ministry of Home Affairs notification number F. 27/59 -
Him(i) dated the 13th July, 1959 and in supersession of the notification of this Government, published vide notification
No.F.2(83)/80 -S.II dated 03/09/1981 except as respects things done or omitted to be done before such supersession,
the Lieutenant Governor of the National Capital Terr itory of Delhi is pleased to make the following rules regulating
the method of recruitment to the post of ‘Draftsman’ in the Department of Archaeology, Government of National
Capital Territory of Delhi, namely: -
1. Short Title and Commencement.
(1)These rules may called the Department of Archaeology, Draftsman Recruitment Rules, 2023.
(2) They shall come into force on the date of their publication in the Delhi Gazette.
2. Number of Posts, its classification and level in pay matrix.
The number of the said post, its classification and level in pay matrix attached thereto shall be as
specified in column (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualification etc.
The me thod of recruitment, age limit, qualifications and other matters relating to the said post, shall be
as specified in the columns (5) to (11) of the said Schedule.
4. Disqualifications.
No persons, -
(a) Who has entered into or contracted marriage with a p erson having a spouse living; or
(b) Who having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Government may, if satisfied that such marriage is permissible u nder the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing,
exempt any person from the operation of this rule.
5. Power to relax.
Where the Government is of the opinion that it is necessa ry or expedient to do so, it may, by order, for
reasons to be recorded in writing, and in consultation with the Competent Authority, relax any of the
provisions of these rules with respect to any class or category of persons.
6. Saving.
Nothing in these rule s shall affect reservations, relaxation of age limit and other concessions required to be
provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex -Servicemen and other
special categories of persons in accordance with orders issue d by Government of India from time to time, in
this regard.

Note 1: The upper age -limit is relaxable for departmental
candidate up to 40 ye ars in accordance with the
instructions or orders issued by the Central Government.
Note 2: The crucial date for determining the age -limit
shall be as advertised by the DSSSB/ Competent
Authority.
7. Educational and other qualificati on required for
direc t recruits Essential :
1. Matriculation or its equivalent passed from a
recognized Board.
2. 3 years’ Diploma in Civil Engineering Or 2 years’
Diploma in Draughtsman (Civil) from a recognized
Institution/ University.
Note : Qualifications are relaxable at t he discretion of the
Competent Authority, for reasons to be recorded in
writing, in the case of candidates otherwise well qualified.
8. Whether age and educational qualification

9. Period of Probation if any Two years for direct recruits.
10. Method of Recruitment. By deputation (ISTC) failing which by direct recruitment.
11. In case of recruitment by promotion/
deputation/ absorption grades from which
promotion/ de putation/ abs orption to be made Deputation (ISTC) :
Officers from the Central Government/ State
Governments/ Union Territory Administrations/ Public
Sector Undertakings/ Statutory or Autonomous Bodies/
Recognized Universities/ Recognized Research Institutes :
(a) (i) ho lding analogous posts on regular basis in t he
parent cadre/ department; or
(ii) with 5 years’ service in the grade rendered after
appointment thereto on a regular basis in posts in
Level -4 in the Pay Matrix or equivalent in the parent
cadre/ department;
AND
(b) possessing the followi ng educational qualifications :
Essential :
1. Matriculation or its equivalent passed from a
recognized Board.
2. 3 years’ Diploma in Civil Engineering Or 2 years’ in
Draughtsman (Civil) from a recognized Institution/
Univ ersity.
Desirable:
3 years’ experience in preparation of drawings of
monuments or buildings or for publications such as plans,
maps and charts etc. in Government/PSUs/ Universities/
Companies registered under Companies Act.
Note : (Period of deputation includi ng period of
deputation in another ex -cadre post held immediately
preceding this appointment in the same or some other
organization/ department of the Central Government shall
ordinarily not to exceed three years. The maximum age
limit for appointment by d eputation (ISTC) shall not
exceeding 56 years, as on the closing date of receipt of the
application.

Note: Senior most member of the Departmental
Confirmation Committee for considering confirmation
shall act as Chairpe rson in case the notified chairperson of
the Committee happens to be junior to another member of
the Committee.
13. Circumstances in which UPSC to be consulted
in making recruitment Consultation with UPSC is not necessary.
