Furthermore, a new note inserted below Rule 255 in Chapter V strictly prohibits caste-based discrimination, classification, or segregation of prisoners and ensures no discrimination in work allotment based on caste. It also mandates the binding application of 'The Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013' within prisons and correctional institutions, expressly forbidding manual scavenging or hazardous cleaning of sewers or septic tanks, and eliminates the maintenance of a 'Caste' column in jail registers. This constitutes the ninth amendment to the principal Delhi Prison Rules, 2018, which had previously undergone eight amendments from November 5, 2018, to January 29, 2024.

Governor of National Capital Territory of Delhi is pleased to further amend the Delhi Prison Rules 2018, notified vide notification No.F.9/87/2018/HG/5980 dated 01.10.2018 namely:- 1. Short title and commencement:- (1) These rules may be called the Delhi Prison (amendment No.9) Rules, 2025. (2) The proposed amendment shall come into effect on the date of its publication of the notification in official Gazette. 2. Amendment in sub Rule (20) of Rule 2(1): In the Delhi Prisons Rules, 2018, for sub rule (20) of Rule 2(1), the following shall be substituted, as follows: Habitual Offender: Habitual offender means a person who during any continuous period of five years, has been convicted and sentenced to imprisonment on more than two occasions on account of any one or more of the offences committed on different occasions and not constituting parts of same transaction, such sentence not having been reversed in appeal or review. Provided that in computing the continuous period of five years referred to above, any period spent in jail either under sentence of imprisonment or under detention shall not be taken into account. 3. The following note shall be inserted below the explanation part of Rule 255 in Chapter V of Delhi Prison Rules, 2018: Note: Prohibition of caste based discrimination in the Prisons: a. It shall be strictly ensured that there shall be no discrimination/ classification or segregation of prisoners on the basis of their caste. b. It shall be strictly ensured that there should be no discrimination of prisoners in allotment of any work in the prisons on the basis of their caste. c. The provisions of 'The Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013' shall have a binding effect in the prisons and the correctional institutions. Manual scavenging or hazardous cleaning of a sewer or a septic tank inside a prison shall not be permitted. d. The provision of maintaining Caste column given in Registers in vogue in Jails shall be eliminated. By order and in the name of the Lt.
