NOTIFICATION
Delhi, the 8 February, 2024
F. No. 2(2)/Estt./Archy./2023/224.—In exercise of the powers conferred by the proviso to Article 309 of the
Constitution of India, read with Government of India, Ministry of Home Affairs notification number F.27/59-Him(i)
dated the 13th July, 1959 and in supersession of the notification of this Government, published vide notification No.
F.4(9)/86-Monu. dated 27/11/1987 except as respects things done or omitted to be done before such supersession, the
Lieutenant Governor of the National Capital Territory of Delhi is pleased to make the following rules regulating the
method of recruitment to the post of ‘Modeller' in the Department of Archaeology, Government of National Capital
Territory of Delhi, namely:-
1. Short Title and Commencement.
(1)These rules may called the Department of Archaeology, Modeller Recruitment Rules, 2024.
(2) They shall come into force on the date of their publication in the Delhi Gazette.
2. Number of Posts, its classification and level in pay matrix.
The number of the said post, its classification and level in pay matrix attached thereto shall be as
specified in column (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualification etc.
The method of recruitment, age limit, qualifications and other matters relating to the said post, shall be
as specified in the columns (5) to (11) of the said Schedule.
4. Disqualifications.
No persons,
(a) Who has entered into or contracted marriage with a person having a spouse living; or
(b) Who having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so
doing, exempt any person from the operation of this rule.
5. Power to relax.
Where the Government is of the opinion that it is necessary or expedient to do so, it may, by order, for
reasons to be recorded in writing, and in consultation with the Competent Authority, relax any of the
provisions of these rules with respect to any class or category of persons.
6. Saving.
Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be
provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-Servicemen and other
special categories of persons in accordance with orders issued by Government of India from time to time, in
this regard.

9. Period of Probation if any.
Two years for direct recruits.
10. Method of Recruitment.
By deputation (ISTC) failing which by direct recruitment.
11. In case of recruitment by promotion/deputation/ absorption from which promotion/ deputation/ absorption to be made.
Deputation (ISTC) :
Officers from the Central Government/ State Governments/ Union Territory Administrations/ Public Sector Undertakings/ Statutory or Autonomous Bodies/ Recognized Universities/ Recognized Research Institutes :
(a)(i) holding analogous posts on regular basis in the parent cadre/ department; or
(ii) with 5 years' service in the grade rendered after appointment thereto on a regular basis in posts in Level-4 in the Pay Matrix or equivalent in the parent cadre/ department;
AND
(b) possessing the educational qualifications prescribed in Column 7.
Note : Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization/ department in the Central Government shall ordinarily not to exceed three years. The maximum age limit for appointment by deputation (ISTC) shall not exceeding 56 years, as on the closing date of receipt of the application.
12. If a Departmental Promotion Committee exists, what is its composition.
Departmental Confirmation Committee:
1. Principal Secretary/ Secretary (Power), GNCT of Delhi : Chairperson
2. Secretary (ACL/ Archaeology), GNCT of Delhi : Member
3. Deputy Secretary (Finance), GNCT of Delhi : Member
Note : Senior most member of the Departmental Confirmation Committee for considering confirmation shall act as Chairperson in case the notified chairperson of the Committee happens to be junior to another member of the Committee.
13. Circumstances in which UPSC to be consulted in making recruitment.
Consultation with UPSC is not necessary
