Eligibility criteria include being the eldest eligible woman in the family, a Delhi resident for a minimum of 10 years, a registered Delhi voter, and belonging to a family with an annual income not exceeding ₹2,50,000. Exclusions apply to women receiving other government financial aid, income tax/GST payees, government servants, those with more than three living children, families with annual electricity consumption exceeding 2400 units, owners of four-wheeler motor vehicles, or individuals with criminal antecedents. Beneficiaries must furnish accurate details including Aadhaar, Voter ID, APAAR ID for children, ABHA ID for family members, ensure children's vaccination, and register pregnant/lactating mothers on POSHAN Tracker. Financial assistance can be either ₹1,500 per month into a Recurring Deposit (RD)/Fixed Deposit (FD) account (with a lock-in period until 31.07.2029) and ₹1,000 per month into a Central Bank Digital Currency (CBDC) wallet, or the entire ₹2,500 per month into an RD/FD account. The CBDC wallet will have spending restrictions on a negative list including alcoholic beverages, tobacco, and gambling. A District Level Approval, Monitoring and Grievance Redressal Committee (DLAMGRC) will approve cases and redress grievances, while a Project Management Unit (PMU) will oversee implementation. Applications are submitted through the "Delhi Lakshmi Yojana" Portal, requiring recommendation by an area MP/MLA.

No. DWCD-F024/1/2026-FAS-WCD/6749-64.—In pursuance of Cabinet Decision No. 3354 dated 28.07.2026, the Lieutenant Governor of the National Capital Territory of Delhi is pleased to rename the "Mahila Samriddhi Yojana", notified vide Notification No. F.No.40[26]/DWCD/FAS/MSY/CM/2024-25/995 dated 22.04.2025, as the “Delhi Lakshmi Yojana (DLY)" and to notify the following guidelines for implementation of the DLY Scheme. 1. SHORT TITLE, COMMENCEMENT AND DURATION: 1.1 This Scheme shall be called the “Delhi Lakshmi Yojana (DLY)". 1.2 The Scheme shall come into force with effect from 01.08.2026. 1.3 The Scheme shall initially be in operation for a period of three years from the date of its launch, unless otherwise decided by the Government. 2. OBJECTIVES: 2.1 To provide monthly financial benefit transfer of ₹2,500 per month to the eligible poor women in Delhi who are residents of NCT of Delhi and are between 21 to 60 years of age. 2.2. To provide money directly in the e-wallet/Account of the women so as to enhance their decision-making power, ensure financial autonomy, increase self-esteem leading to their empowerment. 3. DEFINITIONS: For the purposes of this Scheme, unless the context otherwise requires:— 3.1. Applicant - Applicant means the eldest eligible woman in the Family. 3.2. Family/Household- Household unit residing and sharing a common kitchen. It includes a head of the family, spouse dependent, children and dependent parents or siblings. Family/household also is defined by a unit having a separate electricity meter and gas connection (both). 3.3. Resident of Delhi – The beneficiary or her husband or her parents must have been residents of Delhi for a minimum period of 10 years on the date of application. 3.4. Direct Benefit Transfer (DBT)-DBT is a system where financial benefits or subsidies are directly transferred to the beneficiaries' bank accounts. 3.5. Recurring Deposit (RD)/ Fixed Deposit (FD)- RD is a savings scheme under which a fixed amount is deposited at regular intervals for a prescribed period or FD in Multiple Fixed Deposits i.e. A Multiple Fixed Deposit is the division of a single investment into multiple separate fixed deposits. 3.6. Central Bank Digital Currency Wallet (CBDC Wallet) - CBDC Wallet is a digital wallet used for holding and transacting Central Bank Digital Currency issued by the Reserve Bank of India, enabling secure, direct and cashless transfer of funds to users. 3.7. Low-income families- Beneficiary with family unit income of Rs. 2,50,000/- or less per annum. 3.8. Family income- It is the total income of all the members of a family unit including wages, pensions and other sources of income. 3.9. Portal/App – In the context of the scheme, it refers to the Delhi Lakshmi Yojana online portal developed through the Information Technology (IT) department/National Informatics Centre (NIC), GNCTD. 3.10. District Level Approval, Monitoring and Grievance Redressal Committee (DLAMGRC): A District- Level Committee shall be the approving authority constituted for the approval of the eligible cases as received from the District Officer of the DWCD and the DLAMGRC shall also be the authority for overall supervision, implementation of the Scheme and for the redressal of grievances. The composition of the said committee shall be as under: a) District Magistrate, Chairperson b) Two Public Representatives i.e. M.L.As or Municipal Councillors to be nominated by the Hon'ble Minister WCD as member. c) One member from the civil society, NGOs with experience in Social Service to be nominated by the Hon'ble Minister WCD. d) District Officer, WCD, Member Secretary. 3.11. Scrutiny Authority: The District Women and Child Development Officer (District WCD Officer) shall be the Scrutiny Authority. Applications shall be scrutinized and verified by the District Project Management Unit under the supervision of the District WCD Officer. The verified eligible cases shall be forwarded to the DLAMGRC for approval. After receiving the approved cases from the DLAMGRC and thereafter the PMU at Headquarters shall collate the financial assistance for all approved cases and Joint Director, DWCD, submit the bill to the PAO for release of funds to the banking partner for disbursement into the beneficiary's CBDC wallet/Recurring Deposit (RD)/Fixed Deposit (FD). 4. ELIGIBILITY CRITERIA: 4.1 The applicant must meet the following eligibility criteria to avail the benefits of the Scheme; 4.1.1. The applicant's age must be between 21 and 60 years as on date of submission of application. 4.1.2. The applicant should be the eldest woman member of the family who is eligible as per the eligibility criteria of the scheme. 4.1.3. The applicant or her husband or either of her parents, must have been a resident of Delhi for a minimum period of ten years as on date of submission of application. 4.1.4. The applicant shall be a registered voter of Delhi. 4.1.5. A woman belonging to a family unit with an annual income not exceeding ₹2,50,000/- is eligible. 4.2. EXCLUSION CRITERIA: Woman falling under any of the following categories shall be ineligible under the scheme; 4.2.1. A woman who is receiving financial assistance in the form of any pension provided by the Central or State Government, is an income tax payee, is GST filer, has been a Government Servant and/or holding a public office. 4.2.2. A woman who has more than three (03) living children; 4.2.3. Belongs to family whose annual electricity consumption exceeds 2400 units. 4.2.4. A woman who either herself or whose family member is: a) Employed as a regular or contractual employee in State Government or Government of India or Public Sector Undertaking or Board or Local Body or any Government Organization or is receiving a pension after retirement or is receiving widow pension, disability pension or any other pension, financial assistance or similar benefit from the Government under any other scheme. b) An owner of a four-wheeler motor vehicle. 4.2.5. A woman having criminal antecedents/record. 5. RESPONSIBILITIES OF BENEFICIARIES & CONDITIONALITIES FOR BENEFICIARY FAMILY: - a. Applicants must furnish accurate and truthful information while registering for the scheme as under:- i. To provide AADHAAR, Voter ID details of all family members of more than 18 years of age. ii. All school going age children of the family should be enrolled in Government/recognized Private or Government aided School and to provide APAAR (Automated Permanent Academic Account Registry) ID Number of children aged 3-18 years old. iii. To provide Ayushman Bharat Health Account (ABHA) ID of family members. All Children should be vaccinated as per Government prescribed schedule in the family, including Human Papillomavirus (HPV) (HPV) vaccine (more than 14-year-old girl child). iv. Pregnant or lactating mother in the family shall be Registered on POSHAN Tracker. v. Undertake online pledge for social causes: - ‘Ek Ped Maa Ke Naam' 'Swachh Bharat', ‘No to Single- Use Plastics' or as prescribed from time to time. vi. Desirable: To get herself registered in a Self-Help Group (SHG) in Delhi and get skill training in a particular sector as per her interest. b. By applying under DLY, the applicant provides consent for the use of their personal data, including Aadhaar details, by the Scheme authorities for the purposes of monitoring, evaluation, and sharing with other authorities (viz. banking partners or other stakeholders associated with the Scheme) for the purpose of availing benefits under the Scheme. c. In case of any overpayment due to administrative errors, beneficiaries are obligated to repay the excess amount on their own volition or as soon as it is identified and communicated to them by the authorities. d. Change of Address: (i) It shall be obligatory for the person receiving assistance to inform any change of address, along with proof, to the Scrutiny Authority within one month of such change. (ii) Persons shifting to a place outside Delhi permanently shall not be eligible for this assistance. 6. CONDITIONS UNDER WHICH THE FINANCIAL ASSISTANCE WILL BE DISCONTINUED: a) If it is discovered at any point that a beneficiary was ineligible for the benefit, immediate termination of the benefit, recovery of any disbursed benefits, and legal or administrative actions for fraud will be undertaken. b) In the event of the death of a beneficiary during the currency of the Scheme: i) The amount getting disbursed in the beneficiary's CBDC wallet shall be stopped immediately. ii) The total amount available in the Recurring Deposit Account, including principal and interest, shall be transferred to the legal heir(s) of the beneficiary. If unclaimed for two years from the beneficiary's death, the amount shall revert to the Government account. 7. PATTERN AND MODE OF FINANCIAL ASSISTANCE: 7.1 Every month an amount of ₹1,500 is to be credited to the beneficiary's Recurring Deposit (RD)/Fixed Deposit (FD) account with a lock-in period till 31.07.2029, while ₹1,000 shall be remitted every month to the beneficiary through a Central Bank Digital Currency (CBDC) wallet linked to her bank account. The CBDC wallet shall be configured with spending restrictions to prevent the purchase of items included in the Negative List, such as alcoholic beverages, tobacco products, narcotic drugs and psychotropic substances, lottery tickets, gambling and betting services and any other goods or services prohibited by the Government from time to time. OR, the applicant selects the second option as given at point 7.2 7.2 An amount of ₹2,500 shall be credited every month as a Recurring Deposit (RD)/Fixed Deposit through the selected banking partner with a lock-in period till 31.07.2029. 7.3 The matured RD/FD amount after three year will also go in CBDC wallet only. 7.4. The date of maturity of the RD/FD can be subsequently changed by the Council of Ministers upon assessment and review of the scheme after two years of its launch date. 7.5. The beneficiary should have an account in a Nationalized Bank which is compatible with CBDC wallet facility. If the beneficiary does not have such an account, the partner bank shall open a bank account for the applicant. 8. BENEFITS OF CBDC: 8.1. A negative list facility is available in CBDC. This will ensure that beneficiaries do not misuse the amount available in the CBDC Wallet. For example, items such as Gambling, Lottery, Gaming, Tobacco or Liquor shall be placed in the negative list, on which this amount cannot be utilized. 8.2. Transparency: All transactions are recorded digitally, thereby reducing the possibility of corruption and irregularities. 8.3 Fast and Secure Transactions: Payments are made instantly and securely, eliminating the risks associated with carrying cash. 8.4. Better Monitoring of Expenditure: The Government can analyse expenditure under the scheme and make improvements as required. 8.5 Promotion of the Digital Economy: The use of CBDC encourages digital payments. 9. SELECTION OF BANKING PARTNER: a. For implementation of the scheme, a Committee under the Chairmanship of Additional Chief Secretary (DWCD), Secretary (DWCD), Special Secretary (Finance) & Director (DWCD) as members, shall finalize the banking partner for Recurring Deposit (RD)/FD on the basis of technical capability, beneficiary outreach, monitoring and reporting systems, security standards and other scheme-specific requirements. 10. REGISTRATION PROCESS: a. The "Delhi Lakshmi Yojana" Portal shall serve as the designated online portal for submission of applications under the scheme. Applicants shall register on the Portal by furnishing the prescribed documents, self-declaration and application form, along with the requisite basic particulars and demographic details. b. The applicant shall be required to:— (i) Download the QR coded form with captured details of the applicant. The downloaded form needs to be duly recommended, signed and stamped by the area MP/MLA. (ii) Upload the signed & stamped form on the portal and submit. (iii) Download the Acknowledgment slip. 11. PROCEDURE FOR RECEIPT OF APPLICATIONS AND APPROVAL: 11.1. Applications received through the portal shall be automatically transferred to the concerned District Offices of DWCD based on area jurisdiction. 11.2. Upon receipt of an application on the DLY Portal, by the District WCD Officer a. The application submitted by the applicant shall be scrutinized by the District Project Management Unit (DPMU) under the supervision of the District Women & Child Development Officer. b. The verified eligible and recommended applications shall be forwarded by the District WCD Officer to the DLAMGRC for approval. c. After receiving the approved applications from the DLAMGRC, the SPMU at Headquarters shall collate the approved applications, and the Joint Director (WCD), after obtaining the approval of the Competent Authority, i.e., Director/Secretary, DWCD, GNCTD, shall process the bills to the Pay and Accounts Office (PAO), so that the payment may be made to the Banking Partner for further processing of the payment, i.e., Central Bank Digital Currency (CBDC) in the wallet and RD/FD Account and the Banking Partner shall transfer the amount of ₹1000/- in CBDC and ₹1500/- in RD/FD account opened for this purpose or whole amount of ₹2500/- in RD/FD account opened, as the case may be. 11.3. All grievances pertaining to the Scheme shall be examined and suitably redressed by the “District Level Approval/Monitoring and Grievance Redressal Committee”. 11.4. SMS alerts/notifications shall be sent to the applicants at various stages of processing of the application. 11.5. The portal shall be integrated with the Public Financial Management System (PFMS)/ Banking Partner Portal for centralized disbursement of financial assistance to approved beneficiaries at the Headquarters level. 11.6. Since enrolment under the scheme shall remain open throughout the year through online mode, the last day of every month shall be treated as the cut-off date for consideration of applications received during that month. Applications received on or before the cut-off date shall be eligible for benefits from the subsequent month, subject to approval. For instance, valid applications received on or before 31st July shall be eligible for benefits with effect from August. 11.7. The Scheme shall be reviewed and evaluated once every three years, including random verification of beneficiaries, through an independent and reputed third-party agency engaged by the Department of Women and Child Development, GNCTD. 12. PROJECT MANAGEMENT UNIT (PMU): a. A Project Management Unit (PMU) shall be established for implementation and execution of the Delhi Lakshmi Yojana (DLY). The PMU shall comprise a State Programme Management Unit (SPMU) at the Headquarters and District Programme Management Units (DPMUs) at the District level for providing programme management, technical, managerial and operational support for effective implementation, monitoring and administration of the Scheme. b. The Project Management Unit (PMU) shall be co-terminus with the Delhi Lakshmi Yojana (DLY), subject to the continuation of the Scheme and availability of funds, unless otherwise decided by the Government. 13. POWER TO MODIFY THE IMPLEMENTATION GUIDELINES: Minor modifications in the Implementation Guidelines of the Scheme may be carried out by the Department of Women and Child Development with the approval of the Council of Ministers, Government of NCT of Delhi, and then the Hon'ble Lieutenant Governor of the National Capital Territory of Delhi. This issues in pursuance of Cabinet Decision No.3354 dated 28.07.2026, circulated vide letter No. F53/822/GAD/CN/2026/4451-4460 dated 29.07.2026 of the Secretary to the Cabinet.
