Delhi, the 4th September, 2023
F. No. 19(183)/TPT/Sectt/2017/075430251/82277 . —Whereas regulation o f movement of motor vehicles is
necessary for the smooth conduct of G -20 Summit 2023 to be held in Pragati Maidan, New Delhi in order to avoid
inconvenience to motorists as well as other road users.
And whereas, it is necessary to regulate the plying of va rious categories of motor vehicles on the roads of
New Delhi District & surrounding areas, extending till Eastern & Western Peripheral Expressways.
Therefore, in exercise of the powers conferred by section 115 of the Motor Vehicles Act, 1988, the
Governmen t of National Capital Territory of Delhi, on being satisfied that it is necessary in the interest of public
safety and convenience of general public of Delhi, hereby lays down the restrictions on the vehicular movement on
roads/road stretches in New Delhi District and surrounding areas as follows: -
i) All types of goods vehicles, commercial vehicles, interstate buses and local city buses such as Delhi
Transport Corporation (DTC) buses and Delhi Integrated Multi Modal Transit System (DIMTS) buses
shall not ope rate on Mathura Road (beyond Ashram Chowk), Bhairon Road, Purana Quila Road and
inside Pragati Maidan Tunnel from 00:00 hours on the intervening night of 07 & 08.09.2023 to 23:59
hours on 10.09.2023 .
ii) Heavy Goods Vehicles (HGVs), Medium Goods Vehicles (MGVs ) and Light Goods Vehicles (LGVs)
will not be allowed to enter into Delhi from 21:00 hours on 07.09.2023 to 23:59 hours on 10.09.2023.

However, goods vehicles carrying Essential Commodities such as milk, vegetables, fruits, medical
supplies, etc., having v alid ‘No Entry Permissions’ will be allowed to enter into Delhi.
iii) The entire area of New Delhi District will be considered as “Controlled Zone -I” from 05:00 hours of
08.09.2023 to 23:59 hours on 10.09.2023. However, bonafide residents, authorized vehicles and
vehicles dealing with housekeeping, catering, waste management, etc. for hotels, hospitals & other
important installations in New Delhi District will be allowed to travel on C -Hexagon India Gate,
Copernicus Marg, Bhagwan Dass Marg, Tilak Marg, Purana Q uila Road, Mathura Road (from W -Point
to Oberoi Hotel Flyover), Shershah Road, Zakir Hussain Marg, Pandara Road, Shahjahan Road, Akbar
Road, Kartavyapath, Ashoka Road, KG Marg, Bhairon Marg, Mansingh Road, Motilal Nehru Marg,
Humayun Road, Janpath, Rafi Ma rg, Maulana Azad Road, Sansad Marg, Connaught Place (Outer &
Inner Circle), Baba Kharak Singh Marg, Rama Krishna Ashram Marg, Shaheed Bhagat Singh Marg,
Park Street, Talkatora Road, Mandir Marg, Bhai Veer Singh Marg, Panchkuian Road, Vande Matram
Marg, Sa rdar Patel Marg, San Martin Marg, Abai Marg, ABHM Marg, Simon Bolivar Marg,
Panchsheel Marg, Shanti Path, Satya Marg, Niti Marg, Vinay Marg, Kautilya Marg, Teen Murti Marg,

iv) The entire area inside Ring Road (Mahatma Gandhi Marg) will be considered as “ Regulated Z one”
from 05:00 hours of 08.09.2023 to 23:59 hours on 10.09.2023 . Only bonafide residents, authorized
vehicles, emergency vehicles and vehicles of passengers traveling to Airport, Old Delhi & New Delhi
Railway Stations will be allowed to ply on road networ k of New Delhi District. (List of roads/road
stretches fallen in Regulated Zone -II is annexed as Schedule - ‘II’).
v) Further, the following roads and junctions will be treated as “ Controlled Zone -II” from 00:00 hours of
10.09.2023 to 14:00 hrs on 10.09.2023 : -
W-Point, A -Point, DDU Marg, Vikas Marg (till Noida Link Road – Pusta Road), Bahadur Shah
Zafar Marg, Delhi Gate, Jawaharlal Nehru Marg (from Rajghat to Guru Nanak Chowk), Chaman Lal
Marg (from Guru Nanak Chowk to Turkman Gate), Asaf Ali Road (from Turkma n Gate to BSZ
Marg), Maharaja Ranjit Singh Marg (from Barakhamba – Tolstoy crossing to Guru Nanak Chowk
on Chaman Lal Marg), Mahatma Gandhi Marg (from Delhi -Meerut Expressway T -Point to
Kashmere Gate), IP Flyover, Shanti Van Chowk, Hanuman Setu, ISBT Kashm ere Gate and
Salimgarh Bypass. (List of roads/road stretches falling in Controlled Zone -II is annexed as
Schedule – ‘III’).
vi) No TSR & Taxi will be allowed to enter or ply in New Delhi District from 05:00 hours of 09.09.2023 to
23:59 hours on 10.09.2023.
However, movement of following categories of vehicles shall be exempted from the above restrictions: -
i) All types of commercial vehicles including buses which are already present in Delhi shall be allowed to
move on Ring Road & road network beyond Ring Road towards the borders of Delhi.
ii) Taxis carrying bonafide residents and tourists having valid bookings in hotels located inside New Delhi
District, and intending to go New Delhi Railway Station will be allowed to ply on road network inside
New Delhi District.
iii) General traffic, except goods vehicles and buses, will be allowed into Delhi from Rajokari Border.
Further, this traffic will be compulsorily diverted from NH -48 to Rao Tula Ram Marg – Olof Palme
Marg. No vehicular movement will be allowed on NH -48 toward s Dhaula Kuan.
iv) Vehicles of Armed Forces, Paramilitary Forces, Police, Disaster Management, Fire tenders, Ambulance
and those engaged in emergency services like road maintenance, maintenance of electric supply,
water/sewage line, communication network, etc. will be allowed to move throughout Delhi.
The existing prohibition as notified from time to time for different categories of vehicles shall also prevail.
This shall also be indicated by appropriate traffic signs placed or erected under section 116 of the Motor
Vehicles Act, 1988 at suitable places for guidance and convenience of road users.
The notification shall come into force w.e.f. 07 -09-2023 and remain in force till 10 -09-2023.
