No. 144 GOVERNMENT OF INDIA SG-DL-E-05082026-275226 2 DELHI GAZETTE : EXTRAORDINARY PART IV] HOME (GENERAL) DEPARTMENT NOTIFICATION Delhi , the 30th July, 2026 No. F.9/49/2023/HG/ 7228-34 .— In exercise of the powers conferred by proviso to article 309 of the Constitution read with the Government of India, Ministry of Home Affairs notification No. F.27/59 -Him (i) dated, the 13th July, 1959 and in supersession of this Government’s Notification No. F.9/75/87/Home (G)/Vol.II dated 22.11.1995, except as respects things done or omitted to be done before such supersession, the Lt. Governor of the National Capital 4 DELHI GAZETTE : EXTRAORDINARY PART IV] Territory of Delhi, is pleased to make rules for the post of Assistant Factory Supervisor in the Delhi Prisons Department, Government of National Capital Territory of Delhi, as following namely: - 1. Short title and commencement – (1) These rules may be called the Delhi Prisons Assistant Factory Supervisor Recruitment Rules, 2024. (2) They shall come into force with effect from the date of their publication in the Delhi Gazette. 2. Number of posts, classification and level of pay - The number of the said post, its classification and the pay level in the pay matrix attached thereto, shall be as specified in column (2) to (4) of the Schedule annexed to these rules. 3. Method of Recruitment, age -limit, qualification etc., - The method of recruitment to the said posts, age -limit, qualifications and other matters connected therewith, shall be as specified in column (5) to (13) of the said Schedule. 4. Disqualifications - No Person :- (a) who has entered into or contracted a marriage with a person having a spouse living ; or (b) who having a spouse living, has entered into or contracted a marriage with a person, shall be eligible for appointment to the said post: Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of thi s rule. 5. Power to Relax: - Where the Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and may relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving: - Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex -Servicemen, Other Backward Classes and other special categories of persons in accord ance with the orders issued by the Government from time to time in this regard. SCHEDULE 1 Name of Post : Assistant Factory Supervisor 2 Number of Posts : 01*(2026) Subject to variation dependent on the workload 3 Classification : General Central Service Group -C Non -Gazetted Non-Ministerial 4 Pay Level in the Pay Matrix : Level -4 (Rs. 25500 -81100) in the Pay Matrix 5 Whether selection post/non -selection post : Not Applicable 6 Age limit for Direct Recruits : Not Applicable 7 Educational and other qualification for direct recruits : Not Applicable 8 Whether age and educational qualification prescribed for direct recruits will apply in case of promotes : Not Applicable 9 Period of probation, (if any) : Not Applicable 10 Method of recruitment, whether by direct recruitment or by Promotion or by deputation/absorption and percentage of vacancies to be filled by various methods : 100 % by promotion 11 In case of recruitment by promotion/deputation/transfer, grades from which promotion/ deputation/transfer to be made : Promotion :- Weaving Master, Carpenter Master, Tailor Master in the level -2 (Rs. 19900 -63200/ -) in the pay matrix with 08 years service on a regular basis. 12 If a Departmental Promotion Committee exists, what is its composition : Group ‘C’ Departmental Promotion Committee (for considering promotion): 1. Principle Secretary/ Secretary (Power) -Chairman . 2.Head of Department concerned -Member . 3. Deputy Secretary (Finance) –Member Note : Senior most member of the Departmental promotion committee shall act as Chairperson in case the notified Chairperson of the Departmental Promotion Committee happens to be junior to another member of the Departmental Promotion Committee. 13 Circumstances in which Union Public Service Commission to be consulted in marking recruitment : Not Applicable By Order and in the Name of Lt.
