Governor of the National Capital Territory of Delhi, exercising powers under the proviso to Article 309 of the Constitution of India read with Ministry of Home Affairs Notification No. F.24/78/68-DH(S) dated 24th September 1968, and in supersession of the Government's earlier Notification No. F.56(211)/87/Dev.HQ/Vol.II/1063-70 dated 5th February 1991 (save as respects things done or omitted before supersession), and after prior consultation with the Union Public Service Commission, promulgates the Scientist Recruitment Rules, 2023 for the post of "Scientist" in the Department of Environment, Government of NCT of Delhi, effective from the date of publication in the Delhi Gazette; the rules prescribe, per the annexed Schedule, one post (2023, subject to variation depending on workload), General Central Service, Non-Ministerial, Gazetted, Group B, Level 7 of the pay matrix (Rs. 44,900-142,400); an age limit not exceeding 30 years for direct recruits (relaxable up to five years for government servants per Central Government instructions); essential qualifications of a Bachelor's degree in Environment Engineering from a recognized University/Institute with two years' experience in environment-related projects, or alternatively a Master's degree in Environmental Science or a Natural Science with one year's experience, with a desirable qualification of a Master's in Environment Engineering or M.Phil/Ph.D in Environmental Science or a Natural Science; a probation period of two years for direct recruits, who must complete a mandatory induction training of at least two weeks; 100 percent recruitment by direct recruitment, with provision for filling vacancies of one year or more on deputation from Central/State Government/Union Territory officers holding analogous posts or with five years' regular service at Level 6; a Departmental Confirmation Committee comprising the Chief Secretary, Government of NCT of Delhi (Chairman), Secretary of the concerned Department (member), and Head of Department (member); and mandatory consultation with the Union Public Service Commission for filling the post; the rules also disqualify persons who have contracted bigamous marriages (subject to government exemption) and preserve reservations and age/other relaxations for Scheduled Castes, Scheduled Tribes, Other Backward Classes, ex-servicemen and other special categories; the notification is issued by order of and in the name of the Lt. Governor of the National Capital Territory of Delhi, with prior consultation with the Union Public Service Commission, is please d to make the following rules for the post of ‘Scientist’ in the Department of Environment, Government of National Capital Territory of Delhi, namely: - 1. Short title and commencement: - (i) These rules may be called the Scientist Recruitment Rules, 2023. (ii) They shall come into force on the date of their publication in the Delhi Gazette. 2. Application: These rules shall apply to the posts specified in column 1 of Schedule annexed to these rules. 3. Number of posts, classification and level in the pay matrix: - The number of said post, its classification and level in the pay matrix shall be as specified in columns 2 to 4 of the Schedule annexed to these rules. 4. Method of recruitment, age limit, qualifications, etc: - The method of recruitment to the said post, age - limit, qualification and other matters relating thereto, shall be as specified in columns 5 to 13 of the said Schedule. 5. Disqualifications: -No person, (a) Who has entered into or contracted a marriage with a person having a spouse living, or (b) Who having a spouse li ving, has entered into or contracted a marriage with any person; shall be eligible for appointment to the said post: Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the o ther party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 6. Power to relax: - Where the Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reaso ns to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of person. 7. Saving: -Nothing in these rules shall effect reservations, relaxation of age -limit and other concessions, required to be provided for the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex -servicemen or any other special categories of persons in accordance with the orders issued by the Government from time to time in thi s regard.
