No. DE.3(38)/E-III/RRs-TGT(MIL)/2016/PF/3757), issued by the Lieutenant Governor under the proviso to Article 309 of the Constitution, in supersession of Notification No. F.27(8)/88-Edn./2565 dated 30.12.1992 read with Notification No. F.27(8)/88-Edn./118 dated 17.01.1994, makes the Directorate of Education, Government of National Capital Territory of Delhi, Trained Graduate Teacher (Modern Indian Language) Recruitment Rules, 2023, effective from Gazette publication, regulating recruitment to the post of Trained Graduate Teacher (Modern Indian Language) covering Hindi, Sanskrit, Urdu, Punjabi and Bengali; the post is classified 'General Central Service', Non-Ministerial, Non-Gazetted, Group-B, at Pay Level-7 (Rs. 44,900-142,400), sanctioned for 8,948 posts (as of 2019, subject to workload variation), with recruitment 20% by promotion and 80% by direct recruitment, direct-recruit age limit not exceeding 30 years (relaxable up to five years for government servants), essential qualifications of a Bachelor's or Master's degree in the relevant Modern Indian Language (minimum 50% marks) or a four-year integrated B.El.Ed./B.A.B.Ed. programme, plus a B.Ed. or three-year integrated B.Ed.-M.Ed., plus a pass in the CBSE Central Teachers Eligibility Test (CTET), a two-year probation period, promotion quotas of 224 posts (2.5%) and 1,275 posts (14.25%) from Assistant Teachers (Primary) of the Directorate of Education and Municipal Corporation of Delhi respectively, 45 posts (0.5%) and 112 posts (1.25%) from Assistant Teachers (Nursery) of the same bodies respectively, and 134 posts (1.5%) at Pay Level-4 from laboratory assistants, a disqualification for candidates who have contracted bigamous marriages (subject to Delhi Government exemption where permitted by personal law), a power for the Government to relax rule provisions in consultation with the Union Public Service Commission, and a savings clause preserving reservations and age-limit relaxations for Scheduled Castes, Scheduled Tribes, Ex-Servicemen, Other Backward Classes and other special categories.

No. DE.3(38)/E -III/RRs -TGT(MIL)/2016/PF/3757. —In exercise of the powers conferred by the provision to article 309 of the Constit ution and in supersession of Notification No.F.27(8)/88 -Edn./2565 dated 30.12.1992 read with notification No.F.27(8)/88 -Edn./118 dated 17.01.1994 and anything done or omitted to be done before such supersession, the Lieutenant Governor in the National Capi tal Territory of Delhi hereby makes rules regulating the method of recruitment to the post of Trained Graduate Teacher (Modern Indian Language) in the Directorate of Education, Government of National Capital Territory of Delhi as following, namely: 1. Short title and commencement: – (i) These rules may be called the Directorate of Education, Government of National Capital Territory of Delhi, Trained Graduate Teacher (Modern Indian Language) Recruitment Rules 2023. (ii) They shall come into force on the da te of their publication in the Official Gazette 2. Number of post, its classification and pay level in the pay matrix : - The number of said post , its classification and pay level in the pay matrix attached thereto shall be as specified in Columns 2 to 4 of the Schedule annexed to these rules. 3. Method of recruitment, age limit, qualifications etc: - The method of recruitment, age limit, qualifications and other matters relating to the said posts shall be as specified in the Columns 5 to 13 of the sa id Schedule. 4. Disqualifications: - No person, (a) Who has entered or contracted a marriage with a person having a spouse living: or (b) Who having a spouse living, has entered into or contracted marriage with any person: Shall be eligible for app ointment to any of the said posts: Provided that Government of National Capital Territory of Delhi, may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are oth er grounds of doing so, exempt any person from the operation of this regulation. 5. Power to relax: - Where the Government is of opinion of that if necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, and in consultat ion with Union Public Service Commission, may relax any of the provision of these rules with respect to any class or category of persons. 6. Saving: - Nothing in these rules shall effect reservations, relaxations of age limit and other concessions require d to be provided for the Scheduled Castes, the Schedule Tribes, Ex -Servicemen, other Backward Classes and other special categories of persons in accordance with the orders issued by the Government from time to time in this regard. 1. A Bachelors Degree in one of the Modern Indian Languages (MIL) (i.e Hindi, Sanskrit, Urdu, Punjabi, Bengali) with at least 50 percent marks from a recognized University/Institute (the concerned language should have been studied for at least 2 year) ; Or Masters Degree in one of the Modern Indian Languages (MIL) (i.e. Hindi, Sanskrit, Urdu, Punjabi, Bengali) from a recognized University/Institute with at least 50 percent marks in either bachelors degree or masters degree; Or 6 DELHI GAZETTE : EXTRAORDINARY PART IV] 4-year integrated programme/course/ degree of B.El.Ed./B.A.B.Ed. from any NCTE recognized Institution (the concerned language should have been studied for at least three years). 2. B.Ed. or three year integrated B.Ed. -M.Ed. from a recognized University/Insti tute (No separate B.Ed./B.Ed. -M.Ed. is required in the case of 4 -year integrated course of B.El.Ed./B.A.B.Ed.). 3. Pass in the Central Teachers Eligibility Test (CTET) conducted by CBSE. Note 1: Exact requirement of the subject/ discipline will be indicate d at the time of each recruitment. Note 2: The qualifications are relaxable at the discretion of the DSSSB/Competent Authority, for reasons to be recorded in writing, in the case of candidates otherwise well qualified. (c) 1275 (14.25 percent of total posts) posts shall be filled by promotion from Assistant Teachers (Primary) in schools of Municipal Corporation of Delhi, in level -6 (Rs.35400 to Rs. 112400/ -) of pay matrix with five years service in the grade rendered after appointment thereto on a regular basis. (d) 112 (1.25 percent of total posts) posts shall be filled by promotion from Assistant Teachers (Nursery) in schools of Municipal Corporation of Delhi, in level -6 (Rs.35400 to Rs.112400/ -) of pay matrix with five years service in the grade rendered after appointment thereto on a regular basis.
