Governor of the National Capital Territory of Delhi, exercising powers under the proviso to Article 309 of the Constitution read with Government of India, Ministry of Home Affairs Notification No. S.O. 3532 dated 24.09.1968, made the Drugs Control Department, Laboratory Assistant (Microbiology) Recruitment Rules, 2024, in supersession of Notification No. F.11(6)/97-PHC/TRC/3072-3078 dated 03.02.2000 (except as respects things already done or omitted before such supersession); the rules take effect from the date of publication in the Official Gazette and regulate recruitment to the post of Laboratory Assistant (Microbiology) in the Drugs Control Department, Government of National Capital Territory of Delhi. The Schedule specifies one post (2024), subject to variation depending on workload, classified as General Central Service, Non-Ministerial, Non-Gazetted, Group 'C', in Pay Level 4 of the Pay Matrix (Rs. 25500-81100); the age limit for direct recruits is 18-25 years, relaxable up to 40 years for departmental candidates as per Central Government instructions, or 18-27 years if the post is filled through All-India Open Competition, with the crucial date for age determination as advertised by the Delhi Subordinate Services Selection Board (DSSSB) or Competent Authority. The rules disqualify from appointment any person who has married a person with a living spouse, subject to Government exemption where such marriage is permissible under applicable personal law and other grounds exist; the Government retains power to relax any provision of the rules for any class or category of persons for recorded reasons, and the rules do not affect reservations, age relaxations and other concessions for Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories per Central Government orders. Confirmation is considered by a Group 'C' Departmental Promotion Committee comprising the Principal Secretary/Secretary (PWD), Government of National Capital Territory of Delhi as Chairperson, the Head of the Department concerned as Member, and the Deputy Secretary (UD), Government of National Capital Territory of Delhi as Member, with the senior-most member acting as Chairperson if the notified Chairperson is junior to another member; consultation with the Union Public Service Commission is stated to be unnecessary for this recruitment. No. 50(13)/DC/Estt./2023/64.—In exercise of the powers conferred by the proviso to Article 309 of the constitution read with Government of India, Ministry of Home Affairs Notification No. S.O. 3532 dated 24.09.1968 and in supersession of the Notification No. F.11(6)/97-PHC/TRC/3072-3078 dated 03.02.2000, except as respects things done or omitted to be done before such supersession, the Lt. Governor of the National Capital Territory of Delhi hereby makes following rules regulating the method of recruitment to the post of Laboratory Assistant (Microbiology) in the Drugs Control Department, Government of National Capital Territory of Delhi, namely: 1. Short title and commencement- (i) These rules may be called the Drugs Control Department, Laboratory Assistant (Microbiology) Recruitment Rules, 2024 (ii) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, Classification and Pay Level in Pay Matrix- The number of the said post, its classification and the pay level in the pay matrix attached thereto shall be specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age limit, qualifications, etc.-The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule aforesaid. 4. Disqualification.-No person, (a) Who has entered into or contracted a marriage with a person having a spouse living; or (b) Who, having a spouse living, has entered into or contracted a marriage with any person, Shall be eligible for appointment to the said post: Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to Relax- Where the Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving- Nothing in these rules, shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
