No. F.2(128)/FSL/ESTT/RR/JSA(CSMD)/2024/226—In exercise of the powers conferred by the proviso to
article 309 of the Constitution of India read with the Government of India, Ministry of Home Affairs, Notification no.
F-27/59-him (i) dated the 13th July,1959, the Lt. Governor of National Capital Territory of Delhi hereby makes the
following rules regulating the method of recruitment to the post Junior Scientific Assistant (Crime Scene/District
Mobile Forensic Unit) in Forensic Science Laboratory, Government of National Capital Territory of Delhi, namely:-

These rules may be called the Junior Scientific Assistant (Crime Scene/District Mobile Forensic
Unit) Forensic Science Laboratory Recruitment Rules, 2025.
They shall come into force on the date of their publication in Delhi Gazette.
Number of posts, classification and Pay Level in Pay Matrix The number of the said post, its
classification and pay level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the
Schedule annexed to these rules.
Method of recruitment, age limit, qualification etc:-The method of recruitment to the said post, age limit,
qualifications and other matters connected therewith, shall be as specified in columns (5) to (13) of the said
Schedule.

Who has entered into or contracted a marriage with a person having a spouse living;
Who having a spouse living, has entered into or contracted a marriage with a person, shall be
eligible for appointment to the said post.
(b)
Provided that the Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so
doing, exempt any person from the operation of this rule.
Power to relax:-Where the Government is of the opinion that it is necessary or expedient so to do, it may, by
order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any
class or category of persons.
Saving:- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions,
required to be provided for the Schedule Castes, Schedule Tribes, Other Backward Classes, Ex-Servicemen
and other special categories of persons in accordance with the orders issued by the Govt. of India from time
to time in this regard.

Age limit for direct recruits: Between 18 years and 25 years* * In case of post being filled up by all India Open Competition, it would be between 18 years and 27 Years (The upper age-limit is relaxable for departmental candidate upto 40 years in accordance with the instructions or orders issued by the Central Government) Note:- The crucial date for determining the age limit shall be as advertised by the DSSSB / Competent Authority.
Educational and other Qualification required for direct recruits: Essential: (a) Masters Degree in Zoology / Botany / Anthropology / Microbiology / Chemistry/ Physics/ Toxicology / Biochemistry/ Forensic Science from a Govt. recognized university/ institute. Note: Qualifications are relaxable at the discretion of the Competent Authority.
Whether age and educational qualifications prescribed for direct recruits will apply in the case of promotees: Not applicable
Period of Probation, if any: 2 years for Direct Recruits Note: Direct recruits would be required to successfully complete a mandatory induction Training of at least two weeks duration as prescribed by the competent authority for completion of probation
Method of Recruitment: 100% by Direct recruitment. Note: Vacancies caused by the incumbent being away on deputation or long illness or study leave or under other circumstances for a duration of one year or more may be filled on deputation basis from Officers of Central Government/ State Government/UTs :- (a)(i) holding analogous posts on regular basis in the parent cadre or department; or (ii) with five years' service in the grade rendered after appointment thereto on regular basis in level-4 (Rs. 25500 81100) in the pay matrix or equivalent in the parent cadre or department; and (b) possessing the educational qualifications and experience prescribed for direct recruits under column (7). The maximum age for appointment by deputation shall not be exceeding 56 years as on the closing date of receipt of applications.
In case of recruitment by Promotion / Deputation / transfer grade from which promotion / deputation /transfer to be made: Not applicable
If a Departmental Promotion Committee exists, what is its composition: Group 'C' Departmental Confirmation Committee: 1. ACS/Principal Secretary/ Secretary (Home)- Chairperson 2. Principal Secretary / Secretary (Services) - Member 3. Principal Director/ Director of the concerned vertical - Member 4. Deputy Secretary (GAD) - Member Note: Senior most member of the Departmental Confirmation Committee shall act as Chairperson in case the notified Chairperson of the Departmental Confirmation Committee happens to be junior to another member of the Departmental Promotion Committee.
