Appointment of the Librarian 1. There shall be a Librarian who shall be appointed by Executive Council on the recommendation of the Selection Committee constituted for the purpose and he/she shall be a whole-time salaried officer of the University. 2. There shall be constituted a Selection Committee in accordance with the provisions of clause (2) of Statute 18 of the Central Universities Act, 2009 for the purpose of selection of the Librarian. 3. The Librarian so appointed shall work under the administrative supervision and disciplinary control of the Vice-Chancellor. 4. In case the Librarian is appointed on deputation from the Government or any other Organization/Institution, the terms and conditions of his/her service shall be governed by the Deputation Rules of the University. Provided that the Librarian appointed on deputation may be repatriated earlier than the stipulated period by the Executive Council on the recommendation of the Vice-Chancellor. Tenure of the Librarian 1. The person appointed as the Librarian shall hold the office as the Librarian until he/she attains the age of sixty- two years. Provided that where the librarian is appointment on deputation, his/her tenure shall be as provided in the terms of deputation. Acting Librarian 1. In case of vacancy in the office of the Librarian, duties of the office of Librarian shall be performed (in addition to his own duties) by such officer or Professor of the University, as may be nominated by the Vice-Chancellor for such period as may be specified by the Vice-Chancellor: Provided that where the Librarian is absent on leave or duty or is unable to perform his duties for any other reason, the Vice-Chancellor may, for such duration of absence or inability make arrangement for the office in the same manner as in the case of vacancy in the office or, if he seems fit, assign the duties of the office to a suitable person holding a senior administrative position under the Librarian. Terms and Conditions 1. The Librarian shall be appointed on such scale of pay as prescribed by the University Grants Commission, and shall be entitled to such leave, leave salary, allowances, provident fund, and other benefits as prescribed by the University from time to time for the administrative staff of the University. 2. The Librarian shall be provided with an unfurnished residential accommodation for which rent, or license fee shall be payable at the usual rate. 3. The librarian shall be the administrative head of the University Library (located in any campus of the University) and shall be responsible for the general management thereof. 4. The Librarian shall be the Member-Secretary of the Library Committee and of the Committee of Management of the Library System of the University. 5. Subject to the provisions of the Act, Statutes and Ordinances, the Librarian shall exercise such powers and perform such duties as may be assigned to him/her from time to time by the Executive Council or by the Vice-Chancellor.
