Hemvati Nandan Bahuguna Garhwal University, Srinagar Garhwal (a Central University), in Letter No. H.N.B.G.G./R.O./2024/109 dated 18th March 2024, exercising powers under sub-section (1) of section 20 read with sub-section (2) of section 27 of the Central Universities Act, 2009 (25 of 2009), and with the approval of the Visitor, notifies amendments to its Statutes made by the Executive Council: a new Statute 9A is inserted constituting the University Court, comprising nine ex-officio members (Chancellor, Vice-Chancellor, Pro-Vice-Chancellor, Senior-most Dean, Dean Students' Welfare, Finance Officer, Controller of Examinations, Librarian, and Registrar as Member Secretary), two Deans nominated by the Vice-Chancellor, two teachers nominated by rotation, three academicians nominated by the Visitor, one professional or scientist nominated by the Chancellor, three eminent persons nominated by the Vice-Chancellor, two civil society representatives nominated by the Executive Council, two elected student representatives, and one Alumni Association representative, with members other than ex-officio members holding office for three years (student terms co-terminous with studentship) and one-third of members forming a quorum; sub-statute (5) of Statute 10, originally published vide Extraordinary Gazette Notification No. 27, Part II, Section I, dated 20th March 2009, is omitted; the notification is signed by Prof. N.S. L.-33004/99 The Gazette of India CG-JK-E-18062024-254785 EXTRAORDINARY PART III-Section 4 PUBLISHED BY AUTHORITY No. 412] NEW DELHI, WEDNESDAY, JUNE 12, 2024/JYAISHTHA 22, 1946 3494 GI/2024 HEMVATI NANDAN BAHUGUNA GARHWAL UNIVERSITY, UTTARAKHAND NOTIFICATION Srinagar, the 18th March, 2024 Letter: H.N.B.G.G./R.O./2024/109.—In exercise of the powers conferred by Sub-section (1) of section 20 read with sub-section (2) of section 27 of the Central University Act, 2009 (25 to 2009), the Executive Council of the Hemvati Nandan Bahuguna Garhwal University (A Central University), Srinagar Garhwal with approval of the Visitor, hearby makes the following Statues to amend the Hemvati Nandan Bahuguna Garhwal University Statues, namely; 1- Short title and commencement- (1) These Statues may be called as the Central Universities (Amendment) Statues (for Hemvati Nandan Bahuguna Garhwal University (A Central University), Srinagar Garhwal), 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2- In the Central University' Statues (for Hemvati Nandan Bahuguna Garhwal University (A Central University), Srinagar Garhwal),- "9A. Constitution of the Court- (1) The Court shall consists of the following members namely:- a. Ex-Officio Members: (i) The Chancellor; (ii) The Vice-Chancellor; (iii) The Pro-Vice Chancellor; if any (iv) The Senior Most Dean; (v) The dean Students' Welfare; (vi) The Finance Officer; (vii) The Controller of Examination; (viii) The Librarian; and (ix) The Registrar, Member Secretary b. Representative of the Academic Staff; (i) Two members from amongst the Deans of Schools of Studies, by rotation according to the seniority to be nominated by the Vice-Chancellor. (ii) Two Teachers (One Associate Professor and one Assistant Professor) from among the University appointed teachers of the Faculties to be nominated by the Vice-Chancellor by rotation according to the seniority. c. Nominees of the Visitor and Chancellor; (i) Three persons, who are well known academicians or who have special knowledge or practical experience in higher education, to be nominated by the Visitor. (ii) One person who is learned professional or eminent scientist, to be nominated by the Chancellor. d. Nominees of the Vice-Chancellor; (i) Three persons of eminent personality in the field of Science and Education. e. Nominees of the Executive Council; (i) Two representatives of Civil Society (Non-Government organization or Industry or Legal Fraternity or Eminent Citizen), to be nominated by the Executive Council. f. Representatives of Students; (i) Two Representatives of students (one male and one female elected by the members of the Students' Council from among themselves) g. Representatives of Alumni; (i) One representative (Elected by the Alumni Association). (2) All members of the Court, other than ex-officio members shall hold office for a term of three years. Provided that the membership of Representatives of Students under para 10(A)(1)(f) will be co-terminus with their studentship. (3) One third members of the Court shall form a quorum for a meeting of the Court. (ii) In Statute 10, the sub-statute (5) shall be omitted. Note:- The Statute 10(5), was published in the Central University Act, 2009 vide Extraordinary Gazette Notification No. 27, PART-II, Section-I dated 20-03-2009.
