ORDINANCES FOR AWARD OF
THE DOCTOR OF PHILOSOPHY PROGRAMMES (Ph. D.)
(Under section 28)
and UGC (Minimum Standards and Procedure for Award of Ph.D. Degree)
Regulations, 2022
In exercise of the powers vested in Section 28(2) of the Central Universities Act 2009, the Executive Council
hereby makes the following Ordinance for the award of Ph.D. Degrees in Hemvati Nandan Bahuguna Garhwal
University (A Central University) Srinagar, Uttarakhand.
1. Short title, Application and Commencement:
1.1 This ordinance may be called HNB Garhwal University Ordinances for Award of The Doctor of Philosophy
(Ph. D.) Degree.
1.2 These Ordinances have been made in accordance with the UGC (Minimum Standards and Procedure for Award
of Ph.D. Degree) Regulations, 2022.
1.3 This shall come into force from the date as approved by the Executive Council.
2. Definitions- (1) In these Regulations, unless the context otherwise requires, -
a) "Act" means the University Grants Commission Act, 1956 (3 of 1956);
b) "Adjunct Faculty" means a part-time or contingent instructor, but not full-time faculty member hired to teach by a
Higher Educational Institution;
c) “Cumulative Grade Point Average (CGPA)” means a measure of the overall cumulative performance of a student
over all semesters. The CGPA is the ratio of total credit points secured by a student in various courses in all semesters
and the sum of the total credits of all courses in all semesters. It is expressed up to two decimal places;
d) "Credit" means the number of hours of instruction required per week over the duration of a semester. A three-credit
course in a semester means three one-hour lectures per week, with each one-hour lecture counted as one credit;
e) "College" means an institution engaged in higher education and/or research, either established by a University as its
constituent unit or is affiliated with it;
f) "Commission" means the University Grants Commission established under Section 4 of the UGC Act1956;
g) “Course” means one of the specified units which go to comprise a programme of study;
h) "Course Work" means courses of study prescribed by the School/Department/ Centre to be undertaken by a student
registered for the Ph.D. Degree;
i) "Degree" means a degree awarded by a Higher Educational Institution in accordance with the provisions of section
22 (3) of the Act;
j) "External examiner” means an academician/researcher with published research work who is not part of the Higher
Educational Institution where the Ph.D. scholar has registered for the Ph.D. programme;
k) "Foreign Educational Institution" means-(i) an institution duly established or incorporated in its home
1) "Full Time Research Candidates" means such candidates who shall fulfil the mandatory residential period on a full-
time basis and also may be in receipt of the Research Fellowship awarded by the university or an outside agency like
DST/DBT/CSIR/UGC etc.
m) "Part-Time Research Candidates”- means candidates and include faculty/staff, project staff like JRF etc. who are on
rolls of the University and working under the project supervisors for various sponsored projects. Further, scholars who
may be working elsewhere and not in HNBG UNIVERSITY and willing to meet the Ph.D. program progression
requirements like residential requirement / course work as laid down by the university may be enrolled as a part time
research scholar (in the school/ departments which may offer part time programs) subject to production of a No
Objection Certificate from their organization and facilities for carrying research work in their organization exist to the
satisfaction of Board of Studies. Such scholars shall not be awarded any research fellowship/assistantship by the
university.
3. Eligibility criteria for admission to the Ph.D. programme: Subject to the conditions stipulated in these Ordinances,
the following persons are eligible to seek admission to the Ph.D. programme:
3.1. For Full Time Ph.D. Candidates
3.1.1.A 1-year/2-semester master's degree programme after a 4-year/8-semester bachelor's degree programme or a 2-
year/4-semester master's degree programme after a 3-year bachelor's degree programme or qualifications or a
professional degree in the concerned subject or in a cognate or an allied/interdisciplinary subject, (LL.M. in Law/Other
Allied Subject) declared equivalent to the Master's degree by the corresponding statutory regulatory body, with
atleast55% marks in aggregate or its equivalent grade 'B' in the UGC 7-point scale (or an equivalent grade in a point
scale wherever grading system is followed) or an equivalent degree from a foreign educational Institution accredited
by an Assessment and Accreditation Agency which is approved, recognized or authorized by an authority, established
or incorporated under a law in its home country and further certified by the Association of Indian Universities or any
other statutory authority in that country for the purpose of assessing, accrediting or assuring quality and standards of
educational institutions.
A relaxation of 5% of marks, from 55% to50%,or an equivalent relaxation of grade, may be allowed for those
belonging to SC/ST/OBC (non-creamy layer)/Differently Abled, Economically Weaker Section (EWS) and other
categories of candidates as per the decision of the UGC from time to time.
Provided that a candidate seeking admission after a 4-year/8-semester bachelor's degree programme should
have a minimum of 75% marks in aggregate or its equivalent grade on a point scale wherever the grading system is
followed. A relaxation of 5% marks or its equivalent grade may be allowed for those belonging to SC/ST/OBC (non-
creamy layer)/Differently Abled, Economically Weaker Section (EWS) and other categories of candidates as per the
decision of the Commission from time to time.
Also Provided that any question, as to whether the subject professed by the applicant is a cognate or an allied
subject, shall be decided by the concerned Board of Studies and the School Board.
3.1.2.Candidates who have cleared the M.Phil. course work of HNB Garhwal University with at least 55% marks in
aggregate or its equivalent grade 'B' in the UGC7-pointscale (or an equivalent grade in apoint scale wherever grading
system is followed) and successfully completing the M.Phil. Degree shall be eligible to proceed to do research work
leading to the Ph.D. Degree in the HNB Garhwal University.
3.1.3.Candidate in employment shall not be considered for admission to Ph.D. programme, except upon submitting a
'No Objection Certificate' of his/her employer, affirming for leave of absence for the requisite period in order to fulfil
the requirement of residential period as stipulated under clause 6.2.
3.2. For Part-Time Ph.D. Candidates
3.2.1. For part time Ph.D. Programme Candidates should have qualified GATE / NET. However, relaxation from the
requirement of GATE/NET will be given only for admission into part time Ph.D. Program, for candidates with two
years of experience in reputed Academic/Industrial Organizations or Govt. funded Research Projects. Essential
qualifications, other terms & conditions will be same as per Ordinances. The selection procedure shall be same as for
full time Ph.D. Programme. Other guidelines regarding Registration, Enrolment, Course work, Registration, Seminar,
Thesis submission etc. shall be same as applicable to the Full Time Ph.D. Candidates as provided in this Ordinances.
Provided that Board of Studies of the concerned Department and School Board shall be competent to decide the
eligibility of any candidate, if he does not fall in the above criteria and the same shall be approved by the Academic
Council.
Also Provided for the purposes of completing the Course Work, the Condition as provided in clause 3.1.3. of this
Ordinances shall also apply to the Part -Time Ph.D. Candidates.
4. Duration of the Programme:
4.1. For Full Time Ph.D. Candidates
4.1.1.Ph.D. programme shall be for a minimum duration of three years, including course work and a maximum of six
years. The candidate shall be required to complete his/her research work and submit the thesis within a period of six
years reckoned from the date of his/her enrolment for the Ph. D. programme in the academic entity concerned:
Provided that the School Board may, after considering the recommendation of the Board of Studies, in a very
special case and for reasons to be recorded, grant further extension, of not more than two years. The total period for
completion of a Ph.D. programme shall not exceed eight (8) years from the date of admission in Ph.D. programme.
Provided further that in case the candidate fails to submit the thesis within the period permitted for the
submission of the thesis, including the periods of the extension thereof his/her admission to the Ph. D. programme shall
be liable to be terminated and he/she shall, upon such termination, forfeit all the fees and other dues paid by him/her
for and during such admission.
4.1.2.The women candidates and Persons with Disability (more than 40% disability) may be allowed a relaxation of
two years for Ph.D. in the maximum duration. Further, male/female candidates shall be eligible for paternity leave
(15 days)/maternity/childcare leave (240 days) as per Government of India rules once during their entire tenure as
research scholars.
4.2. For Part-Time Ph.D. Candidates
4.2.1. A part-time candidate shall put in a minimum of four years of part-time study in the University including
time spent for research at any other place with the permission of the Board of Studies and School Board and due
approval of the Vice Chancellor.
Provided that the part-time candidates shall put in residence in the University for at least a total period of two
semesters spread over the four-year period.
4.2.2.Six years shall be the maximum period in which the part-time candidate shall complete the research work and
submit it for evaluation. However, this time is extendable up to one year in two extensions of six months each in
case the Part Time Candidate requests in writing for such extension to the Board of Studies and School Board. Any
recommendation of the Board of Studies and School Board in this respect shall come into effect only after the
approval by the Vice-Chancellor.
5. Procedure for admission:
5.1 The HNB Garhwal University shall admit Ph.D. students through an Entrance Test as prescribed by the
University. However, the following categories of the applicants shall be exempted from the entrance test-
i) Regularly appointed teachers of this University.
ii) Teacher Fellow (Under UGC Scheme)
iii) NET/SLET (Uttarakhand)/ GATE qualified candidates
iv) M.Phil. candidates of HNB Garhwal University in the subject concerned.
v) Candidates applying for Part-Time Ph.D.
5.2 The HNB Garhwal University shall:
5.2.1 decide on an annual basis through the is academic bodies, a predetermined and manage able number of Ph.D.
scholars to be admitted depending on the number of available Research Supervisors and other academic and physical
facilities available, keeping in mind the norms regarding the scholar-teacher ratio(as indicated in Clause 8.5), laboratory,
library and such other facilities;
5.2.2 notify well in advance through the University website and through advertisement in at least two (2) national
news papers, of which at least one (1) shall be in the regional language, the number of seats for admission,
subject/discipline-wise distribution of available seats, criteria for admission, procedure for admission, examination
centre (s) where entrance test(s) shall be conducted and all other relevant information for the benefit of the candidates;
5.2.3 adhere to the reservation policy of the Government of India, as applicable
5.3 The admission shall be based on the criteria notified by the HNB Garhwal University keeping in view the
guidelines/norms in this regard issued by the UGC and other statutory bodies concerned and taking in to account the
reservation policy of the Government of India from time to time.
5.4 The HNB Garhwal University shall admit candidates by a two-stage process through entrance test and interview:
5.4.1 An Entrance Test that shall be qualifying with qualifying marks as 50%. The syllabus of the Entrance Test shall
consist of 50% of research methodology and 50% shall be subject specific. The Entrance Test shall be conducted at the
Centre (s) notified in advance.
An entrance test shall be qualifying with qualifying marks as 50% provided that a relaxation of 5% of marks (from
50% to 45%) shall be allowed for the candidates belonging to SC/ST/OBC (Non-Creamy layers/Differently abled,
Economically Weaker Section (EWS), and other categories of candidates as per the decision of the Commission
from time to time.
Provided further that, if in spite of the above relaxation, the seats allotted for SC/ST/OBC (Non-Creamy
layers/Differently abled categories remain unfilled, the University shall launch a Special admission Drive, for the
particular category within one month from the date of closure of admission of General Category. The University
will devise its own admission procedure along with eligibility conditions to ensure that most of the seats under
these categories are filled.
All those candidates who will qualify in written test will be called for interview along with candidates belonging to those
categories which are exempted from written test like NET/SLET/UGC Teacher Fellow/Regular Teacher/M. Phil. from
H.N.B. Garhwal University. The JRF (NET) passed candidates and teacher fellows will be counted as the additional
seats of the Department subject to the availability of seats with faculty/Supervisor.
5.4.2 An interview/viva-voce to be organized by the concerned Department of HNB Garhwal University as mentioned
in clause 5.4.1 where the candidates are required to discuss their research interest/area through a presentation
before a duly constituted Research Advisory Committee/Board of Studies, provided that for the selection of
candidates, a weightage of 70% to the entrance test and 30% to the performance in the interview/viva-voce shall
be given, while for exempted category candidates, weightage of 30% for UG and 40% for PG shall be given and
rest 30% for interview/viva-voce as for other candidates.
Provided that for admission to Part Time Ph.D. the procedure for selection shall be based on the same parameters of
evaluation as the candidates belonging to the Exempted category as provided in clause 5.1. of this Ordinances
5.5 The interview/viva voce shall also consider the following aspects, viz. whether:
5.5.1 the candidate possesses the competence for the proposed research;
5.5.2 the research work can be suitably under taken at the Institution/College;
5.5.3 the proposed area of research can contribute to the new/additional knowledge.
5.6 University shall maintain a list of Ph.D. supervisors (specifying the name of the supervisor, his or her designation,
and the department/school/centre), along with the details of Ph.D. scholars (specifying the name of the registered Ph.D.
scholar, the topic of his/her research and the date of admission) admitted under them on the website of the institution and
update this list every academic year.
6. Residency Period, Temporary Withdrawal, Transfer and Conversion
6.1. For Full Time Ph.D. Programme
6.1.1. A Full Time Ph.D. Scholar shall be required to be present in the University for a prescribed period, which is
known as the Residency Period which shall be a minimum of 03 continuous years counted from the date of payment of
admission fees in the said course.
6.1.2. A Candidate admitted to the Ph.D. Programme may be permitted for temporary withdrawal only after the
completion of his/her residency period, i.e. three continuous years as stipulated in the preceding clause. He/she may be
permitted to do so by the Vice-Chancellor on the recommendation of the Board of Studies and the School Board to
temporary withdraw from the programme on some specific reasons, and later allowed to join back to complete the
research and can submit the thesis after three weeks of joining from withdrawal provided that he/she has successfully
gone through the Pre-submission presentation. However, in no case the period including the residency period and period
of temporary withdrawal shall exceed the maximum duration of Ph.D. as stipulated in the Ordinances.
6.1.3. Temporary Withdrawal from the programme may be permitted on any one of the following reasons:
(i) if the candidate is suffering due to prolonged illness, supported by medical certificates
(ii) on the event of illness/death of candidate's parent/guardians/spouse.
(iii) if the candidate gets a professional employment
(iv) if a fulltime sponsored candidate after fulfilling the minimum period requirement for the submission of the
thesis joins back his/her parent organization.
(v) Any other event in which the Vice-Chancellor is convinced that the situation faced by the research scholar
warrants his/her temporary withdrawal from the programme without exceeding the maximum time-limit
provided in these Ordinances for submission of the thesis
6.2. For Part Time Ph.D. Programme
6.2.1. A candidate enrolled as a Part Time Ph.D. Programme shall be required to complete the residential period in
accordance with the provision under clause 4.2.1 of this Ordinance.
6.3. Transfer of Ph.D. Scholar
In case of relocation of any Ph.D. woman scholar due to marriage or otherwise, the research data shall be allowed to be
transferred to the University to which the scholar intends to relocate provided that all the other conditions in these
regulations are followed in letter and spirit and the research work does not pertain to the project b secured by the parent
institution /supervisor from any funding agency. The scholar will however give due credit to the parent guide and the
institution for the part of research already done. However, no transfer be allowed in extension period.
6.4. Conversion from full-time to part-time Ph.D.
Conversion from full-time to part-time will be permitted only with the recommendation of the Board of Studies and
School Board. Board of Studies and School Board shall while making any such recommendation consider all the relevant
facts and also record in writing the details in the Minutes of the Meeting. Any such resolution of the Board of Studies
and School Board shall be effectuated only after approval of the Vice-Chancellor.
In case a full-time Ph.D. Candidate converts to part-time Ph.D. Candidate, he/she shall forfeit all the benefits (post
conversion) that he was entitled to as a full time Ph.D. Candidate. For the purpose of conversion to part-time Ph.D. the
candidate must full-fill the eligibility as required in clause 3.2 of this ordinance.
7. Leave and Attendance
7.1. For Full Time Ph.D. Candidates
7.1.1. A Ph. D. scholar shall be eligible to avail a leave of 30 days in an academic year. He/she shall not be entitled for
any inter-semester breaks, winter and summer vacations.
7.1.2. The leave shall be granted by the Head of the Department/Coordinator of the School/Centre on the
recommendation of the supervisor/co-supervisor.
7.1.3. A candidate is required to sign on all working days of the University in an attendance register to be kept in the
concerned Department/School/Centre, except when he/she is on sanctioned leave as per the Clause 7.1.2.
7.1.4. A candidate, who is pursuing course work as a part of his/her Ph.D. programme, is expected to have full (100%)
attendance in each course. However, a maximum of 25% attendance may be condoned by the Dean of the concerned
faculty for cogent reasons as per university rules.
7.1.5. In addition to the leave as provided in clause 7.1.1., in exceptional circumstances and on medical grounds a Ph.D.
Scholar may be allowed a leave for a maximum period of 45 days during the total duration of his Ph.D. Course.
7.1.6 Any unauthorized absence shall be treated as constituting grounds for disciplinary action such as cancellation of
admission/registration.
7.2. For Part Time Ph.D. Programme
7.2.1. A Part Time Ph.D. scholar shall be eligible to avail a leave of 30 days in total while fulfilling the requirement of
residential period as provided in clause 4.1.1. of this ordinances.
7.2.2. The leave shall be granted by the Head of the Department/Coordinator of the School/Centre on the
recommendation of the supervisor/co-supervisor.
7.1.3. A candidate is required to sign on all working days of the University in an attendance register to be kept in the
concerned Department/School/Centre, except when he/she is on sanctioned leave as per the Clause 7.2.2 in compliance
with the requirement under Clause 7.2.1.
7.2.4. A candidate, who is pursuing course work as a part of his/her Ph. D. programme, is expected to have full (100%)
attendance in each course. However, a maximum of 25% attendance may be condoned by the Dean of the concerned
faculty for cogent reasons as per university rules.
8. Allocation of Research Supervisor: Eligibility criteria to be a Research Supervisor, Co-Supervisor, Number of
Ph.D. scholars permissible per Supervisor, etc.
8.1 Permanent faculty members working as Professor/Associate Professor of the Higher Educational Institution with a
Ph.D., and at least five research publications in peer-reviewed or refereed journals and permanent faculty members
working as Assistant Professors in Higher Educational Institutions with a Ph.D., and at least three research publications
in peer-reviewed or refereed journals may be recognized as a Research Supervisor in the university where the faculty
member is employed or in its affiliated Post-graduate Colleges/institutes. Such recognized research supervisors cannot
supervise research scholars in other institutions, where they can only act as co-supervisors. Ph.D. awarded by a
university under the supervision of a faculty member who is not an employee of the university or its affiliated Post-
graduate Colleges/institutes would be in violation of these Regulations.
For Ph.D. scholars working in Central government/ State government research institutions whose degrees are
given by Higher Educational Institutions, the scientists in such research institutions who are equivalent to
Professor/Associate Professor/Assistant Professor can be recognized as supervisors if they fulfill the above requirement.
Provided that in areas/disciplines where there is no or only a limited number of UGC Care Listed/ Refereed/
Peer Reviewed journals, the Institution may relax the above condition for recognition of apers on as Research
Supervisor with reasons recorded in writing by the concerned Board of Studies and School Board.
No supervisor shall be a relative of the candidate (as defined by the Company Act of 2013.)
8.2 Only a full-time regular teacher of the University Departments / Center can act as a supervisor. The external
supervisors are not allowed. However, Co- Supervisor can be allowed in inter-disciplinary are as from other departments
of the same institute or from other related institutions with the approval of the Research Advisory Committee/Board of
Studies.
8.3 The allocation of Research Supervisor for as elected research scholar shall be decided by the Department concerned
depending on the number of scholars per Research Supervisor, the available specialization among the Supervisors and
research interests of the scholars as indicated by them at the time of interview/viva voce.
8.4 In case of topics which are of inter-disciplinary nature where the Department concerned feels that the expertise in
the Department has to be supplemented from outside, the Department may appoint a Research Supervisor from the
Department itself, who shall be known as the Research Supervisor, and a Co-Supervisor from outside the Department
/ Institution on such terms and conditions as may be specified and agreed upon by the consenting Institutions / Colleges.
8.5 A Research Supervisor/Co-supervisor who is a Professor, at any given point of time, cannot guide more than Eight
(8) Ph.D. scholars. An Associate Professors Research Supervisor can guide up to a maximum of six (6) Ph.D. scholars
and an Assistant Professor as Research Supervisor can guide up to a maximum of four (4) Ph.D. scholars at one time.
Provided that for the purpose of counting the number of Ph.D. Scholars pursuing Ph.D. under a Research Supervisor, a
Part Time and Full Time Ph.D. Scholar shall be counted.
8.6.In the case of the absence of supervisor from the station, on leave or otherwise, for more than one year, the Board
of Studies may, in accordance with the standing instructions, of the School Board assign any other such supervisor of
the concerned academic entity who has knowledge of the area of research of the candidate, as temporary supervisor of
the candidate for the period of such absence provided he is eligible to be a supervisor under clauses 8.1. and 8.2 above:
Provided that where the supervisor relinquishes his/her assignment as such, or permanently leaves the area or
is otherwise no longer in a position to supervise candidates on production of a No-Objection certificate (except on the
case of the death of the supervisor) the Board of Studies shall in respect of the candidates enrolled with the said
supervisor, recommend to the School Board through the Dean of the School the name of such other persons eligible to
act as supervisors or to be the new supervisors of such candidates, without exceeding, the enrolment limits specified in
clause 8.5 above.
8.7 Faculty members with less than three years of service before superannuation shall not be allowed to take new research
scholars under their supervision. However, such faculty members can continue to supervise Ph.D. scholars who are
already registered until superannuation and as a co-supervisor after superannuation, but not after attaining the age of 70
years.
9. Course Work: Credit Requirements, number, duration, syllabus, minimum standards for completion, etc.
(Applicable to Part Time- and Full-Time Ph.D. candidates)
9.1 The credit assigned to Ph.D. courses work shall be a minimum of 12 credits and a maximumof16 credits.
The structure of course will be as Follows (total 15 credits):
• Core course 1 (04 credits): Research Methodology;
• Core course 2 (03 credits):
(a) Research and Publication Ethics (02 credits);
(b) Content to be decided by the concerned BOS (01 credit)
• Two elective courses of 04 credits each (total 08 credits) as finalized by the concerned BOS
9.2 The course work shall be treated as prerequisite for Ph.D. preparation. A minimum of four credits shall be assigned
to one or more courses on Research Methodology which could cover are as such as quantitative methods, computer
applications, research ethics and review of published research in there levant field, training, field work, etc. Other
courses shall be advanced level courses preparing the students for Ph.D. degree.
9.3 All courses prescribed for Ph.D. course work shall be in conformity with the credit hour instructional requirement
and shall specify content, instructional and assessment methods. They shall be duly approved by the authorized
academic bodies.
9.4 The Department, where the scholar pursues his/her research shall prescribe the course (s) to him/her based on there
commendations of the Board of Studies and School Board, as stipulated under sub-Clause 9.1.
9.5 All candidates admitted to the Ph.D. programme shall be required to complete the course work prescribed by the
Department during the initial one or two semesters.
9.6 Candidates already holding M.Phil. Degree of HNB Garhwal University and admitted to the Ph.D. programme, or
those who have already completed the course work in M.Phil. may be exempted by the concerned Board of Studies
and School Board from the Ph.D. course work. All other candidates admitted to the Ph.D. programme shall be required
to complete the Ph.D. course work as prescribed by the Department.
9.7 Grades/ marks in the course work, including research methodology courses shall be finalized by the Department
and the final grades shall be communicated to the Institution/College by the Controller of Examinations.
9.8 A Ph.D. scholar must obtain a minimum of 55% of marks or its equivalent grade B+ in the UGC 10-pointscale (or
an equivalent grade /CGPA in a point scale wherever grading system is followed) in the course work in order to be
eligible to continue in the programme. The Academic Council is authorized to amend the course work from time to time
on the recommendations of concerned Board of Studies and School Board, however, it will have prospective effect.
10. Examination and Evaluation of the Course-work (Applicable to Part Time and Full Time Ph.D. candidates)
1. Evaluation shall be done on a continuous basis. For the purpose of uniformity, there will be two sessional tests and
one End-semester examination. Sessional tests (of one hour duration) may employ one or more assessment tools such
as objective tests, assignments, paper presentation, laboratory work, etc. suitable to the course.
2. Students shall compulsorily attend the two sessional tests, failing which they will not be allowed to appear for the
end semester examination. In case of students who could not attend any of the sessional tests due to medical reason or
under extraordinary circumstances, a separate test shall be conducted before the End Semester Examinations with the
permission of the Dean of the School/ on recommendation of the Head of the Department.
3. The sessional tests will carry 40% of the total marks for the course. The marks of the two Sessional Tests shall be
considered for the computation of Grades. There shall be one End semester examination of 2 hours duration carrying
60% of Marks in each course covering the entire syllabus prescribed for the course at the end of the semester only. The
End semester examination shall be normally a written/laboratory-based examination. The End semester examination
and evaluation shall be conducted by the University.
4. A candidate who has less than 75% attendance shall not be permitted to sit in examination however, it shall be open
to the Dean/ to grant exemption to a candidate who has failed to obtain the prescribed 75% attendance for valid reasons
on payment of prescribed fee and such exemptions shall not under any circumstances be granted for attendance below
65%.
5. The Dean/ through the Head of the Department shall announce the names of all students who will not be eligible to
take the examinations and send a copy of the same to the Registrar and Controller of Examination.
11. Marks and Grading of the Course-work
1. A candidate has to secure a minimum of 55 percent of marks in aggregate and 50 percent of marks (Two Sessional
Tests marks and End-Semester examination mark) in each paper/course, to pass. A candidate who has not secured a
minimum of 55 percent of marks in aggregate and 50 percent of marks in each paper/course shall be deemed to have
failed. A failed student shall be allowed to repeat the semester examinations for a maximum of two times in the initial
two semesters duration and he/she has to pass the Pre Ph.D. course to continue into Ph.D. The Department shall ensure
that the said examinations for the students who fail in the Course Work Examinations be conducted in orderly and time
bound manner. The Sessional Marks obtained by the student shall be carried over for declaring the result.
2. The percentage of marks obtained by a student in a course will be indicated by a grade point and a letter grade. A Six
(06) point scale shall be used for the evaluation of the performance of the student as given below:

3.The system of evaluation shall be transparent and students shall have the right to examine their marked answer scripts.
The teacher of a course shall give the attendance and performance sheets for Sessional Test I and Sessional Test II to
the Head of the Department, who in turn shall consolidate all such sheets and the same shall be forwarded to the
Controller of Examinations through the Dean. The Controller of Examinations shall issue the Marks sheet and the Grade
Statements to the Students.
12. During the course work
1. The candidate shall submit along with the application form, 03 copies of the brief synopsis drawn up by him/her, in
consultation with the supervisor, which shall be forwarded by the Head of the Department to the Board of Studies.
Provided that the said synopsis shall ordinarily be in not more than 3000 words and shall present a review of the literature
and current state of knowledge on the proposed topic of research, the objectives, hypotheses (wherever required) and
plan of research including the sources, and methodology proposed to be employed in the investigation and such other
information as may be relevant in that regard.
2. The Board of Studies shall examine the list, the applications and the synopsis with reference to the provisions of this
Ordinance and the Regulations. Such applicants shall be asked to make a presentation about their topic and synopsis
before the Board of Studies. The Board of Studies shall grant admission to such applicants as are, in its judgment,
suitable for Registration, and also finalize the research topics of each admitted candidate. The recommendations of the
Board of Studies shall be forwarded to the Vice Chancellor through the School Board and also reported to the Academic
Council.
3. In furtherance of the decision of the Vice Chancellor to grant admission to a candidate, the Registrar shall issue a
letter of admission to him/her specifying the name of his/her supervisor, the topic of his/her research, the academic
entity where he/she shall be enrolled and the period ordinarily of not more than one month, within which he/she is
required to get himself/herself enrolled for the Ph. D. programme after paying the prescribed fees and completing other
requisite formalities:
Provided that where the candidate gets himself/herself so enrolled within the said period, his/her enrolment shall be
with effect from the date of taking admission (submitting fees) for the pre-Ph.D. course.

4. The schedule of the fees and other dues, including fees for the examination of the thesis and the viva
examination, to be charged to candidates, and the manner of the payment thereof, shall be laid down, from time to time,
on the recommendation of the Academic Council by the Executive Council, and the provisions in respect of the
consequences of failure to pay such fees and other dues within the time specified for the purpose, and other conditions
for the continuation or termination of the admission of the candidate shall be prescribed by the Academic Council by
Regulations.
5. The candidate shall not be entitled, or permitted, to secure admission to, or continue his earlier admission in, any
other degree granting courses of study or whole-time academic programme, whether in the University or in any other
institution, and his/her admission to the Ph. D. programme shall stand terminated at whatever stage he/she is discovered
to have been in violation of this requirement.
6. The candidates shall not be entitled, or permitted, to serve in any institution/organization during the whole program,
if found so, his/her admission to the Ph. D. programme shall stand terminated at whatever stage he/she has been.
However, this condition may be relaxed for the candidates enrolled in Part-Time Ph.D. Programme on the
recommendation of the Board of Studies and School Board and after approval by the Vice Chancellor.
7.The candidate holding a Fellowship awarded by of the University/ University Grants Commission, the Council of
Scientific and Industrial Research or any other national/international funding agency, or any other research fellowship
or scholarship may be required to assist in the teaching and other academic work of the academic entity concerned, in
accordance with the rules laid down by the Academic Council/ the Vice-Chancellor/ the relevant funding agency.
13. Role and Functions of Research Advisory Committee(RAC) and The Board of Studies(BoS)
13.1 There shall be a RAC/BOS, or an equivalent body for similar purpose as defined in the Statutes/Ordinances of the
Institution concerned, for Ph.D. scholar. The Research Supervisor of the scholar shall be the Convener of RAC.
Chairperson of concerned BOS will be the Chairperson of RAC. This Committee shall have the following
responsibilities:
13.1.1 To review the research proposal and finalize the topic of research;
13.1.2 To guide the research scholar to develop the study design and methodology of research and identify the course(s)
that he/she may have to do.
13.1.3 To periodically review and assist in the progress of the research work of the research scholar.
13.2 A Part Time- and Full-Time research scholar shall appear before the RAC/BoS once in six months to make a
presentation of the progress of his/her work for evaluation and further guidance. The six-monthly progress report shall
be submitted by the candidate to the RAC/BoS with a copy to the Institution/ University. If they fail to submit two
consecutive six monthly progress reports the candidature will automatically stand cancelled.
13.3 In case the progress of the research scholar is unsatisfactory, the RAC/BOS shall record the reasons for the same
and suggest corrective measures. If the research scholar fails to implement these corrective measures, the RAC/BOS
may recommend to the University with specific reasons for cancellation of the registration of the research scholar.
14.Evaluation and Assessment Methods, minimum standards /credits for award of the degree, etc.:
14.1 Upon satisfactory completion of course work and obtaining the marks/grade prescribed, as the case may be, the
Ph.D. scholar shall be required to undertake research work and produce a draft thesis within a reasonable time, as
stipulated by the Institution concerned based on these Regulations.
14.2 Prior to the submission of the thesis, the scholar shall make a presentation in the Department before the BOS of
the Institution concerned which shall also be open to all faculty members and other research scholars. The feedback
and comments obtained from them may be suitably incorporated into the draft thesis in consultation with the BOS. If
the BOS is satisfied with the pre-submission seminar of the candidate, the Convener of the BOS shall forward the
application of the candidate for submission of the thesis along with a certificate about the satisfactory completion of
the pre-submission seminar (Annexure-G).
14.3 Ph.D. scholars must publish at least one (1)research paper in UGC Care Listed/ Peer-reviewed/Refereed journal
and make two paper presentations in Conferences/Seminars before the submission of the thesis for adjudication, and
produce evidence for the same in the form of presentation certificates and/or reprints.
Further, at the time of Pre-thesis Presentation, the scholar shall submit plagiarism certificate in front of the
(DAIP) Department Academic Integrity Panel for its consideration and recommendations to the BOS. The provisions
of University Grants Commission (Promotion of Academic Integrity and Prevention of Plagiarism in Higher Educational
Institutions) Regulations, 2018 shall apply in this respect.
14.4 The Academic Council of the University shall evolveamechanismusing well developed software and gadgets to
detect plagiarism and other forms of academic dishonesty. While submitting for evaluation, the thesis shall have an
under taking from the research scholar and a certificate from the Research Supervisor attesting to the originality of the
work, vouching that there is no plagiarism and that the work has not been submitted for the award of any other
degree/diploma of the same Institution where the work was carried out, or to any other Institution.
14.5 The candidate is required to submit the thesis within three months from the date of his/her pre-submission seminar
(without exceeding the maximum time limit for the submission of the thesis), failing which he/she shall be required to
deliver a fresh pre-submission seminar. The candidate shall submit the thesis to the Academic Section of the University,
duly forwarded by the Head of the Department. While submitting the thesis, the candidate shall submit the following:
i. One (01) hard copy and soft copy (non-editable format) of the summary and synopsis of the thesis.
ii. One (01) hard copy and soft copy (non-editable format)of the thesis.
iii. The thesis submitted by the candidate shall mandatorily contain:
a. The Outer Cover of the thesis as per the format given in Annexure – A
b. The Inner Cover of the thesis as per the format given in Annexure - B
с. A declaration by the candidate as per the format given in Annexure – C
d. A Certificate by the Supervisor as per the format given in Annexure- D
e. A plagiarism Certificate by the person duly authorised by the University as per the format given in
Annexure- E
f. A copyright transfer certificate as per the format given in Annexure – F
14.6 The Ph.D. thesis submitted by a Ph.D. scholar shall be evaluated by three external examiners who are experts in
the field and not in employment of HNB Garhwal University. Such examiner(s) should be academics with a good record
of scholarly publications in the field. Wherever possible, one of the external examiners should be chosen from outside
India. The viva-voce board shall consist of the Research Supervisor and at least one of the three external examiners and
may be conducted online. The viva-voce shall be open to the members of the Research Advisory Committee/faculty
members/research scholars, and students.
14.7 The viva-voce of the research scholar to defend the thesis shall be conducted only if the evaluation report (s) of all
the external examiners on the thesis are satisfactory and include a specific recommendation for conducting the viva-
voce examination. If one of the evaluation reports of the external examiner is unsatisfactory and does not recommend
viva-voce, the HNB Garhwal University shall send the thesis to alternate external examiner out of the approved panel
of examiners and the viva-voce examination shall be held only, if the report (Annexure H) of the alternate examiner is
satisfactory. If the alternate examiner does not recommend acceptance of the thesis, the thesis shall be rejected, and the
Ph.D. Scholar shall be declared ineligible for the award of Ph.D.
14.8 The Academic Council of HNB Garhwal University shall develop appropriate methods so as to complete the entire
process of evaluation of Ph.D. thesis preferably within aperiod of six months from the date of submission of the thesis.
14.9. All related documents One (01) Hard Copy of the above-mentioned documents so that these can be sent
online/offline to the examiners for the evaluation of the thesis.
15. Treatment of Ph.D. through Distance Mode:
15.1 Not with standing any thing contained in these Regulations or any other Rule or Regulation, for the time being in
force, HNB Garhwal University shall not conduct Ph.D. Programme through distance and/or Online education mode.
15.2 Part-time Ph.D. will be allowed provided all the conditions mentioned this Ordinances are fulfilled..
16. Award of M.Phil./Ph.D. degrees prior to Notification of these Regulations
16.1 Award of degrees to candidates registered for the M.Phil./Ph.D. programme on or after July 11, 2009 till the date
of Notification of these Regulations shall be governed by the provisions of the UGC (Minimum Standards and procedure
for Awards of M.Phil./Ph.D. Degree) Regulation,2009 and 2016 as adopted by the HNB Garhwal University. Further,
the award of degrees to candidates already registered and pursuing Ph.D. shall be governed by these Regulations or
UGC (Minimum Standards and Procedure for Award of M.Phil./Ph.D. Degree) Regulations, 2016. Nothing in these
Regulations shall impact the M.Phil. degree programmes commencing prior to the enactment of these Regulations.
17. Depository with INFLIBNET:
17.1 Following the successful completion of the evaluation process and before the announcement of the award of the
Ph.D. degree, the University shall submit an electronic copy of the Ph.D. thesis to the INFLIBNET, for hosting the
same so as to make it accessible to all Institutions/Colleges.
17.2 Prior to the actual award of the degree, the University shall issue a provisional Certificate to the effect that the
Degree has been awarded in accordance with the provisions of these UGC Regulations, 2022.
