NOTIFICATION
New Delhi, the 29th December, 2025
G.S.R. 926(E).—Whereas in exercise of the powers conferred by clause (v) of sub-section (2) of section 56
read with clauses (1), (m) and (n) of sub-section (2) of section 13 and section 46 of the Energy Conservation Act, 2001
(52 of 2001), the Central Government, in consultation with the Bureau of Energy Efficiency, had notified vide G.S.R.
549(E), dated the 26th May 2016 the Energy Conservation (Partial Risk Guarantee Fund for Energy Efficiency) Rules,
2016 and vide G.S.R. 311(E) dated the 31st March, 2017, the Energy Conservation (Venture Capital Fund for Energy
Efficiency) Rules, 2017;
And whereas aim of both funds was to accelerate the energy efficiency financing in India;
And whereas both the above funds were reviewed on 11th September, 2025 and it was decided to close these
funds and their respective rules may be rescinded after completing the due process of dissolution of the Trust constituted
for administering the fund;
And whereas Director General of Bureau of Energy Efficiency as the managing trustee and Chairman of the
trust, has undertaken the due process of dissolution of the Trust and has duly intimated the other Trustees.
Now, therefore, in exercise of the powers conferred by clause (v) of sub-section (2) of section 56 read with clauses (1),
(m) and (n) of sub-section (2) of section 13 and section 46 of the Energy Conservation Act, 2001, the Central
Government, in consultation with the Bureau of Energy Efficiency, hereby rescinds the following rules, namely: -
(a) The Energy Conservation (Partial Risk Guarantee Fund for Energy Efficiency) Rules, 2016; and
(b) The Energy Conservation (Venture Capital Fund for Energy Efficiency) Rules, 2017.

This rescission shall not affect the validity, invalidity, effect or consequences of anything already done or
suffered, or any right, title, obligation or liability already acquired, accrued or incurred, or any remedy or proceeding in
respect thereof, or any release or discharge of or from any debt, penalty, obligation, liability, claim or demand, or any
indemnity already granted, or the proof of any past act or thing.
