L.-33004/99 The Gazette of India CG-DL-E-03092026-275968 EXTRAORDINARY PART II—Section 3—Sub-section (ii) PUBLISHED BY AUTHORITY No. 4670] NEW DELHI, TUESDAY, SEPTEMBER 1, 2026/BHADRA 10, 1948 MINISTRY OF POWER ORDER New Delhi, the 28th August, 2026 S.O. 4857(E).— Whereas M/s Radiant Star Solar Park Private Limited (RSSPPL), the applicant with its registered Office at 611, Synergy Court, off. Ramchandra Lane, Kanchpada, Malad West, Mumbai, Maharashtra, India, 400064, India has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line under the transmission scheme "Transmission System for providing Connectivity to M/s Radiant Star Solar Park Private Limited for its proposed 300 MW Solar Power Park in Barmer, Rajasthan". And whereas, Ministry of Power, Government of India vide its letter no. 25-17/22/2026-POWER GRID (MoP) dated 29.01.2026 had granted prior approval under section 68(1) of the Electricity Act, 2003 for the overhead line covered under the transmission scheme "Transmission System for providing connectivity to M/s Radiant Star Solar Park Private Limited for its proposed 300 MW solar power park in Barmer, Rajasthan". M/s RSSPPL had published notice for transmission scheme in local newspapers Prabhat Abhinandan dated 28.02.2026, The Indian Express dated 28.02.2026, and in Weekly Gazette of India dated 28.03.2026 for the general public to make observations/representations on the proposed transmission route within 2 Months from the date of publication. Subsequently M/s RSSPPL has submitted an affidavit dated 03.06.2026 declaring that no observation/representation was received within 2 Months from the date of Publication of public notice. M/s RSSPPL had submitted an Undertaking dated 19.06.2026 stating that the route of the proposed overhead transmission line(s) is located outside the Revised Great Indian Bustard (GIB) Priority Area of Rajasthan and Gujarat, as referred to in the judgment of the Hon'ble Supreme Court of India dated 19.12.2025 in Writ Petition (Civil) No. 838 of 2019; the applicant has further undertaken to comply with all directions of the Hon'ble Supreme Court as contained in the said judgment as well as with any subsequent directions issued by the competent authorities in pursuance of the above order by the Hon'ble Supreme Court, and has also stated that the transmission line alignment has been optimized, in such a way that they share maximum common stretch to the extent possible. And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be established or maintained for laying of electric lines under the transmission scheme "Transmission System for providing connectivity to M/s Radiant Star Solar Park Private Limited for its proposed 300 MW solar power park in Barmer, Rajasthan". The following overhead line is covered under this scheme: • Common Pooling Station of M/s RSSPPL Solar Park (located in Village Goonga, District Barmer, Rajasthan) - Fatehgarh-IV (Section- II) (ISTS) Pooling Station 220 kV S/c line on D/C towers (total line length is about 4 kms, out of which about 1-2 km of line towards Fatehgarh-IV PS end would be on M/c tower). The transmission lines covered under the above scheme will pass through, over, around and between the following villages, towns and cities of Rajasthan: +-----+---------------------+----------+----------+ | Sl. No. | Name of the Village | Tehsil | District | +=====+=====================+==========+==========+ | 1 | Manihari | Sheo | Barmer | +-----+---------------------+----------+----------+ | 2 | Goonga | Sheo | Barmer | +-----+---------------------+----------+----------+ Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act, 2003, confers all the powers to M/s RSSPPL for laying above overhead line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to following terms and conditions for installing the above mentioned line, namely: i. The approval is granted for 25 years. ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National Highways, State Highways etc. before erection of proposed line. iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government. v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. vi. M/s RSSPPL shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection. vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the Revised Great Indian Bustard (GIB) area, the applicant has to comply with the directions of Hon'ble Supreme Court of India in its order dated 19.12.2025 in Writ Petition (Civil) No. 838 of 2019 and any other directions given by competent authorities in pursuance of the above order by Hon'ble Supreme Court.
