Core Purpose

The Ministry of Power amends a previous notification regarding energy efficiency labeling and star rating requirements for liquid chilling packages (chillers) under the Energy Conservation Act, 2001.

Detailed Summary

The Ministry of Power, on December 23, 2025, issued Notification S.O. 5968(E) in exercise of powers conferred by clause (a) of section 14 of the Energy Conservation Act, 2001 (52 of 2001), in consultation with the Bureau of Energy Efficiency. This notification amends S.O. 4088(E) dated 18th September, 2023. Key amendments include substituting the opening paragraph of paragraph 1 to specify that all liquid chilling packages (chillers) of vapour compression type covered under IS 16590, used for space cooling with rated voltage up to 250V (single phase) and 415V (three phase), manufactured or imported in India, must display labels according to the Act. The figures '16950' are consistently replaced with '16590' throughout the document. A new prequalification criterion requires every model to achieve the Indian Seasonal Energy Efficiency Ratio (ISEER) as provided in paragraph 3. Clause (d) of paragraph 2, sub-paragraph (1) is omitted. Tolerances for Cooling Capacity and ISEER must now conform to IS 16590. A new paragraph 3 details star rating eligibility, requiring chillers to meet ISEER values provided in Tables 3, 3.1, 4, and 4.1 for water-cooled and air-cooled condenser chillers, respectively, with ratings from one to five stars. Tables 3 and 4 are valid from January 1, 2024, to June 30, 2026, while Tables 3.1 and 4.1 are valid from July 1, 2026, to December 31, 2029. Notably, permission for displaying 1-Star chillers under Tables 3.1 and 4.1 will not be granted from July 1, 2026, to upgrade minimum energy performance.
