S.O. 1478(E).—In exercise of the powers conferred by sub-para 3.2 of Para 3 of the Guidelines circulated
under Section 63 of the Electricity Act, 2003 (No. 36 of 2003), the Central Government, on the recommendations of
28th meeting of National Committee on Transmission, hereby notifies the following transmission schemes under
TBCB mode, with details of respective Bid-Process Coordinator (BPC): -

is when of the creative preference of the Hon'ble High Courts and the State Governments/Union Territory Administrations as expressed in their letters and communications.
2. The directions for promotion of judicial officers as mentioned in the aforesaid judgment were as under:
(i) All existing vacancies as on 31st December, 2023 in the cadre of District Judges shall be filled up
forthwith by the process of selection and promotion as stipulated in the relevant Service Rules, and the
process of selection and promotion shall be completed within a period of six months from the date of this
judgment.
(ii) The vacancies anticipated till 31st December, 2024 shall be calculated and the process for selection
and promotion be commenced forthwith and the same shall be completed within a period of six months
thereafter.
(iii) The process for selection and promotion shall be conducted annually and preferably be commenced
on 1st January of the year and shall be completed by 31st March of the year.
(iv) The recommendations for promotion shall be based on the principle of merit-cum-seniority, and
seniority shall be given due weightage. The candidates shall be assessed based on their performance
reports, judgments and other relevant factors.
(v) The High Courts shall devise an appropriate system for assessment of the performance of the
judicial officers.
(vi) The selection and promotion of the judicial officers shall be done with fairness and transparency.
The High Courts shall publish the criteria for selection and promotion on their website.
(vii) The entire process of selection and promotion of the judicial officers shall be completed within a
period of one year from the date of this judgment.
(viii) The Union Government and the State Governments/Union Territory Administrations are directed to
provide the necessary financial and infrastructure support to the High Courts for timely completion of the
selection and promotion process.
(ix) The Ministry of Law and Justice, Government of India and the Department of Justice in the States
and Union Territories shall monitor the implementation of these directions and file compliance reports
before this Court every six months.
(x) The first compliance report shall be filed on or before 30th September, 2024.
3. The Hon'ble Supreme Court has provided the directions for completing the process for selection and promotion of judicial officers within the specified timeframe. The directions also inter alia state that the recommendations for promotion shall be based on the principle of merit-cum-seniority, and seniority shall be given due weightage. The candidates shall be assessed based on their performance reports, judgments and other relevant factors. Further, the High Courts shall devise an appropriate system for assessment of the performance of the judicial officers.
4. All the State Governments/Union Territory Administrations are requested to take necessary action and extend full cooperation to the Hon'ble High Courts in implementation of the aforesaid directions of the Hon'ble Supreme Court.
