This action supersedes previous notifications No. O-120011/1/2004-Admn.III. dated 01.08.2007 and No. N-11011/15/2018-NSSO(CPD) dated 12.07.2018, which had constituted similar committees to ensure systematic, time-bound, and economical survey execution. The re-constituted committee is chaired by the Additional Director General, NSO, C&QCD, New Delhi, with the Deputy Director General, NSO, C&QCD, NEZ, Guwahati, serving as Member Secretary. Other members include representatives from various NSO divisions (C&QCD, HSD, EnSD, FOD) and Directors of DESs from the five North-Eastern States, along with concerned State Capital Regional Heads, NSO, FOD. Its mandate includes reviewing grants-in-aid utilization, assessing future grant requirements, preparing action plans, evaluating training and infrastructure needs, reviewing survey progress, planning quality inspections and data scrutiny, deploying resources, and monitoring expenditure. The Committee is required to meet at least quarterly and submit reports and recommendations to the Central Government.

Accordingly, a Monitoring Committee for each of the States had been constituted vide a notification No. O-120011/1/2004-Admn. III. dated 01.08.2007 & No. N-11011/15/2018-NSSO(CPD) dated 12.07.2018. 2. The mandate of Monitoring Committee is not only to review the funds flow but also assess the overall impact and execution of NSS work in NE Region. The broad terms of references of Monitoring Committee are as under: a. Reviewing the utilization of grants-in-aid received from Central Government for survey work; b. Assessing the requirement of further sanction of grants-in-aid by the Central Government with reference to the survey requirements; c. Preparing action plan for surveys activities; d. Assessing training and infrastructure needs for carrying out survey work in an effective manner; e. Reviewing progress of surveys work periodically and taking remedial steps; f. Planning quality field inspections and quality scrutiny of survey data; g. Planning deployment of resources for survey work, data processing and tabulation; and dissemination of state sample data; h. Monitoring the flow of expenditure periodically; 4.
