NOTIFICATION
New Delhi, the 11th February, 2026
RULES
No.11013/01/2026-ISS.—The rules for the competitive examination to be held by the Union Public Service
Commission in 2026 for the purpose of filling vacancies in Junior Time Scale (JTS) of the following services are
published with the concurrence of the Ministry of Finance, Department of Economic Affairs for general
information. All candidates (male/female/transgender) are requested to carefully read these Rules and the
examination notice of the UPSC derived from these Rules:
(i) The Indian Economic Service; and
(ii) The Indian Statistical Service.
2. The number of vacancies to be filled through the examination will be specified in the Notice issued by
the Commission. Reservation will be made for candidates belonging to Scheduled Castes, Scheduled Tribes,
Other Backward Classes, Economically Weaker Sections (EWSs) and Persons with Benchmark Disabilities
categories in respect of vacancies as may be fixed by the Government of India.
3. The examination will be conducted by the Union Public Service Commission in the manner prescribed
in Appendix-I to these rules. The dates on which and the places at which the examination will be held shall be
fixed by the Commission.
4. A candidate may compete for anyone of the Services only viz. the Indian Economic Service or the
Indian Statistical Service, for which he/she is eligible in terms of the Rules.
(4.1) Universal Registration Number (URN) Profile and Common Application Form (CAF):
4.1 (1) A candidate who is willing to apply for Indian Economic Service/Indian Statistical Service
Examination shall be required to apply online and submit the requisite information and supporting documents
towards various claims, such as date of birth, category [viz. SC/ST/OBC/EWS/PwBD/Ex-Servicemen],
educational qualification etc. as may be sought by the Commission alongwith the Common Application Form.
For detailed instructions for filling up the form, the Notice for Indian Economic Service/Indian Statistical
Service Examination, 2026 may be referred. The failure to provide the required information/documents along
with the Universal Registration Number (URN) Profile and Common Application Form (CAF) or within the
correction-window, if any, provided by the Commission will entail cancellation of candidature for the
examination.
Note: The candidates should also note that no addition/deletion/any changes are allowed in Online
Application Form in any circumstances once submitted. However, the Commission provides a one-time
facility for candidates to update or modify their Universal Registration Number (URN) Profile. Please
note that any changes made to the URN Profile will not be reflected in applications already submitted. The
updated information will apply only to applications submitted after the candidate has made the necessary
changes and successfully re-locked the URN Profile.
(2) The Commission shall provide a window of 15 (Fifteen) days after the declaration of
result of written part of Indian Economic Service/Indian Statistical Service (IES/ISS) Examination, 2026.
All candidates who qualified for the Personality Test/Interview shall be required to
mandatorily login to the portal (https://upsconline.nic.in) during this period and shall be
required to update their details/educational qualification status (whether appearing/appeared)
alongwith proof of passing the requisite qualifying examination, and upload the relevant
documents as proof of their claim, failing which, such candidates will not be allowed to
participate in the further stages of this examination and no correspondence will be entertained
by the Commission in this regard.
Note-1: In addition to para-2 above, the candidates (wherever applicable) are required to update
the Correspondence/Permanent Postal Address, Higher Educational Qualification, Achievement in
different fields (if any), Employment Details/Service Experience, Details of the Service allocated on
the basis of earlier/previous Indian Economic Service/ Indian Statistical Service Examinations (if
any), Marital Status, PwBD Recommendation details in past, Parental Details, Debarment
information, Earlier Examination details, OBC/EWS Annexure (wherever applicable), socio-economic
questionnaire, whichever is applicable and submit their Online Application Form.
Note-2:Candidates who have uploaded the required documents/information earlier and have no
information to update/fill in, are required to login and finally submit after verifying the details
so as to generate the e-Summon letter/e-Admit card for the Personality Test/Interview.
Note-3:The candidates are advised to regularly visit the Commission's website with regard to further
updates.
5. A candidate must be either:-
(a) a citizen of India; or
(b) a subject of Nepal; or
(c) a subject of Bhutan; or
(d) a Tibetan refugee who came over to India, before the 1st January, 1962, with the intention of
permanently settling in India; or
(e) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, East African
countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire and Ethiopia
or Vietnam with the intention of permanently settling in India :
Provided that a candidate belonging to categories (b), (c), (d) & (e) above shall be person in whose
favour a certificate of eligibility has been issued by the Government of India.
A candidate in whose case a certificate of eligibility is necessary may be admitted to the examination
but the offer of appointment may be given only after the necessary eligibility certificate has been issued to
him/her by the Government of India.
6. (a) A candidate for admission to this examination must have attained the age of 21 years and must
not have attained the age of 30 years on 1st August, 2026 i.e he/she must have been born not earlier than 2nd
August, 1996 and not later than 1st August, 2005.
(b) The upper age-limit prescribed above will be relaxable:—
(i) up to a maximum of five (05) years if a candidate belong to a Scheduled Caste or a
Scheduled Tribe;
(ii) up to a maximum of three (03) years in the case of candidate belonging to Other
Backward Classes who are eligible to avail of reservation applicable to such candidates;
(iii) up to a maximum of three (03) years in the case of Defence Services Personnel
disabled in operations during hostilities with any foreign country or in a disturbed area, and
released as a consequence thereof ;
(iv) up to a maximum of five (05) years in the case of ex-servicemen including
Commissioned Officers and ECOs/SSCOs who have rendered at least five years Military Service
as on 1st August, 2026 and have been released : (i) on completion of assignment (including
those whose assignment is due to be completed within one year from 1st August, 2026 otherwise
than by way of dismissal or discharge on account or misconduct or inefficiency; or (ii) on
account of Physical disability attributable to Military Service; or (iii) on invalidment;
(v) up to a maximum of five (05) years in the case of ECOs/SSCOs who have completed
an initial period of assignment of five years of Military Service as on 1st August, 2026 and
whose assignment has been extended beyond five years and in whose case the Ministry of
Defence issues a certificate that they can apply for Civil employment and that they will be
released on three months' notice on selection from the date of receipt of offer of appointment;
(vi) up to a maximum of ten (10) years in the case of Persons with Benchmark Disabilities
viz. (a) blindness and low vision; (b) deaf and hard of hearing; (c) locomotor disability
including cerebral palsy, leprosy cured, dwarfism, acid attack victims and muscular dystrophy;
(d) autism, intellectual disability, specific learning disability and mental illness; (e) multiple
disabilities from amongst person under clauses (a) to (d) including deaf-blindness.
NOTE-1: Candidates belonging to the Scheduled Castes and the Scheduled Tribes and Other Backward
Classes who are also covered under any other clauses of Rule 6(b) above, viz., those coming under
the category of Ex-Servicemen and Persons with Benchmark Disabilities will be eligible for grant
of cumulative age relaxation under both the categories.
NOTE-2: The term Ex-Servicemen will apply to the persons who are defined as Ex-Servicemen in the Ex-
Servicemen (Re-employment in Civil Services and Posts) Rules, 1979, as amended from time to
time.
NOTE-3: The age concession under Rule 6(b) (iv) and (v) will be admissible to Ex-Servicemen i.e. a person
who has served in any rank whether as combatant or non-combatant in the Regular Army, Navy and
Air Force of the Indian Union and who either has been retired or relieved or discharged from such
service whether at his own request or being relieved by the employer after earning his or her
pension.
NOTE-4: Notwithstanding the provisions of age relaxation under Rule 6(b)(vi) above, a Persons with
Benchmark Disabilities will be considered to be eligible for appointment only if he/she (after such
physical examination as the Government or appointing authority as the case may be, may prescribe)
is found to satisfy the requirement of physical and medical standard for the concerned Services/
Posts to be allocated to the Persons with Benchmark Disabilities by the Government.
'SAVE AS PROVIDED ABOVE THE AGE LIMITS PRESCRIBED CAN IN NO CASE BE
RELAXED'
The date of birth, accepted by the Commission is that entered in the Matriculation or Secondary School
Leaving Certificate or in a certificate recognized by an Indian University as equivalent to Matriculation or in an
extract from a Register of Matriculates maintained by a University, which extract must be certified by the proper
authority of the University or in the Higher Secondary or an equivalent examination certificate.
No other document relating to age like horoscopes, affidavits, birth extracts from Municipal Corporation,
Service Records and the like will be accepted.
The expression Matriculation/Higher Secondary Examination Certificate in this part of the instruction
includes the alternative certificates mentioned above.
NOTE-1: Candidate should note that only the date of birth as recorded in the Matriculation/Secondary
Examination Certificate or an equivalent certificate on the date of submission of application will be
accepted by the Commission, and no subsequent request for its change will be considered or
granted.
NOTE-2: Candidates should also note that once date of birth has been submitted by them in Universal
Registration Number (URN) Profile and Common Application Form (CAF) and entered in
records of the Commission for the purpose of admission to an Examination, no change will be
allowed subsequently (or at any other Examination of the Commission) on any grounds whatsoever.
7. (a) A candidate for the Indian Economic Service must have obtained a Post-Graduate Degree in
Economics/Applied Economics/Business Economics/Econometrics from a University incorporated by of an Act
of the Central or State Legislature in India or other Educational Institutes established by an Act Parliament or
declared to be deemed as University under Section 3 of the University Grants Commission Act, 1956 or a
Foreign University approved by the Central Government from time to time.
(b) A candidate for the Indian Statistical Service must have obtained a Bachelor's Degree with
Statistics/Mathematical Statistics/Applied Statistics as one of the subject or a Master's degree in
Statistics/Mathematical Statistics/Applied Statistics from a University incorporated by an Act of the Central or
State Legislature in India or other Educational Institutes established by an Act of Parliament or declared to be
deemed as University under Section 3 of the University Grants Commission Act, 1956 or a Foreign University
approved by the Central Government from time to time.
NOTE-1: Candidates who have appeared at an examination the passing of which would render them
educationally qualified for the Commission's examination but have not been informed of the results
as also the candidates who intend to appear at such a qualifying examination will also be eligible for
admission to the Examination. However, all such candidates, who are declared qualified by the
Commission for Interview/Personality Test, will be required to produce proof of passing of the
requisite qualifying examination within the time limit prescribed in Rule 4.1.
NOTE-2: In exceptional cases, the Union Public Service Commission may treat a candidate, who has none of
the foregoing qualification, as a qualified candidate provided that he/she has passed examinations
conducted by other institutions the Standard of which in the opinion of the Commission, justifies
his/her admission to the examination.
NOTE-3: A candidate who is otherwise qualified but who has taken a degree from a Foreign University which
is not recognized by the Government may also apply to the Commission and may be admitted to the
examination at the discretion of the Commission.
NOTE-4: For Indian Statistical Service Examination, the study of Statistics as a component of a
multidisciplinary course for one or two semesters should not be considered as eligibility for
admission to the Indian Statistical Service Examination in terms of the existing educational
qualification prescribed for the Examination. The study of Statistics should be in all the years of
Bachelor Degree Course.
8. Candidates must pay the fee prescribed in the Commission's Notice.
9. All candidates in Government service, whether in a permanent or in temporary capacity or as work-
charged employees, other than casual or daily-rated employees or those serving under Public Enterprises will be
required to submit an undertaking that they have informed in writing to their Head of Office/Department that
they have applied for the Examination.
Candidates should note that in case a communication is received from their employers by the
Commission withholding permission to the candidates applying for/appearing at the examination, their
application will be liable to be rejected/candidature will be liable to be cancelled.
10. The decision of the Commission with regard to the acceptance of the application of a candidate and
his/her eligibility or otherwise for admission to the examination shall be final.
The candidates applying for the examination should ensure that they fulfill all the eligibility conditions
for, admission to the Examination. Their admission at all the stages of examination for which they are admitted
by the Commission viz. Written Examination and Interview Test, will be purely provisional, subject to their
satisfying the prescribed eligibility conditions. If on Verification, at any time, before or after the Written
Examination or Interview Test, it is found that they do not fulfill any of the eligibility conditions their
candidature for the examination will be cancelled by the Commission.
11. No candidate will be admitted to the examination unless he/she holds a certificate of admission from the
Commission. The candidates will not be allowed to withdraw their applications after the submission of the same.
12. (1) A candidate who is or has been declared by the Commission to be guilty of:-
(a) Obtaining support for candidature by the following means, namely: -
(i) offering illegal gratification to; or
(ii) applying pressure on; or
(iii) blackmailing, or threatening to blackmail any person connected
with the conduct of the examination; or
(b) impersonation; or
(c) procuring impersonation by any person; or
(d) submitting fabricated/incorrect documents or documents which have been tampered with; or
(e) uploading irrelevant or incorrect photo/signature in the application form in place of actual
photo/signature; or
(f) making statements which are incorrect or false or suppressing material information; or
(g) resorting to the following means in connection with the candidature for the examination,
namely :-
(i) obtaining copy of question paper through improper means; or
(ii) finding out the particulars of the persons connected with secret work relating
to the examination; or
(iii) influencing the examiners; or
(h) being in possession of or using unfair means during the examination; or
(i) writing obscene matter or drawing obscene sketches or irrelevant matter in the scripts; or
(j) misbehaving in the examination hall including tearing of the scripts, provoking fellow
examinees to boycott examination, creating a disorderly scene and the like; or
(k) harassing, threatening or doing bodily harm to the staff employed by the Commission for the
conduct of the examination; or
(l) being in possession of or using any mobile phone, (even in switched-off mode), pager or any
electronic equipment or programmable device or storage media like pen drive, smart
watches etc. or camera or bluetooth devices or any other equipment or related accessories
(either in working or switched-off mode) capable of being used as a communication device
during the examination; or
(m) violating any of the instructions issued to candidates along with their admission certificates
permitting them to take the examination; or
(n) attempting to commit or, as the case may be, abetting the Commission of all or any of the
acts specified in the foregoing clauses;
in addition to being liable to appropriate legal action as deemed fit under the Public Examinations
(Prevention of Unfair Means) Act, 2024, as amended from time to time, the candidate shall be disqualified by
the Commission from the Examination held under these Rules; and/or shall be liable to be debarred either
permanently or for a specified period :-
(i) by the Commission, from any examination or selection held by them;
(ii) by the Central Government from any employment under them;
and shall be liable to face disciplinary action under the appropriate rules if already in service under
Government;
Provided that no penalty under this rule shall be imposed except after:-
(i) giving the candidate an opportunity of making such representation in writing as the
candidate may wish to make in that behalf; and
(ii) taking the representation, if any, submitted by the candidate within the period allowed
for this purpose, into consideration.
(2) Any person who is found by the Commission to be guilty of colluding with a candidate(s) in
committing or abetting the Commission of any of the misdeeds listed at the clauses (a) to (m) above will be
liable to appropriate legal action in terms of the clause (n) above as deemed fit under the Public Examination
(Prevention of Unfair Means) Act, 2024, as amended from time to time.
13. Candidates who obtain such minimum qualifying marks in the written examination for each service as
may be fixed by the Commission in their discretion shall be summoned by them for viva voce. The number of
candidates to be summoned for Personality Test will be about twice the number of vacancies to be filled.
Provided that candidates belonging to the Scheduled Castes or the Scheduled Tribes, or the Other
Backward Classes or the Economically Weaker Sections (EWS) or the Persons with Benchmark Disability may
be summoned for viva voce by the Commission by applying relaxed standards if the Commission is of the
opinion that sufficient number of candidates from these communities are not likely to be summoned for viva
voce on the basis of the general standard in order to fill up the vacancies reserved for them.
14. (i) After the interview, the candidates for each Service will be arranged by the Commission in order of
merit as disclosed by the aggregate marks finally awarded to each candidate in the written examination as
well as interview and in that order, so many candidates as are found by the Commission to be qualified at
the examination shall be recommended for appointment up to the number of unreserved vacancies decided
to be filled on the results of the examination.
(ii) Candidates belonging to any of the Scheduled Castes or the Scheduled Tribes or the Other Backward
Classes or the Economically Weaker Sections (EWSs) or the Persons with Benchmark Disability may, to
the extent of the number of vacancies reserved for the Scheduled Castes, the Scheduled Tribes, the Other
Backward Classes, the Economically Weaker Sections (EWS) and the Persons with Benchmark Disability
be recommended by the Commission by a relaxed standard subject to the fitness of these candidates for
appointment to the service(s) :
Provided that the candidates belonging to the Scheduled Castes, the Scheduled Tribes, Other
Backward Classes, the Economically Weaker Sections and Persons with Benchmark Disability who have
been recommended by the Commission without resorting to any relaxations/concessions in the eligibility or
selection criteria, at any stage of the examination, shall not be adjusted against the vacancies reserved for
the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Economically Weaker
Sections and Persons with Benchmark Disability but shall be recommended by the Commission against the
unreserved vacancies.
Note: The facility of scribe, along with compensatory time which is available for eligible candidates
belonging to Persons with Benchmark Disability category and the disability of such candidates, which
he/she is suffering from in respect of Medical fitness, shall not be treated as relaxations/concession.
15. The prescribed qualifying standard will be relaxable at the discretion of the Commission at all the stages
of examination in favour of Persons with Benchmark Disability in order to fill up the vacancies reserved for
them.
16. The form and manner of communication of the result of the examination to individual candidates shall
be decided by the Commission at their discretion and the Commission will not enter into correspondence with
them regarding the result.
17. Success in the examination confers no right to allocation & appointment unless Government is satisfied
after such enquiry as may be considered necessary that the candidate, having regard to his/her character and
antecedents and certificates produced by him/her during the course of examination for the purpose of eligibility
as well as claiming any kind of benefit for reservation is suitable in all respects including medical examination
for allocation/appointment to the Service. The decision of the Government in this regard shall be final.
17.1 ‘Rounding-Off Marks' and ‘Tie-Breaking Principle':-
The provisions relating to the rounding-off of marks, wherever applicable, and the
principles for resolving cases of tie in scores shall be as prescribed below:
(A) Rounding-Off Marks:-
Marks obtained by the candidates shall be rounded off up to two decimal digits,
at all stage(s) of the examination, by applying the standard rounding-off principle, wherever
applicable. Accordingly, while applying the ‘Tie-Breaking Principles' the rounded off marks
up to two decimal digits shall be considered for resolving all tie cases.
(B) Tie-Breaking Principle:-
(a) Indian Economic Service:
(i) If the marks in aggregate (Final Marks) are equal, the candidate securing more
marks in subject specific papers of written examination ("General Economics
Paper-I, II, III and Indian Economics") plus marks of Personality Test put together
will be ranked higher;
(ii) If the marks at (i) above are equal, the candidate securing more marks in subject
specific papers of written examination ("General Economics Paper-I, II, III and
Indian Economics Paper" put together) will be ranked higher;
(iii) If the marks at (i) & (ii) are also equal, candidate senior in age will be ranked
higher; and
(iv) In cases where a tie persists even after applying the above tie breaking principles,
it will be resolved at the discretion of the Commission.
(b) Indian Statistical Service:
(i) If the marks in the aggregate (Final Marks) are equal, the candidate securing more
marks in subject specific papers of written examination (“Statistics Paper-I, II, III
& IV") plus marks of Personality Test put together will be ranked higher;
(ii) If the marks at (i) above are equal, candidates securing more marks in subject
specific papers of written examination ("Statistics Paper-I, II, III & IV" put
together) will be ranked higher;
(iii) If the marks at (i) & (ii) are also equal, candidate senior in age will be ranked
higher; and
(iv) In cases where a tie persists even after applying the above tie breaking principles,
it will be resolved at the discretion of the Commission.
18. A candidate must be in good mental and bodily health and free from any physical defect likely to
interfere with the discharge of his/her duties as an officer of the service. A candidate who after such medical
examination as Government or the appointing authority, as the case may be may prescribed, is found not to
satisfy these requirements, will not be appointed. Any candidate called for the Personality Test by the
Commission may be required to undergo Part I of the medical examination and the candidates who are declared
finally successful on the basis of this examination, may be required to undergo Part II of the medical
examination. The details of Part I and II of the medical examination are given in the Appendix III to these Rules.
No fee shall be payable to the Medical Board by the candidate for the medical examination except in the case of
appeal.
Note: In order to prevent disappointment, candidates are advised to have themselves examined by a
Government Medical Officer of the standing of a Civil Surgeon before applying for admission to the
examination. Particulars of the nature of medical test to which candidates will be subjected before
appointment and of the standards required are given in Appendix III to these Rules. For the disabled Ex-
Defence Service personnel the standards will be relaxed consistent with the requirements of the Services.
19. The eligibility for availing reservation against the vacancies reserved for the Persons with Benchmark
Disability shall be the same as prescribed in "The Rights of Persons with Disabilities Act, 2016”: The candidates
of Multiple Disabilities will be eligible for reservation under category (e) Multiple Disabilities only of Section
34(1) of RPwD Act, 2016 and shall not be eligible for reservation under any other categories of disabilities i.e.
(a) to (d) of Section 34(1) of RPwD Act, 2016 on account of having 40% and above impairment in any of these
categories of PwBD.
Provided further that the Persons with Benchmark Disability shall also be required to meet special
eligibility criteria in terms of physical requirements/functional classification (abilities/disabilities) consistent
with requirements of the identified service/ post as may be prescribed by its cadre controlling authority as per
Appendix IV.
20. A candidate will be eligible to get the benefit of community reservation only in case the particular caste
to which the candidates belong is included in the list of reserved communities issued by the Central Government.
The candidates will be eligible to get the benefit of the Economically Weaker Sections reservation only in case
the candidate meets the criteria issued by the Central Government and in possession of such eligibility
certification.
The OBC candidates applying for Indian Economic Service/Indian Statistical Service Examination,
2026 must produce OBC (Non-Creamy Layer) certificate based on the income for the Financial Year (FY) 2024-
25, 2023-24 and 2022-23 and issued on/after 01.04.2025 (after completion of FY 2024-25) but not later than the
closing date of the application for Indian Economic Service/Indian Statistical Service Examination, 2026.
If a candidate indicates in his/her application form for Indian Economic Service/Indian Statistical
Service Examination, that he/she belongs to Unreserved category but subsequently writes to the Commission to
change his/her category to a reserved one, such request shall not be entertained by the Commission. Further,
once a candidate has chosen a reserved category, no request shall be entertained for change to other reserved
category viz. SC to ST, ST to SC, OBC to EWS, EWS to OBC. No reserved category candidates other than those who qualified each stage
of the Examination on General Standard, shall be allowed to change (on their request or as decided by the
Commission/Government based on the documents submitted by them) their category from Reserved to
Unreserved or claim the vacancies (Cadre) for unreserved category after the declaration of final result by UPSC.
In case where such candidates do not qualify on General Standard, their candidature shall be cancelled.
Further no Persons with Benchmark Disabilities (PwBD) candidate of any sub-category thereunder
shall be allowed to change his/her sub-category of disability.
While the above principle will be followed in general, there may be a few cases where there was a gap not
more than 3 months between the issuance of a Government Notification enlisting a particular community in the
list of any of the reserved communities and the date of submission of the application by the candidate. In such
cases the request of change of category from general to reserved may be considered by the Commission on
merit.
In case of a candidate unfortunately becoming a candidate belonging to Persons with Benchmark
Disability during the course of examination, the candidate should produce valid documents to enable the
Commission to take a decision in the matter on merit. In case of a candidate unfortunately becoming Persons
with Benchmark Disability during the course of the examination process, the candidate should produce valid
documents showing him/her acquiring a disability to the extent of 40% or more as defined under the Rights of
Persons with Disabilities Act, 2016 to enable him/her to get the benefits of reservation earmarked for Persons
with Benchmark Disability provided he/she otherwise remains eligible for the Indian Economic Service/Indian
Statistical Service as per Rule 19 above.
21. Candidates seeking reservation/relaxation benefits available for SC/ST/OBC/EWS/PwBD/Ex-
servicemen must ensure that they are entitled to such reservation/relaxation as per eligibility prescribed in the
Rules/Notice. They should also be in possession of all the requisite valid certificates in the prescribed format in
support of their claim as stipulated in the Rules/Notice for such benefits by the closing date of the application.
A candidate of Indian Economic Service/Indian Statistical Service Examination, 2026 will be eligible
to get the benefit of the Economically Weaker Section reservation only in case the candidate meets the criteria
issued by the Central Government and is in possession of requisite Income & Asset Certificate based on the

Examination, 2026.
22. No person:
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who having a spouse living has entered into or contracted a marriage with any person,
shall be eligible for appointment to service(s) :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and there are other grounds for so doing
exempt any person from the operation of this rule.

2. The question papers in all subjects in Indian Economic Service Examination and in Indian Statistical Service
Examination will be of Conventional (essay) type except in Statistics Paper I and Statistics Paper II which are
Objective Type Papers.
3. ALL QUESTION PAPERS MUST BE ANSWERED IN ENGLISH; QUESTION PAPERS WILL BE SET
IN ENGLISH ONLY.
4.1 Candidates must write the papers in their own hand. In no circumstances will they be allowed the help of a
scribe to write the answers for them. However, the Persons with Benchmark Disabilities in the categories of blindness,
Locomotor Disability (both arms affected-BA) and cerebral palsy will be eligible for the facility of scribe. In case of
other category of Persons with Benchmark Disabilities as defined under section 2(r) of the RPwD Act, 2016, such
candidates will be eligible for the facility of scribe on production of a certificate to the effect that the person concerned
has physical limitation to write, and scribe is essential to write examination on behalf, from the Chief Medical
Officer/Civil Surgeon/Medical Superintendent of a Government Health Care institution as per proforma at Appendix-
V.
Further, for persons with specified disabilities covered under the definition of Section 2(s) of the RPwD Act,
2016 but not covered under the definition of Section 2(r) of the said Act, i.e. persons having less than 40% disability
and having difficulty in writing will be eligible for the facility of scribe subject to production of a certificate to the
effect that person concerned has limitation to write and that scribe is essential to write examination on his/her behalf
from the competent medical authority of a Government health care institution as per proforma at Appendix-VII
4.2 The candidates have discretion of opting for his/her own scribe or request the Commission for the same. The
details of scribe i.e. whether own or the Commission's and the details of scribe in case candidates are bringing their
own scribe, will be sought at the time of filling up the application form online as per proforma at Appendix-VI (for
Candidates having 40% disability or more) and Appendix-VIII (for Candidates having less than 40% disability and
having difficulty in writing).
4.3 The qualification of the Commission's scribe as well as own scribe will not be more than the minimum
qualification criteria of the examination. However, the qualification of the scribe should always be matriculate or
above.
4.4 The Persons with Benchmark Disabilities in the category of blindness, locomotor disability (both arms
affected BA) and cerebral palsy will be eligible for Compensatory Time of twenty minutes per hour of the
examination. In case of other categories of Persons with Benchmark Disabilities, such candidates will be eligible for
this facility on production of a certificate to the effect that the person concerned has physical limitation to write from
the Chief Medical Officer/Civil Surgeon/Medical Superintendent of a Government Health Care institution as per
proforma at Appendix-V.
Further, for persons with specified disabilities covered under the definition of Section 2(s) of the RPwD Act,
2016 but not covered under the definition of Section 2(r) of the said Act, i.e. persons having less than 40% disability
and having difficulty in writing will be eligible for compensatory time subject to production of a certificate to the
effect that person concerned has limitation to write from the competent medical authority of a Government health care
institution as per proforma at Appendix-VII.
4.5 Facility of Scribe and/or Compensatory time to eligible candidates will be provided, if desired by them.
Note-1: The eligibility conditions of a scribe and his/her conduct inside the examination hall and the manner in
which an extent to which he/she can help the eligible candidate (as defined above) in writing the Indian
Economic Service/Indian Statistical Service Examination shall be governed by the instructions issued by
the UPSC in this regard. Violation of all or any of the said instructions shall entail the cancellation of the
candidature of the candidate in addition to any other action that the UPSC may take against the scribe.

4.6 The concession admissible to blind candidates shall not be admissible to those suffering from Myopia.
5. The Commission have the discretion to fix qualifying marks in any or all the subjects of the examination.
6. If a candidate's handwriting is not easily legible, a deduction will be made on this account, from the total marks
otherwise accruing to him/her.
7. Marks will not be allotted for mere superficial knowledge.
8. Credit will be given for orderly effective and exact expression combined with due economy of words.
9. In the question papers, wherever required, SI Units will be used.
10. Candidates will be allowed the use of Scientific (Non-Programmable type) Calculators in Descriptive Type
Papers at the examination. Programmable type calculators will, however, not be allowed and the use of such
calculators shall tantamount to resorting to unfair means by the candidates. Loaning or interchanging of calculators in
the Examination Hall is not permitted. However, no calculator will be allowed in the Objective Type Papers at the
examination.
11. Candidates should use only International Form of Indian numerals (e.g., 1, 2, 3, 4, 5, 6 etc.) while answering
question papers.
PART - II
Viva voce-The candidate will be interviewed by a Board of competent and unbiased observers who will
have before them a record of his/her career. The object of the interview is to assess his/her suitability for the service
for which he/she has competed. The interview is intended to supplement the written examination for testing the
general and specialized knowledge and abilities for the candidate. The candidate will be expected to have taken an
intelligent interest not only in his/her subjects of academic study but also in events which are happening around
him/her both within and outside his/her own State or Country as well as in modern currents of thought and in new
discoveries which should rouse the curiosity of well-educated youth.
The technique of the interview is not that of a strict cross-examination, but of a natural, through directed and
purposive conversation intended to reveal the candidate's mental qualities and his/her grasp of problems. The Board
will pay special attention to assess the intellectual curiosity, critical powers of assimilation, balance of judgment and
alertness of mind, the ability for social cohesion, integrity of character initiative and capacity for leadership.
SECTION-II
STANDARD AND SYLLABI
The standard of papers in General English and General Studies will be such as may be expected of a graduate of
an Indian University.
The standard of papers in the other subjects will be that of the Master's degree examination of an Indian
University in the relevant disciplines. The candidates will be expected to illustrate theory by facts, and to analyse
problems with the help of theory. They will be expected to be particularly conversant with Indian problems in the
field(s) of Economics/Statistics.
GENERAL ENGLISH (COMMON TO BOTH IES/ISS)
Candidates will be required to write an essay in English. Other questions will be designed to test their
understanding of English and workman like use of words. Passages will usually be set for summary or precis.
GENERAL STUDIES (COMMON TO BOTH IES/ISS)
General knowledge including knowledge of current events and of such matters of everyday observation and
experience in their scientific aspects as may be expected of an educated person who has not made a special study of
any scientific subject. The paper will also include questions on Indian Polity including the political system and the
Constitution of India, History of India and Geography of a nature which a candidate should be able to answer without
special study.

1. Candidates selected for appointment to either of two services will be appointed to Junior Time Scale of the
Services on probation for a period of two years which may be extended if necessary. During the period of probation,
the candidates will be required to undergo such courses of training and instructions and to pass such examination and
tests as the Government may determine.
2. If in the opinion of Government the work or conduct of the officer on probation is unsatisfactory or shows
that he/she is unlikely to become efficient Government may discharge him/her forthwith.

6. Promotion to the next Grade of the service will be made in accordance with the provisions of Indian
Economic Service/Indian Statistical Service Rules, as amended from time to time.
An officer belonging to the Indian Economic Service/Indian Statistical Service will be liable to serve
anywhere in India or abroad under the Central Government and may be required to serve in any State Government or
non-Governmental organization on deputation for a specified period.
7. Conditions of Service, leave and pension, etc. for officers of the Service will be governed by the rule
applicable to members of others Central Civil Services Group 'A'.
8. Conditions of Provident Fund are the same as laid down in the General Provident Fund (Central Service)

APPENDIX-III
REGULATIONS RELATING TO THE PHYSICAL EXAMINATION OF CANDIDATES
1. These regulations are published for the convenience of candidates and to enable them to ascertain the
probability of their being of the required physical standard. The regulations are also intended to provide guidelines to
the medical examiners.
Note: "The Medical Board while conducting medical examination of the candidates who have applied against the
posts reserved for Persons with Benchmark Disability will keep the relevant provisions of the Rights of
Persons with Disabilities Act, 2016 wherein the extent of permissible physical disability has been defined."
2. (a)The Government of India reserve to themselves absolute discretion to reject or accept any candidate after
considering the report of the Medical Board.
(b) The medical examination shall be conducted in two parts, i.e. Part I which shall consist of the entire
medical examination which the medical board may prescribe for a candidate except the Radiographic
Examination of the chest (X-ray test) and Part II which shall consist of Radiographic Examination (X-ray test of
the chest). The Part II shall be conducted only in respect of the candidates who have been declared finally
successful on the basis of the examination.
1. To be passed as fit for appointment a candidate must be in good mental and bodily health and free
from any physical defect likely to interfere with the efficient performance of the duties of his/her
appointment.
2. In the matter of the correlation of age, height and chest girth of the candidates of Indian (including
Anglo-Indian) race it is left to the Medical Board to use whatever correlation figures are
considered most suitable as a guide in the examination of the candidates. If there be any
disproportion with regard to height, weight and chest girth, the candidates should be hospitalized
for investigation and X-ray of the chest taken before the candidate is declared fit or not by the
Board.
However, the X-ray of the chest will be done in respect of only such candidates who are directed to appear
before the Medical Board for Part II of the medical examination.
3. The candidates' height will be measured as follows:-
He/she remove his/her shoes and be placed against the standard with his/her feet together and the
weight thrown on the heels and not on the toes or other sides of the feet. He/she will stand erect without rigidity and
with the heels calve buttocks and shoulders touching the standard. The chain will be depressed to bring the vertex of
the head level under the horizontal bar and the height will be recorded in centimeters' and part of a centimeter to
halves.
4. The candidates' chest will be measured, as follows:-
He/she will be made to stand erect with his/her feet together and to raise his/her arms over his/her head.
The tape will be so adjusted round the chest that its upper edge touches the interior angles of the shoulder blades
behind and lies in the same horizontal plane when the tape is taken round the chest. The arms will then be lowered to
hang loosely by the side and care will be taken that the shoulders are not thrown upwards or backwards so as to
displace the tape. The candidate will then be directed to take deep inspiration several times and the maximum
expansion of the chest will be carefully noted and the minimum and maximum will then be recorded in centimeter 84-
89, 86-93 etc. In recording the measurements, fractions of less than a centimeter should not be noted.
Ν.Β.: The height and chest of the candidate should be measured twice before coming to a final decision.
5. The candidate will also be weighted, and his/her weight recorded in kilograms; fraction of half kilogram
should not be noted.
6. (a) The candidate's eye-sight will be tested in accordance with the following rules. The result of each test
will be recorded.
(b) There shall be no limit for minimum naked eye vision but the naked eye vision of the candidates shall
however be recorded by the Medical Board or other medical authority in every case, as it will furnish the basic
information in regard to the condition of the eye.
(c) The following standards are prescribed for distant and near vision with or without glasses:

(d) In every case of myopia fundus examination should be carried out and the results recorded. In the event
of pathological condition being present which is likely to be progressive and affect the efficiency of the
candidate, he/she should be declared unfit.
(e) Field of Vision— The field of vision will be tested by the confrontation method. When such test gives
unsatisfactory or doubtful result the field of vision should be determined on the perimeter.
(f) Night Blindness— Broadly there are two types of night blindness: (1) as a result of Vit. A deficiency
and (2) as a result of Organic Disease of Retina-a common cause being Refinits Pigmentosa in (1) the fundus is
normal generally seen in younger age-group and ill-nourished Persons and improves by the large doses of Vit.
A and (2) the fundus is often involved and mere fundus examination will reveal the condition in majority of
cases. The patient in this category is an adult and may not suffer from malnutrition. Persons seeking
employment for higher posts in the Government will fall in this category. For both (1) and (2) dark adaptation
test will reveal the conditions. For (2) specially when fundus is not involved electro-retinography is required to
be done. Both these tests (dark adaptation) and retinography are time consuming and require specialized set-up
and equipment and thus are not possible as a routine test in a medical check-up. Because of these technical
considerations it is for the Ministry/Department to indicate if these tests for night blindness are required to be
done. This will depend upon the job requirement and nature of duties to be performed by the prospective
Government employee.
(g) Ocular condition, other than visual acuity—
(i) Any organic disease or a progressive refractive error which is likely to result in lowering the visual acuity
should be considered a disqualification.
(ii) Squint—For technical services where the presence of binocular vision is essential, squint, even if the visual
acuity in each eye is of the prescribed standard should be considered disqualification. For other services the
presence of squint should not be considered as disqualification if the visual acuity is of the prescribed standard.
(iii) One eye—If a person has one eye or if he/she has one eye which has normal vision and the other eye is
amblyopic or has subnormal vision, the usual effect is that the person lacks stereoscopic vision for perception of
death. Such vision is not necessary for many civil posts. The Medical Board may recommend as fit such person
provided the normal eye has :
(i) 6/6 distant vision and J-I near vision with or without glasses provided the error in any meridian is not more
than 4 dioptres for distant vision.
(ii) full field of vision.
(iii) normal colour vision, wherever required :
Provided the board is satisfied that the candidate can perform all the functions for the particular job in
question.
(h) Contact Lenses— During the medical examination of a candidate, the use of contact lenses is not to be
allowed. It is necessary that when conducting eye tests, the illumination of the type letters for distant vision
should have an illumination 15 foot-candles.
7. Blood Pressure —The board will use its discretion regarding Blood Pressure. A rough method of calculating
normal maximum systolic pressure is as follows:
(i) With young subjects 15-25 years of the age the average is about 100 plus the age.
(ii) With subjects over 25 years of age the general rule of 110 plus half the age seems quite satisfactory.
N.B. — As a general rule any systolic pressure over 140 mm and diastolic over 90 mm should be regarded as
suspicious and the candidate should be hospitalised by the Board before giving their Final opinion regarding
the candidate's fitness otherwise. The hospitalisation report should indicate whether the rise in blood
pressure, is of a transient nature due to excitement etc. or whether it is due to any organic disease. In all such
cases X-ray and electrocardiographic examination of heart and blood urea clearance test should also be done
as a routine. The final decision as to the fitness or otherwise of a candidate will, however, rest with the
Medical Board only.
Method of taking Blood Pressure:-
The mercury monometer type of instrument should be used as a rule. The measurement should not be taken
within fifteen minutes of any exercise or excitement provided the patient and particularly his arm is relaxed he may be
either lying or sitting. The arm supported comfortably at the patient's side in it more or less horizontal position. The
arm should be freed from clothes to the shoulder. The cuff completely deflated should be applied with the middle of
the rubber over the inner side of the arm and its lower edge an inch or two above the bend of the elbow. The following
turns of clothes bandage should spread evenly over the bas to avoid bulging during inflation.
The bronchial artery is located by palpitation at the bend of the elbow and the stethoscope is then applied lightly
and centrally over it below but not in contract with the cuff. This is inflated to about 200 mm. Hg. and then slowly
deflated. The level at which the column stands when soft successive sounds are heard represents the systolic pressure.
When more air is allowed to escape the sounds will be heard to increase in intensity. The level of the column at which
the well-heard clear sounds change to soft muffled fading sounds represents the diastolic pressure. The measurements
should be taken in a fairly brief period of time as prolonged pressure of cuff is irritating to the patient and will vitiate
the readings. Rechecking if necessary, should be done only a few minutes after complete deflation of the cuff
(sometimes, as the cuff is deflated sounds are heard or at a certain level; they may disappear as pressure falls and
reappear at a still lower level. The ‘Silent Gap' may cause error on reading).
8. The urine (passed in the presence of the examiner) should be examined and the result recorded. Where a
Medical Board finds sugar present in a candidate's urine by the usual chemical tests the Board will proceed with the
examination with all its other aspects and will also specially note any signs or symptoms suggestive of diabetes. It
expect for the glycosuria the Board finds the candidate confirm to the standard of medical fitness required they may
pass the candidate fit subject to the glycosuria being non-diabetic and the Board will refer the case to a specified
specialist in Medicine who has hospital and laboratory facilities at his disposal. The Medical Specialist will carry out
whatever examination, clinical and laboratory he/she considers necessary including a standard blood sugar tolerance
test and will submit his/her opinion to the Medical Board upon which the Medical Board will base its final opinion
"fit" or "unfit". The candidate will not be required to appear in person before the Board on the second occasion. To
exclude the effects of medication it may be 'necessary to retain a candidate for several days in hospital' under strict
supervision.
9. A woman candidate who as a result of tests is found to be pregnant of 12 weeks standing or over should be
declared temporarily unfit until the confinement is over. She should be re-examined for a fitness certificate six weeks
after the date of confinement subject to the production of a medical certificate of fitness from a registered medical
practitioner.
10. The following additional points should be observed:
(a) That the candidate's hearing in each ear is good and that there is no sign of disease of the ear. In
case it is defective the candidate should be got examined by the ear specialist:
Provided that, if the defect in hearing is remediable by operation or by use of a hearing aid
candidate cannot be declared unfit on that account, provided he/she has no progressive disease in the
ear. The following are the guidelines for the medical examining authority in this regard:-
(1) Marked or total deafness in one ear other ear being normal Fit for non-technical jobs if the deafness is up to 30
decibels in higher frequency.
(2)Perceptive, deafness in both ears in which some improvement is possible Fit in respect of both technical and non-technical job
if the deafness is up to 30 decibels in speech
frequency of 1000 to 4000.
(3) Perforation, tympanic membrane of central or marginal type. (i) One ear normal other ear perforation of tympanic
membrane present—Temporarily unfit.
(4) Ears with Mastoid cavity, sub-normal hearing on one side/on both sides. Under improved conditions of Ear Surgery a
candidate with marginal or other perforation in both
ears should be given chance by declaring him
temporarily unfit and then he may be considered
under 4 (ii) below:
(ii) Marginal or attic perforation in both ears—Unfit.
(iii) Central perforation in both ears—Temporarily
unfit.
(5) Persistently/discharging ear operated/unoperated. Temporarily unfit for both technical and non-
technical jobs.
(6) Chronic inflammatory/ allergic conditions of nose with or without bony deformities of nasal septum. (i) A decision will be taken as per circumstances of
individual case.
(ii) If deviated nasal septum is present with
symptoms—Temporarily unfit.
(7) Chronic inflammatory/ conditions of tonsils and or Larynx. Larynx—Fit. (i) Chronic inflammatory conditions of tonsils and/or
(ii) Hoarseness of voice of severe degree if present
then — Temporarily unfit.
(8) Benign or locally malignant tumours of the ENT (i) Benign tumors— Temporarily unfit.
(ii) Malignant tumors—Unfit.
(9)Otosclerosis If the hearing is within 30 decibles after operation or
with the help of hearing aid—Fit.
(10) Congenital defects of ear, nose or throat. (i) If not interfering with functions —Fit.
(ii) Stuttering of severe degree—Unfit.
(11) Nasal Poly (i) Temporarily Unfit;
(b) that his/her speech is without impediment;
(c) that his/her teeth are in good order and that he/she provided with dentures where necessary
for effective mastication (well filled teeth will be consider as sound);
(d) that the chest is well formed and his/her chest expansion sufficient; and that his//her heart
and lungs are sound;
(e) that there is no evidence of any abdominal disease;
(f) that he/she is not ruptured;
(g) that he/she does not suffer from hydrocele a severe degree of varicoele, varicose veins or
piles;
(h) that his/her limbs, hands and feet are well formed and developed and that there
is free and perfect motion of all joints;
(i) that he/she does not suffer from any inveterate skin-disease;
(j) that there is no congenital malformation or defect;
(k) that he/she does bear traces of acute or chronic disease pointing to an impaired
constitutions;
(l) that he/she bears marks of efficient vaccination; and
(m) that he/she is free from communicable disease.
11. Radiographic examination of the chest for detecting any abnormality of the heart and lungs, which may not
be apparent by ordinary physical examination, will be restricted to only such candidates who are declared finally
successful at the concerned Indian Economic Service/Indian Statistical Service Examination.
`The decision of the Chairman of the Central Standing Medical Board (conducting the medical examination
of the concerned candidate) about the fitness of the candidate shall be final.
12. In case of doubt regarding health of a candidate, the Chairman of the Medical Board may consult a suitable
Hospital specialist to decide the issue of fitness or unfitness of the candidate for Government Service, e.g. if a
candidate is suspected to suffering from any mental defect or aberration, the Chairman of the Board may consult a
Hospital Psychiatrist/Psychologist, etc.
When any defect is found it must be noted in the certificate and the medical examiner should state his/her
opinion whether or not it is likely to interfere with efficient performance of the duties which will be required of the
candidate.
13. The candidate filing an appeal against the decision of the Medical Board has to deposit an appeal fee of Rs.50
in such manner as may be prescribed by the Government of India in this behalf. This fee would be refunded if the
candidate is declared fit by the Appellate Medical Board. The candidates may, if they like, enclose medical certificate
in support of their claim of being fit. Appeal should be submitted within 21 days of the date of the communication in
which the decision of the Medical Board is communicated to the candidates; otherwise, request for second medical
examination by an Appellate Medical Board will not be entertained. The medical examination by the Appellate
Medical Board would be arranged at New Delhi only and no travelling allowance or daily allowance will be
admissible to the journey performed in connection with the medical examination. Necessary action to arrange medical
examination by Appellate Medical Board would be taken by the Ministry of Finance, Deptt. of Economic Affairs or
the M/o Statistics and Programme Implementation as the case may be; on receipt of appeals accompanied by the
prescribed fee.
14. The medical standards in respect of transgender candidates of Indian Economic Service/Indian Statistical
Service are as follows:
(a) Transgender candidates shall be examined as per the format for any other candidates. However, the
physical parameters like Height, Weight and Chest expansion, the limits as applicable to female
shall be applicable. While examining the genital region, the physical characteristics shall be
examined for 'Male', 'Female' or the Third category.
(b) A special Standing Medical Board of doctor comprising (a) Gynecology, (b) Surgery/Urology and
(c) Endocrinology shall confirm the facts whether transgender person is (a) Male to Female or (b)
Female to Male. This board's findings shall be necessary to put the sex of the transgender person in
the correct sub-category. All transgender applicants shall be mandatorily referred to this board.
Physical examination guidelines for female candidates:-
(a) An undertaking shall be taken from the candidate regarding her gynecological condition whether she
is suffering from any disease/pregnancy or not.
(b) Pelvic examination (finger examination) is to be performed only in symptomatic married candidate
if need arises.
(c) Ultrasonography abdomen (especially pelvis for uterus and adnexa) to be done for all symptomatic
female candidate if need arises.
(d) Rectal exam is not needed for female candidates. Non-invasive test like UPT and Ultrasound
abdomen and pelvis have good sensitivity and specifically to detect Gynecological and surgical
condition.
Medical Board's Report
The following intimation is made for the guidance of the Medical Examiner:—
The standard of physical fitness to be adopted should make due allowance for the age and length of service, if
any of the candidate concerned.
No person will be deemed qualified for admission to the Public Service who shall not satisfy Government or the
appointing authority as the case may be, that he/she has no disease, constitutional affection or bodily infirmity
unfitting him/her likely to unfit him/her for that service.
It should be understood that the question of fitness involves the future as well as the present and that one of the
main objects of medical examination is to secure continuous effective service, and in the case of candidates for
permanent appointment to prevent early pension or payments in case of premature death. It is at the same time to be
noted that the question is one of the likelihood of continuous effective service and the rejection of a candidate need not
be advised on account of the presence of a defect which is only a small proportion of cases is found to interfere with
continuous effective service.
The Board should normally consist of three members: (i) a Physician, (ii) a Surgeon and (iii) an
Ophthalmologist all of whom should as far as practicable be of equal status. A lady doctor will be co-opted as a
member of the Medical Board whenever a woman candidate is to be examined.
Candidates appointed to the Indian Economic Service/Indian Statistical Service are liable for field service in or
out of India. In case of such a candidate the Medical Board should specifically record their opinion as to his/her fitness
or otherwise for field service. The report of the Medical Board should be treated as confidential.
In case where a candidate is declared unfit for appointment in the Government service, the grounds for rejection
may be communicated to the candidate in broad terms without giving minute details regarding the defects pointed out
by the Medical Board. In case where a Medical Board considers that a minor disability disqualifying a candidate for
Government service can be cured by treatment, (medical or surgical) a statement to that effect should be recorded by
the Medical Board. There is no objection to a candidate being informed of the Board's opinion to this effect by the
appointing authority and when a cure has been affected it will be open to the authority concerned to ask for another
Medical Board.
In case of candidates who are to be declared "Temporarily unfit" the period specified for re-examination
should not ordinarily exceed six months at the maximum.
On re-examination after the specified period these candidates should not be declared temporarily unfit for a
further period but a final decision in regard to their fitness for appointment or otherwise should be given.
