NOTIFICATION
New Delhi, 26th May, 2026
G.S.R.410(E) -The following draft of the notification, which the Central Government proposes to
issue in exercise of the powers conferred by sub-section (1), read with clause (v) and clause (xiv) of sub-
section (2) and sub-section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) is hereby
published, as required under sub-rule (3) of rule 5 of the Environment (Protection) Rules, 1986, for the
information of the public likely to be affected thereby; and notice is hereby given that the said draft
notification shall be taken into consideration on or after the expiry of a period of sixty days from the date on
which copies of the Gazette containing this notification are made available to the public;
Any person interested in making any objections or suggestions on the proposal contained in the draft
notification may forward the same in writing for consideration of the Central Government within the period
so specified to the Secretary, Ministry of Environment, Forest and Climate Change, Indira Paryavaran
Bhawan, Jor Bagh Road, Aliganj, New Delhi-110 003, or send it at the e-mail address: diriapolicy-

Draft Notification
WHEREAS by notification of the Government of India in the Ministry of Environment, Forest and
Climate Change number G.S.R. 37(E), dated the 18th January, 2019 [hereinafter referred to as the Coastal
Regulation Zone (CRZ) Notification, 2019], the Central Government declared certain coastal stretches as
Coastal Regulation Zone and restrictions were imposed on the setting up and expansion of industries,
operations and processes in the said zone;
AND WHEREAS, the Central Government have received representations from various State Coastal
Zone Management Authorities regarding permitting the receiving and storing of Linear Alkyl Benzene
(LAB), N-Paraffin, and Carbon Black Feedstock (CBFS) within CRZ areas, excluding CRZ-IA.
AND WHEREAS, the matter was referred to the concerned sectoral Expert Appraisal Committee for
examination. The Expert Appraisal Committee (EAC) for Industry-II deliberated on the issue and was of the
opinion that the said petroleum products may be considered for inclusion in the approved list under Annexure-
II of the CRZ Notification, 2019, for storage in CRZ areas, excluding CRZ-IA.
AND WHEREAS, the matter was also referred to the sectoral EAC for CRZ Clearances. After due
deliberation, the EAC recommended that the receipt and storage of the above mentioned chemicals may be
considered permissible within CRZ areas, excluding CRZ-IA, under the provisions of the CRZ Notification,
2019.
AND WHEREAS, the matter was also placed before the National Coastal Zone Management
Authority (NCZMA) in its 48th meeting held on 26th September, 2025. The NCZMA after due deliberation,
considering the comparatively lower hazardous chemical characteristics of these products in relation to those
already permitted, unanimously recommended allowing the receipt and storage of Linear Alkyl Benzene
(LAB), N-Paraffin, and Carbon Black Feedstock (CBFS) in CRZ areas, excluding CRZ-IA, through the
necessary amendment to Annexure-II of the CRZ Notification, 2019.
NOW THEREFORE, in exercise of the powers conferred by sub-section (1) and clause (v) of sub-
section (2) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) read with sub-rule (3) of rule
5 of the Environment (Protection) Rules, 1986, the Central Government hereby makes the following further
amendments in the Coastal Regulation Zone (CRZ) Notification, 2019, namely: -
In the said notification,-
in the Annexure-II,-
after serial number (xxiii), the following serial number shall be inserted, namely:-
“(xxiv) Linear Alkyl Benzene (LAB),
(xxv) N-Paraffin,
(xxvi) Carbon Black Feedstock (CBFS)"
