The Committee, constituted in consultation with the Government of West Bengal to assist the Authority, includes Dr. Apurba Ratan Ghosh as Chairman, along with six other members (Prof. (Dr.) Biswajit Ghosh, Dr. Ramakrishna Maiti, Dr. Debarati Mitra, Prof. (Dr.) Pankaj Kumar Roy, Dr. Gautam Kumar Basu, Dr. Sanghamitra Kundu) and the Member Secretary of the West Bengal Pollution Control Board as Member Secretary. Both the Chairman and Members of the Authority and the Committee will hold office for a period of four years from the notification's publication date. They are required to declare associations with consulting organizations and project proponents to avoid conflicts of interest, and must recuse themselves from appraisal processes if they have provided consultancy services to a project proponent in the preceding five years. The Government of West Bengal is responsible for notifying a Secretariat agency to provide financial and logistic support. All decisions of the Authority shall be taken in a meeting and shall be unanimous: Provided that, in case a decision is taken by majority, the details of views, for and against it, shall be clearly recorded in the minutes and a copy thereof sent to the Ministry of Environment and Forest. 6. The Chairman and Members of the Committee shall hold office for a period of four years from the date of publication of this notification in the Official Gazette. 8. The Committee shall exercise such powers and follow such procedures as specified in the said notification. 9. The Committee shall function on the principle of collective responsibility, and the Chairman shall endeavour to reach a consensus in each case, and if consensus cannot be reached, the view of the majority shall prevail. 10. In order to avoid any conflict of interest, - (i) the Chairman and Members of the Authority and the Chairman and Members of the Committee shall, - (a) declare as to which consulting organisation they have been associated with and also the project proponents; and (b) not undertake any consultation or associate with regard to preparation of environment impact assessment and environment management plan for a project, which is to be decided by the Authority or to be appraised by the Committee during their tenure; and (ii) if the Chairman or any Member of the Authority or the Committee has provided consultancy services or conducted environment impact assessment studies for any project proponent during the preceding five years, in that event they shall recuse themselves from the meetings of the Authority and the Committee in the process of appraisal of any project proposed by such proponents. 11. The Government of West Bengal shall notify an agency to act as Secretariat for the Authority and the Committee and the Secretariat shall provide all financial and logistic support including accommodation, transportation and such other facilities in respect of their functions under the said notification. 12. The sitting fees, travelling allowances and dearness allowances to the Chairman and Members of the Authority and the Committee shall be paid in accordance with the provisions of relevant rules of the Government of West Bengal. 13. The Chairman or Members of the Authority and Committee are liable to be removed by the Central Government, prior to expiry of the tenure, on account of proven charges which affect the functioning of the aforesaid Authority and Committee in a just, efficient and fair manner. The charges may include delay in processing the proposals for grant or rejection of Environmental Clearance beyond the timelines specified in the Environment Impact Assessment Notification, 2006, as amended.
