                Detailed Summary
            

            
The Ministry of Environment, Forest and Climate Change, via Notification S.O. 4799(E) dated 31st August, 2026, has constituted two significant bodies for the Union Territory of Puducherry. In exercise of powers conferred by sub-section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986), and in pursuance of previous notification S.O. 1533(E) dated 14th September, 2006, the Central Government established the Union Territory Level Environment Impact Assessment Authority, Puducherry. This Authority comprises Dr. M. Dwarakanath as Chairman, Dr. V. Ravitchandirane as Member, and the Director, Department of Science, Technology and Environment, Government of Puducherry, as Member-Secretary. Concurrently, in consultation with the Union Territory of Puducherry and to assist the Authority, the Central Government also constituted the Union Territory Level Expert Appraisal Committee of Puducherry. This Committee includes Dr. K. Srinivasmoorthy as Chairman, Dr. M. Velan, Dr. Nehru Kumar Vaithilingam, Dr. G. Vijayakumar, Dr. K. Siva Kumar, Dr. R. Sridar, Dr. S. Gajalakshmi, and Dr. A. Sankaran as Members, with the Senior Scientific Officer, Department of Science, Technology and Environment, Government of Puducherry, serving as Member-Secretary. Both the Chairman and Members of the Authority and the Committee shall hold office for a period of four years from the notification's publication date in the Official Gazette. Both bodies will exercise powers and follow procedures specified in S.O. 1533(E) dated 14th September, 2006. The Authority's decisions will be based on the Committee's recommendations, requiring unanimity or a recorded majority vote. Conflict of interest provisions mandate members to declare associations with consulting organizations and project proponents, refrain from undertaking EIA/EMP consultations for projects under their purview during their tenure, and recuse themselves from appraisal meetings if they provided consultancy services or conducted EIA studies for a project proponent in the preceding five years. The Union Territory of Puducherry is to notify an agency to act as the Secretariat, providing financial and logistic support. Sitting fees, travelling allowances, and dearness allowances will be paid according to relevant rules of the Union Territory of Puducherry. The notification was signed by Rajat Agarwal, Jt. S.O. 4799(E).— In exercise of the powers conferred by sub-section (3) of section 3 of the Environment
(Protection) Act, 1986 (29 of 1986) and in pursuance of the notification of the Government of India, in the erstwhile
Ministry of Environment and Forests, number S.O. 1533(E), dated the 14th September, 2006 (hereinafter referred to as
the said notification), the Central Government, hereby constitutes the Union Territory Level Environment Impact
Assessment Authority, Puducherry (hereinafter referred to as the Authority) comprising of the following Members,
namely:-

2. The Chairman and Members of the Authority shall hold office for a period of four years from the date of
publication of this notification in the Official Gazette.

3. The Authority shall exercise the powers and follow the procedures as specified in the said notification.

4. The Authority shall take its decision on the recommendations of the Union Territory Level Expert Appraisal
Committee constituted under paragraph 6 of this notification.

5. All decisions of the Authority shall be taken in a meeting and shall be unanimous:

Provided that, in case a decision is taken by majority, the details of views, for and against it, shall be clearly
recorded in the minutes and a copy thereof sent to the Central Government.

6. The Central Government, in consultation with the Union Territory of Puducherry, for the purpose of assisting the
Authority, hereby constitutes the Union Territory Level Expert Appraisal Committee of Puducherry (hereinafter
referred to as the Committee), comprising of the following Members, namely:-

NOTIFICATION
New Delhi, the 31st August, 2026

S.O. 4799(E).— In exercise of the powers conferred by sub-section (3) of section 3 of the Environment
(Protection) Act, 1986 (29 of 1986) and in pursuance of the notification of the Government of India, in the erstwhile
Ministry of Environment and Forests, number S.O. 1533(E), dated the 14th September, 2006 (hereinafter referred to as
the said notification), the Central Government, hereby constitutes the Union Territory Level Environment Impact
Assessment Authority, Puducherry (hereinafter referred to as the Authority) comprising of the following Members,
namely:-

2. The Chairman and Members of the Authority shall hold office for a period of four years from the date of
publication of this notification in the Official Gazette.

3. The Authority shall exercise the powers and follow the procedures as specified in the said notification.

4. The Authority shall take its decision on the recommendations of the Union Territory Level Expert Appraisal
Committee constituted under paragraph 6 of this notification.

5. All decisions of the Authority shall be taken in a meeting and shall be unanimous:

Provided that, in case a decision is taken by majority, the details of views, for and against it, shall be clearly
recorded in the minutes and a copy thereof sent to the Central Government.

6. The Central Government, in consultation with the Union Territory of Puducherry, for the purpose of assisting the
Authority, hereby constitutes the Union Territory Level Expert Appraisal Committee of Puducherry (hereinafter
referred to as the Committee), comprising of the following Members, namely:-

7. The Chairman and Members of the Committee shall hold office for a period of four years from the date of
publication of this notification in the Official Gazette.

8. The Committee shall exercise such powers and follow such procedures as specified in the said notification.

9. The Committee shall function on the principle of collective responsibility and the Chairman shall endeavour to
reach a consensus in each case, and if consensus cannot be reached, the view of the majority shall prevail.

10. In order to avoid any conflict of interest,-

(i) the Chairman and Members of the Authority and the Chairman and Members of the Committee shall,-

(a) declare as to which consulting organisation they have been associated with and also the project
proponents; and

(b) not undertake any consultation or associate with regard to preparation of environment impact
assessment and environment management plan for a project, which is to be decided by the Authority
or to be appraised by the Committee during their tenure; and

(ii) if the Chairman or any Member of the Authority or the Committee has provided consultancy services or
conducted environment impact assessment studies for any project proponent during the preceding five years, in
that situation they shall recuse themselves from the meetings of the Authority or the Committee in the process of
appraisal of any project being proposed by such proponents.

11. Union Territory of Puducherry shall notify an agency to act as Secretariat for the Authority and the Committee.
The Secretariat shall provide financial and logistic support including accommodation, transportation and such other
facilities in respect of its statutory functions under the said notification.

12. The sitting fees, travelling allowances and dearness allowances to the Chairman and Members of the Authority
and the Chairman and Members of the Committee, shall be paid in accordance with the provisions of relevant rules of
the Union Territory of Puducherry.
