NOTIFICATION
New Delhi , the 26th March , 2024
S.O. 15 44(E).—WHEREAS the Central Government under rule 3 of the Aadhaar Authentication for Good
Governance (Social Welfare, Innovation, Knowledge) Rules, 2020 (the said rules) may allow Aadhaar authenticatio n
on a v oluntary basis by requesting entiti es, in the interest of good governance, promoting ease of living of residents
and enabling better access to service for them;
AND WHEREAS, the Ministry of External Affairs is having a Toshakhana for the purpose of deposit of gifts
received in India or abr oad by the Government functionaries from foreign sources;
AND WHEREAS, the Ministry of External Affairs submitted a proposal as under rule 4 of the said rules to
the Central Government which has made a reference to the Unique Identification Authority of I ndia, which on being
satisfied has allowed Aadhaar authentication for the purpose of usage of digital platforms to ensure good g overnance
in respect of authentication of the bidders during registration on e -auction portal for Toshakhana;
NOW, THEREFORE, i n pursuance of rule 5 of the Aadhaar Authentication for Good Governance (Social
Welfare, Innovation, Knowledge) Rules, 2020 read with sub -clause (ii) of clause (b) of sub -section 4 of Section 4 of
the Aadhaar (Targeted Delivery of Financial and Other Subsi dies, Benefits and Services) Act, 2016 (18 of 2016), the
Ministry of External Affairs on being authorized by the Central Governme nt, hereby notifies the following, namely: -
(a) that the Toshakhana, Ministry of External Affairs is allowed to perform Aadhaar au thentication of
the bidders for the performance of Aadhaar authentication, on a voluntary basis, for authentication of
bidders dur ing registration on e -auction portal for Toshakhana for auctioning of gift items received by the
Government of India functiona ries from the various sources.
(b) that the Toshakhana, Ministry of External Affairs shall comply the provisions of said Act, rules an d
regulations made, or any direction issued thereunder.
