By order S.O. 5532(E) dated 23rd December 2024, the Ministry of Power confers upon M/s VEH Jayin Renewables Private Limited, under Section 164 of the Electricity Act, 2003, all powers that a telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing telegraph lines and posts, for installing a dedicated overhead transmission line connecting the company's 151.8MW Hybrid Project (installed capacity 196.8MW: 151.8MW Wind + 45MW Solar) in Dhar District, Madhya Pradesh, to the grid. The line runs from the Generation Switchyard in Hanumantya Kag Village, Sardarpur Tehsil, Dhar District, to Rajgarh (PG) via a 220kV single-circuit line, passing through villages Dhulet, Amodiya, Narsingh Dewla, Paswada and Moya Kheda in Sardarpur Tehsil. The Ministry had earlier granted prior approval under Section 68(1) of the Electricity Act, 2003 via File No. 25-17/52/2023-PG dated 22.12.2023; the applicant published notice in The Times of India (English) and Dainik Bhaskar (Hindi) on 13.03.2024 and in the Weekly Gazette of India on 11.05.2024, and later submitted an affidavit dated 22.08.2024 confirming no objections were received. The approval is granted for 25 years, subject to conditions including obtaining consent of local bodies, Railways and Highways authorities before erection, complying with Appropriate Commission regulations, operating only after Electrical Inspector approval, submitting clearances from Civil Aviation and Defence authorities, and, if the route falls within a Great Indian Bustard (GIB) area, complying with the Supreme Court's orders in Petition No. 838 of 2019 and directions of the Court-constituted technical/expert committee. 8283 GI/202 4 (1) EXTRAORDINARY PART II —Section 3 —Sub-section ( ii) PUBLISHED BY AUTHORITY No. 5117] NEW DELHI , MON DAY , DEC EMBER 23, 2024 /PAUSA 2, 194 6 CG-DL-E-26122024-259626 MINISTRY OF POWER ORDER New Delhi , the 23rd December , 2024 S.O. 5532(E).—Whereas M/s VEH Jayin Renewables Private Limited, having its corporate office at 9th Floor, My Home Twitza, Plot No 30/A, TSIIC Hyderabad Knowledge City, Raidurg, Hyderabad, Telangana - 500081 has applied for authorization under Section 164 o f the Electricity Act, 2003 for installation of the dedicated overhead transmission line included in the transmission system for providing connectivity to M/s VEH Jayin Renewables Private Limited for the quantum of 151.8MW Hybrid Project with the installed capacity of 196.8MW (151.8 MW Wind Power Projec t+ 45MW Solar Power Project) in Dhar District, Madhya Pradesh. And whereas, Ministry of Power, Government of India vide its File No. 25 -17/52/2023 -PG dated 22.12.2023 had granted prior approval under section 68(1) of the Electricity Act, 2003 for installat ion of the dedicated overhead transmission line included in the transmission system for providing connectivity to M/s VEH Jayin Renewables Private Limited for the quantum of 151.8MW Hybrid Project with the installed capacity of 196.8MW (151.8 MW Wind Power Project+ 45MW Solar Power Project) in Dhar District, Madhya Pradesh. M/s VEH Jayin Renewables Private Limited had published notice for transmission scheme in local newspapers The Times of Inda (in English) dated 13.03.2024, Dainik Bhaskar (in Hindi) dated 13.03.2024 and in Weekly Gazette of India dated 11.05.2024 for the general public to make observations/representations on the proposed transmission route within two months from the date of publication. Subsequently, M/s VEH Jayin Renewables Private Limite d has submitted an affidavit dated 22.08.2024 declaring that no observation/representation was received within two months from the date of Publication in the official Gazette of Government of India. And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by G overnment or to be so established or maintained for installation of the dedicated overhead transmission line included in the transmission system for providing connectivity to M/s VEH Jayin Renewables Private Limited for the quantum of 151.8MW Hybrid Projec t with the installed capacity of 196.8MW (151.8 MW Wind Power Project+ 45MW Solar Power Project) in Dhar District, Madhya Pradesh. The following overhead transmission line is covered under this scheme: - (i) VEH Jayin Renewable Pvt. Ltd (Generation Switchy ard in Hanumantya Kag Village, Sardarpur Tehsil, Dhar District, Madhya Pradesh) - Rajgarh (PG) 220kV S/C line The overhead transmission line covered under the above scheme will pass through, over, around and between the following villages, towns and cities of Madhya Pradesh: Villages Tehsil District State Dhulet, Amodiya, Narsingh Dewla, Paswada, Moya Kheda, Hanumantiya Kag Sardarpur Dhar Madhya Pradesh Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Elec tricity Act, 2003, confers all the powers to M/s VEH Jayin Renewables Private Limited for laying above overhead transmission line, which telegraph author ity possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to following terms and conditions fo r installing the above mentioned line, namely: i. The approval is granted for 25 years. ii. The Applicant shal l have to seek the consent of the concerned authorities i.e., local bodies, Railways, National Highways, State Highways etc. before erection of proposed line. iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding tran smission, O&M, open access, etc., framed under the Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / C hief Electrical Inspector of Central Government. v. The approval is subject to compliance of the requireme nt of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. vi. M/s VEH Jayin Renewables Private Limited shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concern ed authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection. vii. In case, the route of above overhead lines (or some portion of th e route of above overhead line) falls in the Great Indian Bustard (GIB) area, the applicant has to comp ly with the orders of the Hon’ble Supreme Court in the petition No.838 of 2019 regarding Great Indian Bustard (GIB) case, and the directions of the techn ical/expert committee constituted by the Hon’ble Supreme Court in this regard.
