MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE
NOTIFICATION
New Delhi, the 25th September, 2024
S.O. 421 9(E).— In exercise of the powers conferred by sub -section (3) of section 3 of the
Environment (Protection) Act, 1986 (29 of 1986) and in pursuance of the notification of the
Government of India in the erstwhile Ministry of Environment and Forests, number S.O. 1533(E),
dated the 14th September, 2006 (hereinafter referred to as the said notification), the Central
Government hereby constitutes the State Level Environment Impact Assessment Authority,
Punjab (hereinafter referred to as the Authority) comprising of the following Members, namely: -
(i) Sh. Jitendra Sharma
House No.85, Sector 5A, Eco City 1,
P.O Mullanpur Garibdass, New Chandigarh
Distt. SAS Nagar, Punjab -140901 - Chairman;
(ii) Dr. Anoop Verma
Associate Professor and Head,
School of Engineering and Environment,
Thapar Institute of Engineering and Technology,
Patiala -147004 - Member; and
(iii) Additional Secretary or Joint Secretary
Department of Science, Technology and Environment,
Government of Punjab - Member Secretary.
2. The Chairman and Members of the Authority shall hold office for a period of three years
from the date of publication of this notification in the Official Gazette.
3. The Authority shall exercise such powers and follow such procedures specified in the said
notification.
4. The Authority shall take its decision on the recommendations of the State Level Expert
Appraisal Committee constituted under paragraph 6 for the State of Punjab.
5. All decisions of the Authority shall be taken in a meeting and shall ordinarily be unanimous:
Provided that, in case a decision is taken by majority, the details of views, for and against
it, shall be clearly recorded in the minutes and a copy thereof sent to MoEF.
6. The Central Government, in consultation with the State Government of Punjab, for the
purpose of assisting the Authority, hereby constitutes the State Level Expert Appraisal Committee,
Punjab (hereinafter referred to as the Committee), comprising of the following Members, namely:
-
(i) Dr. Satnam Singh Ladhar

(ii) Er. Manjit Singh

(iii) Prof.(Dr.) Saroj Bala

(iv) Er. Daljeet Singh Cheema

Chandigarh, 160018 - Member;
(v) Mr. Aseem Kumar Sharma
House No.140, Sector -16-A,
Chandigarh, 160015 - Member;
(vi) Dr. Naresh Kumar Bhardwaj
House No.3287, Sector -35-A, Chandigarh - Member; and
(vii) Additional Director,
Directorate of Environment and Climate Change,
Government of Punjab. - Member Secretary.
7. The Chairman and Members of the Committee, shall hold office for a period of three years
from the date of publication of this notification in the Official Gazette.
8. The Committee shall exercise such powers and follow such procedures specified in the said
notification.
9. The Committee shall function on the principle of collective responsibility and the Chairman
shall endeavour to reach a consensus in each case, and if consensus cannot be reached, the view of
the majority shall prevail.
10. In order to avoid any conflict of interest, -
(i) the Chairman and Members of the Authority, and the Committee shall, -
(a) declare to which consulting organisation they have been associated with and also the
project proponents;
(b) not undertake any consultation or associate with regard to preparation of Environment
Impact Assessment and Environment Management Plan for project, which is to be decided by
the Authority or to be appraised by the Committee during their tenure; and
(ii) if the Chairman or any Member of the Authority or the Committee has provided
consultancy services or conducted Environment Impact Assessment studies for any project
proponent during the preceding five years, in that event they shall recuse themselves from the
meetings of the Authority, or the Committee in the process of appraisal of any project proposed by
such proponents.
11. The State Government of Punjab shall specify an agency to act as Secretariat for the
Authority and the Committee and the Secretariat shall provide financial and logistic support
including accommodation, transportation and such other facilities in respect of their functions
under the said notification.
12. The sitting fee, travelling allowances and dearness allowances to the Chairman and Members
of the Authority and the Committee, shall be paid in accordance with the provisions of relevant
rules of the State Government of Punjab.
