By Notification G.S.R. 450(E) dated 18 July 2024, the Ministry of Civil Aviation, exercising powers under Rule 9.1 of the Rules and Regulations of the Indira Gandhi Rashtriya Uran Akademi (IGRUA), an autonomous organisation under the Ministry, and in supersession of the Director, IGRUA Recruitment Rules, 2003, notified the Director, Indira Gandhi Rashtriya Uran Akademi Recruitment Rules, 2004 (title retained despite the 2024 notification date), effective from publication. The single Director post is classified Non-Ministerial, carrying Pay Level-14 of the 7th CPC pay matrix plus flying and other allowances per Akademi rules, filled by selection through direct recruitment or deputation (including short-term contract) for an initial three years extendable up to five years. Direct-recruit candidates must be aged between 45 and 57 years and hold specified essential qualifications, including a relevant engineering degree with at least 10 years' experience or an Aircraft Maintenance Engineering Licence in at least two categories (B1, B2, B3, C), or a postgraduate diploma in aircraft maintenance/aerospace, or at least 10 years of flying experience in the Indian Air Force/armed forces aviation wing/security agencies/airlines, or a current Airline Transport Pilot's Licence (ATPL) with 10 years' related experience; desirable qualifications include higher aviation qualifications, at least 2 years' instructional experience on aircraft, and at least 3 years' administrative/managerial experience running a training institute. Deputation candidates must be Indian Air Force officers of the rank of Group Captain or above, or Central/State Government, PSU, or autonomous/statutory organisation officers holding an analogous post or with 3 years' service at pay level 13A (or 5 years at pay level 13), meeting the same qualification/experience criteria, with an upper age limit of 57 years on the closing date of applications. No person party to a bigamous marriage is eligible unless exempted by the Central Government where such marriage is permissible under applicable personal law. The rules provide for relaxation by the Central Government for any class or category of persons and preserve existing reservation and age-relaxation benefits for Scheduled Castes, Scheduled Tribes, Other Backward Classes, and ex-servicemen. UPSC consultation is not required as IGRUA is an autonomous organisation, and no Departmental Promotion Committee applies since recruitment is only by direct recruitment or deputation. The Gazette of India CG-DL-E-26072024-255756 EXTRAORDINARY PART I—Section 2 PUBLISHED BY AUTHORITY MINISTRY OF CIVIL AVIATION NOTIFICATION New Delhi, the 18th July, 2024 G.S.R. 450(E).—In exercise of powers conferred under Rule 9.1 of the Rules and Regulations of Indira Gandhi Rashtriya Uran Akademi (IGRUA), an autonomous organisation under Ministry of Civil Aviation, and in supersession of the Director, Indira Gandhi Rashtriya Uran Akademi Recruitment Rules, 2003, the Central Government hereby makes the following rules regulating the method of recruitment to the post of Director, IGRUA, namely: 1. Short title and commencement: (i) These rules may be called Director, Indira Gandhi Rashtriya Uran Akademi Recruitment Rules, 2004. (ii) They shall come into force on the date of their publication in the official Gazette. 2. Number of post, classification and scale of pay: The number of the said post, its classification and the scale of pay attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules. 3. Method of recruitment, age limit and other qualifications, etc.: The method of recruitment to the said post, age limit, qualification and other matters relating thereto shall be as specified in columns 5 to 14 of the said Schedule 4. Disqualification: No person, :- (i) Who has entered into or contracted a marriage with a person having a spouse living: or (ii) Who, having a spouse living, has entered into or contracted a marriage with any person, Shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power of relaxation:—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving—Nothing in these rules shall affect reservations, relaxation of age limit and other concession required to be provided for the Scheduled Castes, Scheduled Tribes, the Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. SCHEDULE Col.1 Name of the post: Director Col.2 No. of post: 1 Col.3 Classification: Non-Ministerial Col.4 Scale of pay: Pay Level -14 as per 7th CPC pay matrix plus flying and other allowances as per rules of the Akademi. Col.5 Whether Selection post or Non-Selection Post: Selection Col.6 Age limit for direct recruits: Between 45 and 57 years Col.7 Whether benefit of added years of service admissible under rule 30 of Central Civil Service (Pension) Rules, 1972: No Col.8 Educational and other qualification required for direct recruits: Essential:- (i) Graduate in Aeronautical Engineering/ Aerospace Engineering/ Aeronautics/ Avionics Engineering/ Aircraft Engineering from a recognized university along with an experience of at least 10 years in related field / Aircraft Maintenance Engineering Licence in minimum two Categories (B1, B2, B3 and C) preferably on Heavy aircraft along with an experience of at least 10 years in related field. OR (ii) Graduate from a recognized university with a 2 years Masters/Post Graduate Diploma in Aircraft Maintenance/ Aerospace Avionics/Aeronautics/Aircraft Engineering. OR (iii) Graduate from a recognized university with an experience of at least 10 years in flying operations in the Indian Airforce/Aviation Wing of Armed Forces/Central Police Forces/Security Agencies/Airlines. OR (iv) Holder of current Airlines Transport Pilot's License (ATPL) along with an experience of at least 10 years in related field. Desirable:- (i) Higher and relevant qualification preferably in aviation sector. (ii) Instructional experience on aircraft for at least 02 years. (iii) Administrative or managerial experience of at least 03 years of running a training institute. Col.9 Whether age and educational qualifications prescribed for direct recruits will apply in case of promotes: Not Applicable Col.10 Period of probation, if any: Not Applicable Col.11 Method of Recruitment whether by direct Recruitment or by promotion or by deputation and percentage of the vacancies to be filled by various methods: Direct recruitment / deputation (including short-terms contract). Note: The appointment either by direct recruitment or by deputation will initially be made for a period three years, which may be extended upto five years. Col.12 In case of Recruitment by Promotion/ Deputation/ Transfer grades from which Promotion/Transfer to be made: Deputation (including Short term contract) (i) Officers of Indian Air Force holding the rank of Group Captain and above; or (ii) Officers of the Central Government/State Governments/ Public Sector Undertakings/ Semi — Governments/Autonomous or Statutory Organisations: (a)(i) Holding Analogous post on regular basis; or (ii) With 3 years regular service in posts in the pay level of 13A, or 05 years of regular service in posts in the pay level of 13, in the 7th CPC matrix or equivalent; and (b) Possessing the education qualifications and experience as indicated under column no. 8 The upper age limit for appointment by deputation basis (including short-term contract) should not exceed 57 years on the closing date of receipt of applications Col.13 If a Departmental Promotion Committee exists what is composition: Not Applicable (Recruitment only by Direct or Deputation Sl.
