The Dangerous Goods Inspector post (Level-11, Rs. 67700-208700/-) is filled by direct recruitment, with a maximum age of 40 years (relaxable for Government Servants). Essential qualifications include a bachelor's degree, Category-6 Dangerous Goods training (DGCA/ICAO/IATA approved), and five years' experience in air cargo handling in scheduled operations. A two-year probation period with mandatory induction training is prescribed. Disqualification rules apply to persons in polygamous marriages, with provisions for Central Government exemption. The Central Government retains the power to relax rules in consultation with the Union Public Service Commission (UPSC), and existing reservations and concessions for various special categories remain unaffected. Short title and commencement.- (1) These rules may be called the Ministry of Civil Aviation, Directorate General of Civil Aviation, Senior Dangerous Goods Inspector and Dangerous Goods Inspector, (Group 'A' post), Recruitment Rules, 2026. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application - These rules shall apply to the posts specified in Column (1) of the Schedule annexed to these rules. 3. Number of posts, classification and level in pay matrix. - The number of the said posts, their classification and the level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule. 4. Method of recruitment, age- limit and other qualifications, etc. – The method of recruitment, age limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule. 5. or Disqualification. – No person, - (a) who has entered into or contracted a marriage with a person having a spouse living; (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 6. Power to relax .– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 7. Saving .- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, the Ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Deputation (including short-term contract): Officers of the Central Government or State Government or Union territories or autonomous or statutory organisation or public sector undertakings or Universities or recognised research institutions, - (a)(i) Holding analogous posts on regular basis in the parent cadre or department; or (ii) With five years regular service rendered after appointment to the post on a regular basis in the level-11 (Rs. 67700-208700/-) of the pay matrix or equivalent in the parent cadre or department; and (b) possessing the following educational qualifications and experience, namely:- Essential:- (i) A bachelors' degree in any discipline from a recognised University or Institute; (ii). having undergone a Category-6 Dangerous Goods training course duly approved by Directorate General of Civil Aviation (DGCA) or International Civil Aviation Organisation (ICAO) or International Air Transport Association (IATA). Experience:- Total experience of ten years as under: (i) five years' experience as Dangerous Goods Instructor of a training organisation approved by Directorate General of Civil Aviation. (ii) five years' experience in handling of air cargo in scheduled operations. Note 1: The Departmental Officers in feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. Note 2: The period of deputation (including short-term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government, shall ordinarily not to exceed four years.
