In pursuance of sub-sections (2) and (3) of section 32 of the Bharatiya Vayuyan Adhiniyam, 2024, the Central Government hereby appoints the officers of Directorate General of Civil Aviation specified in column (1) of the Table below, being the officers not below the rank of Deputy Secretary to the Government of India or equivalent, to act as designated officers for the purposes of the said Adhiniyam to adjudge the penalty in the manner as specified under rule 24 of the Aircraft (Carriage of Dangerous Goods) Rules, 2026, in respect to the corresponding entries in relation of severity level specified in column (2) of the said Table:- Designation of the Officer | Severity level of contravention/ violation/ non-compliance | (See paragraph 2 of Schedule of the Aircraft (Carriage of | Dangerous Goods) Rules, 2026) (1) | (2) Deputy Director/ Senior Dangerous Goods Inspector | Level 1 to 3 Director | Level 4 to 6 Deputy Director General | Level 7 and 8 Joint Director General | Level 9 and 10 Further, in case an action / omission causes the contravention of more than one severity level, the penalty shall be adjudged by the designated officer specified in column (1) corresponding to the highest severity level involved therein specified in column (2) of the above table. Further, in case of vacancy of a designated officer by virtue of any reason but not limited to superannuation, leave etc., for the matters of his jurisdiction, the officer next higher in rank shall act as the designated officer till such period the vacancy continues.
