Ltd from pooling substation to Koppal II PGCIL GSS, Koppal-Karnataka," a 220 kV single-circuit line passing through Yapaldinni, Nalagol, Hunsihal, Murdi, Guttur and Wangeri villages in Yelburga Tehsil, Koppal District, Karnataka; the order notes that the Ministry had already granted prior approval under section 68(1) of the Electricity Act, 2003 via letter No. 25-17/37/2023-PG dated 06.11.2023, that the applicant published the required transmission-scheme notice in Deccan Herald (English, 03.11.2023), Rajasthan Patrika (English, 05.11.2023 and Hindi, 16.11.2023), Prajavani (Kannada, 03.11.2023) and the Weekly Gazette of India (02.12.2023), and that no objections were received within the two-month period per the applicant's affidavit dated 08.02.2024; the conferred authorization is granted for 25 years subject to conditions including obtaining consent from local bodies, Railways and Highway authorities, complying with Appropriate Commission regulations, operating only after clearance by the Electrical Inspector/Chief Electrical Inspector, submitting requisite clearances from Civil Aviation and Defence authorities, and, if the route falls within the Great Indian Bustard (GIB) potential or priority zone, complying with the Supreme Court's orders in Petition No. 838 of 2019. Ltd. has its registered address at Atelier Airport office Suites 2 -Level 1 (Lower ground floor), Worldmark-2, Asset 8, Aerocity, NH-08, New Delhi 110037, India has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line under "Transmission system for evacuation of Power from 300 MW wind project of Scatec India Renewables One Pvt. Ltd from pooling substation to Koppal II PGCIL GSS, Koppal -Karnataka". And whereas, Ministry of Power, Government of India vide its letter 25-17/37/2023-PG dated 06.11.2023 had granted prior approval under section 68(1) of the Electricity Act, 2003 for the overhead line covered under "Transmission system for evacuation of Power from 300 MW wind project of Scatec India Renewables One Pvt. Ltd from pooling substation to Koppal II PGCIL GSS, Koppal -Karnataka". M/s. Scatec India Renewables One Pvt. Ltd. has published notice for transmission scheme in local newspapers Deccan Herald (in English) dated 03.11.2023, Rajasthan Patrika (in English) dated 05.11.2023, Rajasthan Patrika (in Hindi) dated 16.11.2023, Prajavani (in Kannada) dated 03.11.2023 and in Weekly Gazette of India dated 02.12.2023 for the general public to make observations/representations on the proposed transmission route within 2 Months from the date of publication. Subsequently, M/s. Scatec India Renewables One Pvt. Ltd. has submitted an affidavit dated 08.02.2024 declaring that no observation/representation was received within 2 months from the date of Publication in the official gazette of Government of India. And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for laying of electric lines under "Transmission system for evacuation of Power from 300 MW wind project of Scatec India Renewables One Pvt. Ltd from pooling substation to Koppal II PGCIL GSS, Koppal -Karnataka": 1. 300 MW Wind project at Koppal - Koppal II PGCIL GSS 220 kV S/C. The transmission line covered under the above scheme will pass through, over, around and between the following villages, towns and cities of Karnataka: +-------+-----------------------------------------------------+----------+----------+ | S. Scatec India Renewables One Pvt. Ltd. for laying above overhead line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to following terms and conditions for installing the above mentioned line, namely: i. The approval is granted for 25 years. ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National Highways, State Highways etc. before erection of proposed line. iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government. v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. vi. M/s. Scatec India Renewables One Pvt. Ltd. shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection. vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the Great Indian Bustard (GIB) potential zone (or priority zone), the applicant has to comply with the orders of the Hon'ble Supreme Court in the petition No.838 of 2019 regarding Great Indian Bustard (GIB) case, and the directions of the technical/expert committee constituted by the Hon'ble Supreme Court in this regard.
