By order S.O. 2455(E) dated 25th June 2024, the Ministry of Power recited that M/s Renew Urja Shachar Private Limited, registered at 138, Ansal Chambers-II, Bhikaji Cama Place, New Delhi-110066, had applied under Section 164 of the Electricity Act, 2003 for authorization to lay an overhead transmission line under the scheme "Transmission System for providing connectivity to M/s Renew Urja Shachar Private Limited for its proposed 300 MW Wind Power Project in Ujjain, Madhya Pradesh", for which the Ministry had earlier granted prior approval under section 68(1) of the Act vide letter 25-17/1/2024-PG dated 19.01.2024; notice was published in "Free Press" (English) and "Prabhat Sandesh" (Hindi) on 25.01.2024 and in the Weekly Gazette of India dated 10.02.2024, and the applicant's affidavit dated 15.04.2024 confirmed no objections were received within two months; the Ministry accordingly conferred on the applicant, under section 164, all powers that a telegraph authority possesses under the Indian Telegraph Act, 1885 for laying the Renew Urja Shachar Wind Power Plant–Indore (PG) [Sec-A: With Indore and Khandwa lines] 400 kV single-circuit line (on double-circuit tower), passing through villages in Badnawar Taluka (Dhar district), Badnagar Taluka (Ujjain district), Depalpur Taluka (Indore district) and Sanwer Taluka (Indore district) in Madhya Pradesh; conditions include a 25-year approval period, consent from local bodies, Railways and Highways authorities before erection, compliance with Appropriate Commission regulations, operation only after approval of the Electrical Inspector/Chief Electrical Inspector, compliance with Electricity Act 2003 provisions, submission of clearances (Civil Aviation, Defence) to the Central Electricity Authority, and compliance with Supreme Court orders in Petition No. 838 of 2019 concerning the Great Indian Bustard (GIB) if the route falls within a GIB zone; the order bears file number 25-16/22/2024-PG and is signed by M.V.N. L.-33004/99 The Gazette of India CG-DL-E-26062024-254944 EXTRAORDINARY PART II-Section 3-Sub-section (ii) PUBLISHED BY AUTHORITY No. 2334] NEW DELHI, WEDNESDAY, JUNE 26, 2024/ASHADHA 5, 1946 MINISTRY OF POWER ORDER New Delhi, the 25th June, 2024 S.O. 2455(E).—Whereas M/s Renew Urja Shachar Private Limited, the applicant, with its registered office at 138, Ansal Chambers- II, Bhikaji Cama Place, New Delhi -110066, India, has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line under the transmission scheme "Transmission System for providing connectivity to M/s Renew Urja Shachar Private Limited for its proposed 300 MW Wind Power Project in Ujjain, Madhya Pradesh". And whereas, Ministry of Power, Government of India vide its letter 25-17/1/2024-PG dated 19.01.2024 had granted prior approval under section 68(1) of the Electricity Act, 2003 for the overhead line covered under the transmission scheme “Transmission System for providing connectivity to M/s Renew Urja Shachar Private Limited for its proposed 300 MW Wind Power Project in Ujjain, Madhya Pradesh". M/s Renew Urja Shachar Private Limited had published notice for transmission scheme in local newspapers Free- Press (in English) dated 25.01.2024, Prabhat Sandesh (in Hindi) dated 25.01.2024, and in Weekly Gazette of India dated 10.02.2024 for the general public to make observations/representations on the proposed transmission route within 2 Months from the date of publication. Subsequently, M/s Renew Urja Shachar Private Limited has submitted an affidavit dated 15.04.2024 declaring that no observation/representation was received within 2 Months from the date of publication in the official gazette of Government of India and newspaper publication. And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for laying of electric line under the transmission scheme “Transmission System for providing connectivity to M/s Renew Urja Shachar Private Limited for its proposed 300 MW Wind Power Project in Ujjain, Madhya Pradesh". The following overhead line is covered under this scheme: 1. Renew Urja Shachar Private Limited Wind Power Plant – Indore (PG) [Sec-A: With Indore and Khandwa lines] 400 kV S/C line (on D/C tower). The approval is granted for 25 years. ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National Highways, State Highways etc. before erection of proposed line. iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government. v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. vi. M/s Renew Urja Shachar Private Limited shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection. vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the Great Indian Bustard (GIB) potential zone (or priority zone), the applicant has to comply with the orders of the Hon'ble Supreme Court in the petition No.838 of 2019 regarding Great Indian Bustard (GIB) case, and the directions of the technical/expert committee constituted by the Hon'ble Supreme Court in this regard.
