Order S.O. 2904(E) issued by the Ministry of Power, dated 15 July 2024, records that M/s Serentica Renewables India 1 Private Limited (registered office at DLF Cyber Park Tower B, 9th Floor, Sector 20, Udyog Vihar Phase-III, Gurugram-122008, Haryana) applied for authorization under Section 164 of the Electricity Act, 2003 for laying overhead transmission lines under the scheme "Transmission system for providing connectivity to M/s Serentica Renewables India 1 Private Limited for its 399.8 MW Hybrid (Solar: 195.8 MW & Wind: 204 MW) Power Project in Koppal, Karnataka." Prior approval under section 68(1) of the Electricity Act, 2003 had been granted by the Ministry of Power vide letter 25-17/45/2023-PG dated 17 November 2023. The applicant published notices in The Times of India (English), Rajasthan Patrika (Hindi), Prajavani (Kannada) and Vijay Karnataka (Kannada), all dated 21 December 2023, and in the Weekly Gazette of India dated 20 January 2024, inviting objections within two months; an affidavit dated 4 April 2024 confirmed no objections were received. The Ministry of Power, under Section 164, now confers upon the applicant all powers possessed by a telegraph authority under the Indian Telegraph Act, 1885 for two overhead 220 kV single-circuit lines on double-circuit towers: (1) from the Pooling Station/Switchyard at Koppal (Solar Generation Switchyard, Kavalur village, Alavandi Hobli, Koppal) to Koppal PS (ISTS Substation), passing through Kavalur (Koppal Taluk) and Adavihalli/Tadakal (Kuknura Taluk), Koppal district; and (2) from the Wind Project switchyard (Tippanala village, Hirevankalkunta Hobli, Yelburga Taluk) to the Koppal Pooling Station, passing through numerous villages across Koppal, Kuknura and Yelburga taluks, Koppal district, Karnataka. The approval is granted for 25 years, subject to conditions including obtaining consent of local bodies/Railways/Highway authorities, compliance with Appropriate Commission regulations, operation only after Electrical Inspector approval, compliance with Electricity Act provisions and rules, submission of clearances from Civil Aviation/Defence to the Central Electricity Authority, and compliance with Supreme Court orders in Petition No. 838 of 2019 regarding the Great Indian Bustard (GIB) where the route falls within GIB potential/priority zones. M/s Serentica Renewables India 1 Private Limited had published notice for transmission scheme in local newspapers The Times of India (in English) dated 21.12.2023, Rajasthan Patrika (in Hindi) dated 21.12.2023, Prajavani (in Kannada) dated 21.12.2023, Vijay Karnataka (Kannada) dated 21.12.2023 and in Weekly Gazette of India dated 20.01.2024 for the general public to make observations/representations on the proposed transmission route within 2 Months from the date of publication. Subsequently, M/s Serentica Renewables India 1 Private Limited has submitted an affidavit dated 04.04.2024 declaring that no observation/representation was received within 2 Months from the date of publication in the official Gazette of Government of India and newspaper publications. And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for laying of electric line under the transmission scheme "Transmission system for providing connectivity to M/s Serentica Renewables India 1 Private Limited for its 399.8 MW Hybrid (Solar: 195.8 MW & Wind: 204 MW) Power Project in Koppal, Karnataka". The following overhead lines are covered under this scheme: 1. The approval is granted for 25 years. ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National Highways, State Highways etc. before erection of proposed line. iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government. v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. vi. M/s Serentica Renewables India 1 Private Limited shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection. vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the Great Indian Bustard (GIB) potential zone (or priority zone), the applicant has to comply with the orders of the Hon'ble Supreme Court in the petition No.838 of 2019 regarding Great Indian Bustard (GIB) case, and the directions of the technical/expert committee constituted by the Hon'ble Supreme Court in this regard.
