Core Purpose

The Central Government modifies the scope of an existing transmission scheme for renewable energy integration in Gujarat and notifies new transmission schemes for the Rajasthan REZ Phase-IV (Bikaner Complex) under the TBCB mode.

Detailed Summary

The Central Government, through S.O. 3256(E) and S.O. 3257(E), both dated June 19, 2026, and issued under sub-para 3.2 of Para 3 of the Guidelines circulated under Section 63 of the Electricity Act, 2003 (No. 36 of 2003), has taken two primary actions based on the 41st National Committee on Transmission's recommendations. S.O. 3256(E) modifies the scope of the 'Transmission system for Integration of Power from RE Projects in Lakadia REZ in Gujarat-Phase II (7500MW)' scheme, originally notified by S.O. 725(E) dated February 12, 2026. This modification details the establishment of a 765/400 kV and 400/220kV Lakadia-II substation near Chitrod, including specific MVA/MVAr capacities for ICTs, bus reactors, and sectionalizers, and adds/modifies the 140 km Lakadia-II - Halvad 765kV D/c line with associated bays and 240 MVAr switchable line reactors. S.O. 3257(E) notifies several new transmission schemes under the TBCB mode for the 'Rajasthan REZ Phase-IV (Part-6: 6 GW) (Bikaner Complex) (Bikaner-V: 6 GW) Transmission Plan,' divided into Parts A, B, C, and D. Each part has a 36-month implementation period, with REC Power Development and Consultancy Limited (RECPDCL) as the Bid Process Coordinator. These schemes involve establishing multiple 765/400 kV and 400/220 kV pooling stations and substations (e.g., Bikaner-V, Pallu, Panipat, Mohali, Bulandshahr, Lucknow-II, Asana) across Rajasthan, Gujarat, Haryana, Uttar Pradesh, and Punjab. Key elements include various ICTs, bus reactors (e.g., 2x240 MVAr 765kV, 2x125 MVAr 420kV), switchable line reactors (e.g., 240 MVAr, 330 MVAr, 80 MVAr), MSC, MSR, STATCOM units, and numerous transmission lines such as the 135 km 765 kV Bikaner-V PS – Pallu 2xD/c line, 260 km 765 kV Pallu-Panipat 2xD/c line, 160 km 400 kV Panipat S/s – Mohali D/c line, 330 km 765 kV Bulandshahr - Lucknow-II D/c line, and 350 km 765 kV Lucknow-II-Asana D/c line, along with LILO arrangements. General conditions for BPCs include Right of Way (RoW) optimization as per CEA's Committee report dated September 24, 2024, utilizing monopole tower structures in urban/semi-urban or anticipated RoW issue areas, and route finalization via the PM Gati Shakti portal and physical survey. The notification is signed by NAOREM INDRAKUMAR SINGH, Under Secy.(Transmission).
