The Ministry of Power, through Notification S.O. 2280(E) dated 20th May, 2025, exercised powers conferred by sub-para 3.2 of Para 3 of the Guidelines circulated under Section 63 of the Electricity Act, 2003 (No. 36 of 2003) to notify two transmission schemes under TBCB mode. This notification is based on the recommendations of the 29th meeting of the National Committee on Transmission. The first scheme is Inter-Regional Strengthening between the SR Grid and ER Grid, with a tentative implementation timeframe of 30 months from SPV transfer, and PFC Consulting Limited as the Bid-Process Coordinator (BPC). Its scope includes the Angul Srikakulam 765 kV 2nd D/c line (approx. 275 km) with 240 MVAR Switchable Line Reactors (SLR) at both ends on both circuits, and a 1x330 MVAR, 765 kV bus reactor (3rd) at Angul Substation. POWERGRID is to provide space for the associated bays. The second scheme is Inter-Regional Strengthening between the SR Grid and WR Grid, with a tentative implementation timeframe of 24 months from SPV transfer, and REC Power Development and Consultancy Limited as the BPC. Its scope is the Parli New - Bidar 765 kV D/c line (approx. 120 km) with 240 MVAR SLR at the Bidar end on both circuits. The respective Transmission Service Providers (TSPs) of Bidar PS and Parli New S/s are to provide space for the bays. The notification adds that BPC appointments are subject to Ministry guidelines, BPCs must ensure Right of Way (RoW) optimization as per CEA's Committee report dated 24.09.2024, and route finalization requires validation on the PM Gati Shakti portal and physical survey.
