L.-33004/99 The Gazette of India CG-DL-E-24032025-261896 EXTRAORDINARY PART III-Section 4 PUBLISHED BY AUTHORITY No. 227] NEW DELHI, FRIDAY, MARCH 21, 2025/PHALGUNA 30, 1946 INDIAN NURSING COUNCIL WITHDRAWAL ORDER New Delhi, the 10th March, 2025 F.No. 18-32/15469-INC:β€” In exercise of the powers conferred under Section 14 of Indian Nursing Council Act, 1947 (XLVIII of 1947), the Indian Nursing Council hereby issues the following order:β€” Whereas, Government of West Bengal and West Bengal State nursing Council had granted recognition to Helal Nursing Institute situated at P.O- Kalitha, P.S- Nalhati, Vill.- Mathkalitha, Tehsil - Nalhati-2, Distt. Birbhum, West Bengal (β€œCollege") for running GNM course. Whereas, in terms of Section 13 (1) of the Indian Nursing Council Act ("Act"), the Indian Nursing Council ("Council") has the power to inspect any Institution recognized as a training institution by State authorities. However, when the inspectors appointed by the Council reached the College, they were not allowed to carry out the statutory inspections. Whereas, notice no. 18-32/15469-INC dated 26.12.2023 was issued to the College seeking their explanation for refusal of inspection. That 15 days were given to the College to respond. However, the College has failed to send any reply/ comments to the said show cause notice. Further, a notice no. 18-32/15469-INC (57927) dated 09.05.2024 was issued to the Principal Secretary, Health and family welfare department (state government of West Bengal) asking them for their remarks/ comments on the issue of refusal by the College to allow the Council to conduct statutory inspection. However, no comments were received by the Council. Whereas, the Executive Committee of the Council had considered the aforesaid matter in its entirety. In cases of refusal of statutory inspection by any college, it shall be assumed that such institution does not follow the regulations and syllabus prescribed by the Council and is not suitable to grant training in nursing field. Hence, therefore, the Council in exercise of its power conferred under Section 14 (3)-(b) of the Act declares that with effect from 26.10.2024, any person obtaining a qualification of GNM from Helal Nursing Institute situated at P.O- Kalitha, P.S- Nalhati, Vill.- Mathkalitha, Tehsil – Nalhati-2, Distt.
