It removes the mandatory requirement for an Indian passport for drone registration (Form D-2) and de-registration/transfer (Form D-3, Parts B and C), replacing serial number 5 in Form D-2, serial number 6 in Form D-3 Part B, and serial number 18 in Form D-3 Part C with the alternative of proof of identity and proof of address, namely a Voter's ID card, Ration Card or Driving License issued by the Government. L.-33004/99 The Gazette of India CG-DL-E-23082024-256584 EXTRAORDINARY PART II-Section 3-Sub-section (i) PUBLISHED BY AUTHORITY No. 476] NEW DELHI, FRIDAY, AUGUST 23, 2024/BHADRA 1, 1946 5374 GI/2024 (1) THE GAZETTE OF INDIA : EXTRAORDINARY [PART II-SEC. 3(i)] MINISTRY OF CIVIL AVIATION NOTIFICATION New Delhi, the 21st August, 2024 Drone (Amendment) Rules, 2024 G.S.R 515(E). - Whereas the Hon'ble Prime Minister from the red fort announced “Drone Ki Udaan"- an initiative to provide financial support and training to women's self-help group for operating and repairing drones; And whereas the industry and government saw that the emerging drone owners do not own a passport; And whereas the Drone Rules, 2021 require an individual to possess an Indian Passport for registration (Form D-2) and de-registration or transfer (Form D-3); And whereas after due consultation with the Ministry of Home Affairs (Internal Security), the Ministry of Agriculture and Farmers Welfare and various stakeholders who conveyed their consent on dispensation of such requirement as it would contribute to ease of doing business, democratise the opportunity of drones and increase in penetration of drone applications in public service delivery; And whereas in Public Interest, the Central Government has been dispensed with the Condition of previous publication as required under the provisio to Section 14 of the Aircraft Act, 1934 Now therefore, in exercise of the powers conferred by section 5, sub-section (2) of section 10 and sections 10A, 10B and 12A of the Aircraft Act, 1934 (22 of 1934), the Central Government hereby makes the following rules further to amend the Drone Rules, 2021, namely:— (1) These rules may be called the Drone (Amendment) Rules, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In Form D-2 to the Drone Rules, 2021 (hereinafter referred to as Principal Rules), under Part A relating to details of individual (if applicable), for the entry against serial number 5, the following entries shall be substituted, namely :- "5. the Indian passport number (for individual) or proof of identity and proof of address that is, a Voter's ID card, Ration Card or Driving License issued by the Government" 3. In Form D-3 to the Principal Rules, 2021, under Part B relating to Transferor or Owner details, for the entry against serial number 6, the following entries shall be substituted, namely :- "6. the Indian passport number (for individual) or proof of identity and proof of address that is, a Voter's ID card, Ration Card or Driving License issued by the Government" 4. In Form D-3 to the Principal Rules, 2021, under Part C relating to Transferee details (if applicable), sub-part relating to Details of individual (if applicable), for the entry against serial number 18, the following entries shall be substituted, namely:- "18. Indian passport number (for individual) or proof of identity and proof of address that is, a Voter's ID card, Ration Card or Driving License issued by the Government". [F.
