The Central Electricity Authority, Ministry of Power, had earlier granted prior approval under Section 68(1) of the Act vide letter CEA-PS-11-21(25)/1/2018-PSPA-I Division dated 08.02.2023. Public notice of the transmission scheme was published in The Indian Express (English) and Dainik Navajyoti (Hindi) on 04.03.2023 and in the Weekly Gazette of India on 20.05.2023, and the applicant's affidavit dated 08.11.2023 confirmed no objections were received within the two-month period. The line passes through villages Kawani, Jaimalsar and Sharah Borla in Tehsil Kolayat/Bikaner (Nal Badi), District Bikaner. The approval, granted for 25 years, is subject to conditions including obtaining consent of local bodies, Railways and Highway authorities before erection, compliance with Appropriate Commission regulations, operation only after clearance from the Electrical Inspector/Chief Electrical Inspector, submission of clearances from Civil Aviation and Defence authorities, and compliance with the Supreme Court's order dated 19.04.2021 in Petition No. 838 of 2019 concerning the Great Indian Bustard, including undergrounding or bird-diverter requirements where the route falls within GIB potential/priority zones. 7875 GI/202 3 (1) EXTRAORDINARY PART II —Section 3 —Sub-section ( ii) PUBLISHED BY AUTHORITY No. 5186] NEW DELHI, FRIDAY , DECEMBER 22, 2023/ PAUSA 1, 1945 CG-DL-E-22122023-250822 MINISTRY OF POWER ORDER New Delhi, the 11th December, 2023 S.O. 5416(E).—Whereas M/s Juna Renewable Energy Private Limited has its registered address at J -1/37, 3rd Floor, DLF City Phase -II, Gurugram, Haryana - 122002, India has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line un der “Installation of dedicated overhead transmission line included in the transmission system for providing connectivity to Juna Renewable Energy Private Limited for its 335 MW (290 MW + 45 MW) Solar Power Plant in Bikaner, Rajasthan”. And whereas, Central Electricity Authority (CEA), Ministry of Power, Government of India vide its letter CEA -PS-11-21(25)/1/2018 -PSPA -I Division dated 08.02.2023 had granted prior approval under section 68(1) of the Electricity Act, 2003 for the overhead line covered under “I nstallation of dedicated overhead transmission line included in the transmission system for providing connectivity to Juna Renewable Energy Private Limited for its 335 MW (290 MW + 45 MW) Solar Power Plant in Bikaner, Rajasthan”. M/s Juna Renewable Energy Private Limited had published notice for transmission scheme in local newspapers The Indian Express (in English) dated 04.03.2023, Dainik Navajyoti (in Hindi) dated 04.03.2023, and in Weekly Gazette of India dated 20.05.2023 for the general public to make observations/representations on the proposed transmission route within 2 Months from the date of publication. Subsequently, M/s Juna Renewable Energy Private Limited has submitted an affidavit dated 08.11.2023 declaring that no observation/representation w as received within 2 Months from the date of Publication in the official gazette of Government of India. And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority p ossess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for laying of electric lines under “Installati on of dedicated overhead transmission line included in the transmission system for providing connectivity to Juna Renewable Energy Private Limited for its 335 MW (290 MW + 45 MW) Solar Power Plant in Bikaner, Rajasthan”. The following overhead line is cove red under this scheme: 1. Juna Renewable Energy Private Limited Solar Power Plant (switchyard located in Village Kawani, District -Bikaner, Rajasthan) – Bikaner -II (ISTS) Pooling station 220 kV S/c Line on D/c towers. The transmission line covered under the above scheme will pass through, over, around and between the following villages, towns and cities of Rajasthan: Sl. No. Name of Villages Tehsil District 1. Sharah Borla Bikaner (Nal Badi) Bikaner Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act, 2003, confers all the powers to M/s Juna Renewable Energy Private Limited for laying above overhead line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the purposes of a telegraph established or maintained, by Go vernment or to be established or maintained subject to following terms and conditions for installing the above mentioned line, namely: (i) The approval is granted for 25 years. (ii) The Applicant shall have to seek the consent of the concern ed authorities i.e., local bodies, Railways, National Highways, State Highways etc. before erection of proposed line. (iii) The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission, O&M, open access, e tc., framed under Electricity Act, 2003. (iv) The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government. (v) The approval is subject to compliance of the requirement of the p rovisions of the Electricity Act, 2003 and the rules made there under by the applicant. (vi) M/s Juna Renewable Energy Private Limited shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concer ned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection. (vii) In case, the route of above overhead lines (or some portion of the route of above overhead line ) falls in the Great Indian Bustard (GIB) potential zone (or priority zone) marked in the map which is part of the order of the Hon’ble Supreme Court order dated 19.04.2021, in the petition No.838 of 2019 regarding Great Indian Bustard (GIB) case, the applicant has to comply with the directions of the Hon’ble Supre me Court, with regard to undergrounding of the above overhead transmission line and/or fixing of bird diverters, as the case may be as per the Hon’ble Supreme Court Order dated 19.04.2021 and the directions of the technical committee constituted by the Hon ’ble Supreme Court in this regard.
