It recites that the Ministry had earlier granted prior approval under section 68(1) of the Act vide letter 25-17/21/2023-PG dated 27.09.2023; that the applicant published notice in Indian Express and Dainik Bhaskar on 31.01.2024 and in the Weekly Gazette of India on 10.02.2024; and that, per an affidavit dated 15.04.2024, 4 objections/representations were received and addressed with no further objections within the statutory two-month period. The authorization is granted for 25 years subject to conditions including obtaining consent of local bodies, Railways and Highway authorities; complying with Appropriate Commission regulations; operating only after approval of the Electrical Inspector/Chief Electrical Inspector; submitting Civil Aviation and Defence clearances to the Central Electricity Authority; and complying with Supreme Court directions in Petition No. 838 of 2019 concerning the Great Indian Bustard (GIB) if the route falls within a GIB potential or priority zone.

L.-33004/99 The Gazette of India CG-DL-E-22062024-254870 EXTRAORDINARY PART II-Section 3-Sub-section (ii) PUBLISHED BY AUTHORITY No. 2282] NEW DELHI, FRIDAY, JUNE 21, 2024/JYAISHTHA 31, 1946 MINISTRY OF POWER ORDER New Delhi, the 20th June, 2024 S.O. 2402(E).—Whereas M/s Juniper Green Stellar Private Limited has its registered address at F-9, First Floor, Manish Plaza 1 Plot No 7, MLU Sector10, Dwarka, New Delhi, India has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line under "Transmission System for providing connectivity to Juniper Green Stellar Private Limited for its proposed 365MW Solar Power Project in Barmer District of Rajasthan to Fatehgarh IV ISTS PS 220kV". And whereas, Ministry of Power, Government of India vide its letter 25-17/21/2023-PG dated 27.09.2023 had granted prior approval under section 68(1) of the Electricity Act, 2003 for the overhead line covered under "Transmission System for providing connectivity to Juniper Green Stellar Private Limited for its proposed 365MW Solar Power Project in Barmer District of Rajasthan to Fatehgarh IV ISTS PS 220kV". M/s Juniper Green Stellar Private Limited has published notice for transmission scheme in local newspapers Indian Express (in English) dated 31.01.2024, Dainik Bhaskar (in Hindi) dated 31.01.2024 and in Weekly Gazette of India dated 10.02.2024 for the general public to make observations/representations on the proposed transmission route within 2 Months from the date of publication. Subsequently, M/s Juniper Green Stellar Private Limited has submitted an affidavit dated 15.04.2024 declaring that 4 observations/representations from public on the proposed route alignment has been received and clarification/reply has been given by M/s Juniper Green Stellar Private Limited, except this no further observation/representation was received within 2 Months from the date of Publication in the official gazette of Government of India. And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for laying of electric lines under "Transmission System for providing connectivity to Juniper Green Stellar Private Limited for its proposed 365MW Solar Power Project in Barmer District of Rajasthan to Fatehgarh IV ISTS PS 220kV: 1. Juniper Green Stellar Private Limited Solar Power Project - Fatehgarh-IV PS 220 kV S/C line on D/C tower (2-3 km line will be implemented as S/C line on M/C tower towards entry of Fatehgarh-IV PS.) The approval is granted for 25 years. ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National Highways, State Highways etc. before erection of proposed line. iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government. v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. vi. M/s Juniper Green Stellar Private Limited shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection. vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the Great Indian Bustard (GIB) potential zone (or priority zone), the applicant has to comply with the orders of the Hon'ble Supreme Court in the petition No.838 of 2019 regarding Great Indian Bustard (GIB) case, and the directions of the technical/expert committee constituted by the Hon'ble Supreme Court in this regard.
