The Ministry of Power, via S.O. 3804(E) dated 19th August, 2025, notified three transmission schemes under the Tariff Based Competitive Bidding (TBCB) mode. This action is taken by the Central Government under sub-para 3.2 of Para 3 of the Guidelines circulated under Section 63 of the Electricity Act, 2003 (No. 36 of 2003), based on recommendations from the 31st meeting of the National Committee on Transmission. The first scheme, "Network Expansion Scheme for drawal of power at South Kalamb S/s: Part A," has a tentative implementation timeframe of 24 months from the SPV transfer date, with PFC Consulting Limited as the Bid-Process Coordinator (BPC). Its scope includes creating new 765 kV and 400 kV Bus Sections, installing 3x1500 MVA, 765/400 kV ICTs, and LILO (Line In Line Out) arrangements for multiple 400 kV lines at South Kalamb S/s, requiring the South Kalamb S/s TSP to provide space free of cost. The second scheme involves "Transmission system strengthening for integration of additional RE potential at Davanagere (0.25 GW) and Bellary (2.75 GW)," also with a 24-month tentative implementation timeframe, and REC Power Development and Consultancy Limited as BPC. This scheme includes augmenting transformation capacity at Davanagere PS with 2x1500 MVA, 765/400 kV ICTs, adding 220 kV and 400 kV line bays there, augmenting Bellary PS with 6x500 MVA, 400/220 kV ICTs, establishing a Bellary – Davanagare 2nd 400 kV (Quad) D/c line (~80 km), and adding 220 kV line bays at Bellary PS, with TSPs of both PS providing space. The third scheme is "Transmission system strengthening at Tumkur-II for integration of additional RE potential (1.5 GW)," with a 24-month timeframe and PFC Consulting Limited as BPC. Its scope covers augmenting Tumkur-II PS with 3x500 MVA, 400/220 kV ICTs, constructing a Tumkur-II – Madhugiri 400 kV (Quad) D/c line (~100 km), installing a ±300 MVAR STATCOM at Tumkur-II PS, and adding 220 kV line bays, with TSPs of Tumkur-II PS and POWERGRID providing space. The appointment of BPCs is subject to Ministry of Power Guidelines, and BPCs must ensure Right of Way (RoW) optimization as per the CEA's Committee report dated 24.09.2024, with route finalization requiring validation on the PM Gati Shakti portal and physical survey.
