Detailed Summary

The Ministry of External Affairs, by Notification S.O. 2284(E) dated 19th May, 2025, issued in New Delhi, declares that specific provisions of the United Nations (Privileges and Immunities) Act, 1947 (46 of 1947) shall apply to the Secretariat of the Global Biofuels Alliance (GBA), its representatives and officials. This declaration is made by the Central Government in exercise of the powers conferred by section 3 of the said 1947 Act. The provisions declared applicable are section 1 of Article I, provisions under Article II, section 9 of Article III, sections 18 and 20 of Article V, and sections 22 and 23 of Article VI of the Schedule to the Act, applying mutatis mutandis. This action follows the Government of India signing the Host Country Agreement with the Global Biofuels Alliance on 11th October, 2024, for establishing the GBA Secretariat in India, where Article X of the Agreement provides for such privileges and immunities, which the Central Government deems expedient to extend under the 1947 Act.

L.-33004/99 The Gazette of India CG-DL-E-21052025-263272 EXTRAORDINARY PART II-Section 3-Sub-section (ii) PUBLISHED BY AUTHORITY No. 2230] NEW DELHI, WEDNESDAY, MAY 21, 2025/VAISAKHA 31, 1947 MINISTRY OF EXTERNAL AFFAIRS NOTIFICATION New Delhi, the 19th May, 2025 S.O. 2284(E).- Whereas, the Government of India signed the Host Country Agreement with the Global Biofuels Alliance on 11th October, 2024 for establishing the Secretariat of the Global Biofuels Alliance (GBA) in India; And whereas, Article X of the Host Country Agreement provides for privileges and immunities of the Secretariat of the Global Biofuels Alliance, its representatives and officials; And whereas, the Central Government considers it expedient to extend the necessary privileges and immunities provided under the United Nations (Privileges and Immunities) Act, 1947 (46 of 1947) to the Secretariat of the Global Biofuels Alliance, its representatives and officials in accordance with Article X of the above mentioned Host Country Agreement. Now, therefore, in exercise of the powers conferred by section 3 of the United Nations (Privileges and Immunities) Act, 1947 (46 of 1947), the Central Government hereby declares that the provisions of section 1 of Article I, provisions under Article II, section 9 of Article III, sections 18 and 20 of Article V and sections 22 and 23 of Article VI of the Schedule to the said Act shall apply, mutatis mutandis, to the Secretariat of the Global Biofuels Alliance (GBA), its representatives and officials.
