L. -33004/99 EXTRAORDINARY PART II —Section 3 —Sub-section ( ii) PUBLISHED BY AUTHORITY No. 4420] NEW DELHI, FRIDAY , OCTOBER 20, 2023/ ASVINA 28, 1945 CG-DL-E-20102023-249588 MINISTRY OF CIVIL AVIATION NOTIFICATION New Delhi, the 17th October , 2023 S.O. 4594(E).— Whereas, the use of Aadhaar as identity document simplifies the Government delivery processes, brings in transparency and efficiency, and enables applicants to get their work done directly in a convenient seamless ma nner, and Aadhaar obviates the need for producing multiple documents to prove one's identity; And whereas, in pursuance of sub -clause (ii) of clause (b) of sub -section 4 of Section 4 of the Aadhaar Act, 2016 (18 of 2016) read with rule 3 of the Aadhaar Aut hentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020, the Central Government may allow Aadhaar authentication on a voluntary basis by requesting entities, in the interest of good governance, promoting ease of living of reside nts and enabling better access to services for them; Now, therefore, as per approval received from the Ministry of Electronics and Information Technology, vide O.M. F. No. 10(11)/ 2023 -EG-II dated 23rd April 2023, the Ministry of Civil Aviation, Government of India, for the purpose of usage of digital platforms to ensure good governance, herby notifies the following, namely: 1. Digi Yatra Foundation, a not -for-profit company, to perform Aadhaar authentication, on voluntary basis, for verification and e -KYC, of passengers on the Digi Yatra App or Program. 2. Digi Yatra Foundation shall make all the required arrangements for wide publicity through media to make citizens aware of the requirements of Aadhaar for availing contactless services through implementing agencies. 3. The contactless services for which a citizen requires to undergo Aadhaar authentication are as under: (a) Enrolment of the citizen into the Digi Yatra App or Program; (b) Seamless, hassle -free passenger experience using single token face biom etrics at airport check points across India; and (c) Seamless identification validation using the Digi Yatra App credentials at any other Checkpoints, Public places, Travel, Tourism and Hospitality sectors where Identity validation is required for citizen access to places and services.
