NOTIFICATION
New Delhi, the 17th May, 2024
S.O. 2010(E).- Whereas by the notification of the Government of India in the Ministry of Coal number
S.O. 2876(E), dated the 03rd July, 2023 published in the Gazette of India, Part II, Section 3, Sub-section (ii), dated the
03rd July, 2023 issued under sub-section (1) of section 4 of the Coal Bearing Areas (Acquisition and Development)
Act, 1957 (20 of 1957) (hereinafter referred to as the said Act), the Central Government gave notice of its intention to
prospect for coal in 42.000 hectares (approximately) or 103.782 acres (approximately) of the land in the locality
specified in the Schedule annexed to that notification;
And whereas the Central Government is satisfied that coal is obtainable in a part of the said land specified in
the Schedule appended to this notification;
Now, therefore, in exercise of the powers conferred by sub-section (1) of section 7 of the said Act the
Central Government hereby gives notice of its intention to acquire the land measuring 42.000 hectares
(approximately) or 103.782 acres (approximately) and all rights in or over the said land specified in the Schedule
appended hereto:
Note 1: The plan bearing number SECL/BSP/GM(L and R)/Land/09, dated the 22nd March, 2024, the area covered by
this notification may be inspected in the office of the Collector, District Raigarh (Chhattisgarh) or in the office of the
Coal Controller, Ministry of Coal, Scope Minar, 5th Floor, Core – II, Laxmi Nagar, Delhi – 110092 or in the office
of the South Eastern Coalfields Limited (Revenue Section), Seepat Road, Bilaspur-495006 (Chhattisgarh).
Note 2: Attention is hereby invited to the provisions of section 8 of the said Act which provides as follows:-
"8 Objection to Acquisition.- (1) Any person interested in any land in respect of which a notification under section 7
has been issued, may, within thirty days of the issue of the notification, object to the acquisition of the whole or any
part of the land or of any rights in or over such land.
Explanation. - It shall not be an objection within the meaning of this section for any person to say that he himself
desires to undertake mining operations in the land for the production of coal and that such operations should not be
undertaken by the Central Government or by any other person.
(2) Every objection under sub-section (1) shall be made to the competent authority in writing, and the competent
authority shall give the objector an opportunity of being heard either in person or by a legal practitioner and shall,
after hearing all such objections and after making such further inquiry, if any, as he thinks necessary, either make a
report in respect of the land which has been notified under sub-section (1) of section 7 or of rights in or over such
land, or make different reports in respect of different parcels of such land or of rights in or over such land, to the
Central Government, containing his recommendations on the objections, together with the record of the proceedings
held by him, for the decision of that Government.
(3) For the purposes of this section, a person shall be deemed to be interested in land who would be entitled to claim
an interest in compensation if the land or any rights in or over such land were acquired under this Act."
Note 3: The Coal Controller, Ministry of Coal, Scope Minar, 5th Floor, Core – II, Laxmi Nagar, Delhi – 110092, has
been appointed by the Central Government as the competent authority under section 3 of the said Act, vide
notification number S.O. 905, dated the 20th March, 1987, published in Part II, Section 3, Sub-section (ii) of the
Gazette of India, dated the 4 April, 1987.

Boundary Description:
A-B Line starts from point 'A' and passes through Silot Forest Range towards south-east direction alongside the
boundary of Pelma village and meets at point 'B'.
B-C Line starts from point 'B' and passes through Silot Forest Range towards south-east direction and meets at point
'C'.
C-D Line starts from point 'C' and passes through Silot Forest Range towards south-east direction and meets at point
'D'.
D-E Line starts from point 'D' and passes through Silot Forest Range towards south-east direction alongside the
boundary of Madwadumar village and meets at point 'E'.
E-F Line starts from point 'E' and passes through Silot Forest Range towards north-west direction and meets at point
'F'.
F-G Line starts from point 'F' and passes through Silot Forest Range towards south-east direction and meets at point
'G'.
G-H Line starts from point 'G' and passes through Silot Forest Range towards south-west direction and meets at point
