NOTIFICATION
New Delhi, the 18th July, 2023
S.O. 3241(E).—Whereas M/s Renew Dinkar Urja Private Limited, the applicant with its registered office at
138 Ansal ChamberS -II, Bhikaji Cama Place, New Delhi -110066 India, has applied for authorization under Section
164 of the Electricity Act, 2 003 for laying of electric line under the transmission scheme “Installation of the dedicated
overhead transmission line included in the transmission sy stem for providing connectivity to “Renew Dinkar Urja
Private Limited” for its 200MW Solar Power Plant in Bikaner, Rajasthan”.
And whereas, CEA, Ministry of Power, Government of India vide its letter No. CEA -PS-11- 21(25)/1/2018 -
PSPA -I Division -Part (1)/48 2-483 dated 06.12.2022 had granted prior approval under section 68(1) of the Electricity
Act, 2003 to M/s Renew Dinkar Urja Private Limited for the overhead line covered under the transmission scheme
“Installation of the dedicated overhead transmission lin e included in the transmission system for providing
connectivity to “Renew Dinkar Urja Private Limited” for its 200MW Solar Power Plant in Bikaner, Rajasthan”.
M/s Renew Dinkar Urja Private Limited had published notice for transmission scheme in local news papers
dated 23.12.2022 (Times of India, Dainik Bhaskar and Dainik Rajasthan Pradeep) and in Weekly Gazette of India
dated 14.01.2023 to 20.01.2023 for the general public to make observations/representations on the proposed
transmission route within 60 day s from the date of publication. Subsequently, M/s Renew Dinkar Urja Private Limited
has submitted an affidavit dated 16.03.2023 declaring that no objection has been received from public within 60 days
of publication of Public Notice for the above transmiss ion scheme in newspapers / Gazette of India.
And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity
Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to t he placing of
telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so
established or maintained for laying of electric lines covered under the transmission scheme “Installation of the
dedicated overhead transmission line included in the transmission system for providing connectivity to “Renew
Dinkar Urja Private Limited” for its 200MW Solar Power Plant in Bikaner, Rajasthan”. The following overhead line is
covered under this transmission scheme:
1. Renew Di nkar Urja Private Limited Solar Power Plant -Bikaner -II (ISTS) PS 220kV S/C line
The above overhead line included under the scheme will pass through, over, around and between the
following villages, towns and cities:

Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the
Electricity Act, 2003, confer s all the powers to M/s Renew Dinkar Urja Private Limited for laying above overhead
line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph
lines and posts for the purposes of a telegraph establis hed or maintained, by Government or to be established or
maintained subject to following terms and conditions for installing the above mentioned lines, namely:
i. The approval is granted for 25 years;
ii. The Applicant shall have to seek the consent of the concer ned authorities i.e. local bodies, Railways,
National Highways, State Highways etc. before erection of proposed lines;
iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding
transmission, O&M, open access, etc., framed under Electricity Act, 2003.
iv. The Applicant shall operate the lines after approval of Electrical Inspector / Chief Electrical Inspector
of Central Government.
v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act , 2003
and the rules made there under by the applicant.
vi. M/s. Renew Dinkar Urja Private Limited shall have to submit the requisite clearances to Central
Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defence
etc., at the time of Electrical Inspection.
vii. In case, the route of above overhead lines (or some portion of the route of above overhead line ) falls in
the Great Indian Bustard (GIB) potential zone (or priority zone) marked in the map which is part of the
order of the Hon’ble Supreme Court order dated 19.04.2021, in the petition No.838 of 2019 regarding
Great Indian Bustard (GIB) case, the applicant has to comply with the directions of the Hon’ble
Supreme Court, with regard to undergrounding of the above over head transmission line and / or fixing
of bird diverters, as the case may be as per the Hon’ble Supreme Court Order dated 19.04.2021 and the
directions of the technical committee constituted by the Hon’ble Supreme Court in this regard.
