NOTIFICATION
New Delhi, the 18th July, 2023
S.O. 3239(E).—Whereas M/s Grian Energy Private Limited, the applicant with its local correspondence
office at Level 6, Emaar - The Palm Square, Golf Course Extension Road, Sector -66, Gurgaon -122102, Haryana,
India has applied for authorization under Section 164 of the Electricity Act, 2 003 for laying of dedicated overhead
transmission line under the transmission scheme ―Dedicated overhead transmission line included in the transmission
system for providing connectivity to Grian Energy Private Limited, Onevolt Energy Private Limited and Am plus Ages
Private Limited for their Solar Power Plants of capacity 100 MW each in Bikaner, Rajasthan‖
And whereas, CEA, Ministry of Power, Government of India vide its letter no. CEA -PS-11-21(25)/1/2018 -
PSPA -I Division/399 dated 11.11.2022 had granted prio r approval under section 68(1) of the Electricity Act, 2003 to
M/s Grian Energy Private Limited for the dedicated overhead line covered under the transmission scheme ―Dedicated
overhead transmission line included in the transmission system for providing co nnectivity to Grian Energy Private
Limited, Onevolt Energy Private Limited and Amplus Ages Private Limited for their Solar Power Plants of capacity
100 MW each in Bikaner, Rajasthan‖.
M/s Grian Energy Private Limited has published notice for transmission s cheme in local newspapers dated
06.02.2023 (Hindustan Times -English) and 08.02.2023 (Dainik Bhaskar -Hindi) and in Weekly Gazette of India dated
04.03.2023 for the general public to make observations/representations on the proposed transmission route within 60
days from the date of publication. Subsequently, M/s Grian Energy Private Limited has submitted an affidavit dated
29.05.2023 declaring that no objection/observation/representation was received within two months from the date of
Publication in the offi cial gazette of Government of India.
And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity
Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the plac ing of
telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so
established or maintained for laying of electric lines under the transmission scheme ―Dedicated overhead transmission
line included in the t ransmission system for providing connectivity to Grian Energy Private Limited, Onevolt Energy
Private Limited and Amplus Ages Private Limited for their Solar Power Plants of capacity 100 MW each in Bikaner,
Rajasthan‖. The following overhead line is covere d under this transmission scheme:
1. Common Pooling Station of Onevolt Energy Private Limited, Grian Energy Private Limited, Amplus Ages
Private Limited – Bikaner -II PS 220 kV S/c line on M/c Towers {Total line length is 2.89 kms (approx.)}
The transmission l ine covered under the above scheme will pass through, over, around and between the following
villages, towns and cities of Rajasthan:

Now, after careful consideration, Ministry of Pow er, Government of India, under section 164 of the
Electricity Act, 2003, confers all the powers to M/s Grian Energy Private Limited for laying above overhead line,
which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to pla cing of telegraph lines
and posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained
subject to following terms and conditions for installing the above mentioned line, namely:
i. The approval is granted for 25 years.
ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways,
National Highways, State Highways etc. before erection of proposed line.
iii. The Applicant shall have to follow regulations/codes of the Appr opriate Commission regarding
transmission, O&M, open access, etc., framed under Electricity Act, 2003.
iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of
Central Government.
v. The approval is subject t o compliance of the requirement of the provisions of the Electricity Act, 2003
and the rules made there under by the applicant.
vi. M/s Grian Energy Private Limited shall have to submit the requisite clearances to Central Electricity
Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the
time of Electrical Inspection.
