The Ministry of Coal, Government of India, via Resolution F. No. E-11016/1/2024 dated 19th June, 2025, has reconstituted the Hindi Salahkar Samiti. This reconstitution supersedes previous Ministry of Coal Resolutions No. E 11016/1/2019 Hindi dated 06th January, 2017, and 19th September, 2021. The decision is in pursuance of Ministry of Home Affairs, Department of Official Language OMs No. II/20015/45/87-0L (A-2) dated 15th March, 1986, and 4th May, 1989. The Samiti's composition includes the Minister of Coal as Chairman, the Minister of State for Coal as Deputy Chairman, 15 non-official members nominated by entities such as the Ministry of Parliamentary Affairs, Committee of Parliament on Official Language, Rashtrabhasha Prachar Samiti, Hindi Prachar Sabha, the Hon'ble Minister, and the Department of Official Language, and 21 official members including various secretaries and Chairmen/CMDs of Coal PSUs like Coal India Ltd. and its subsidiaries, NLC India Ltd., the Coal Controller, and the Commissioner of Coal Mines Provident Fund Organisation. The Samiti's function is to advise on implementing Official Language provisions, Acts, Rules, Kendriya Hindi Samiti decisions, and Department of Official Language directives to promote the progressive use of Hindi within the Ministry of Coal and its subordinate entities. The tenure of the Samiti is ordinarily three years from its constitution date, with specific conditions for Members of Parliament and ex-officio members, and the Ministry of Coal can curtail or extend this tenure. Its headquarters are in New Delhi. Travelling and Daily Allowances for members are governed by the “Members of Parliament (Salary, Allowance & Pension) Act, 1954” and specific Office Memoranda from the Department of Official Language, including O.M. Functions of the Samiti The function of this Samiti will be to advise on the implementation of the Official Language provisions in the Constitution, provisions of Acts and Rules, decisions of the Kendriya Hindi Samiti and the directives and instructions issued by the Department of Official Language, Ministry of Home Affairs as per the policies laid down regarding the use of Hindi in official work and to promote the progressive use of Hindi in the Ministry of Coal and its subordinate offices/autonomous bodies/companies. 3. Tenure (i) Term of the Samiti will be ordinarily for three years from the date of its constitution, provided. (ii) A member of Parliament nominated to the Samiti will cease to be the member of the Samiti as soon as he ceases to be member of Parliament ; (iii) Ex-officio Members of the Samiti shall continue as members as long as they hold office by virtue of which, they are members of this Samiti. (iv) If a vacancy arises in the Samiti due to death or resignation from the membership of the Samiti by any member, the member so appointed against that vacancy, will hold office for the residual term of three years; and (v) In special circumstances, the tenure of the Samiti may be curtailed or extended by Ministry of Coal. 4 GENERAL The Headquarters of the Samiti shall be at New Delhi, but if considered necessary it may hold its meetings at any other place also. 5 T.A. AND OTHER ALLOWANCES (a) The Members of Parliament nominated in the Samiti, will be paid Travelling Allowance/Daily Allowance as per the provisions in the “Members of Parliament (Salary, Allowance & Pension) Act, 1954" and amendments issued from time to time and rules made thereunder vide Department of Official Language Office Memorandum No. II/20034/04/2005-O.L (Policy-2), dated 03 February, 2006 for participating in meetings of the Samiti. (b) Travelling Allowance/Daily Allowance to other non-official members of the Samiti, will be paid as per the guidelines contained in the Department of Official Language O.M. No.II/20034/04/86-OL(A-2) dated 22.1.1987 keeping in view the high level status of the Committee and in accordance with the prescribed rates and rules as amended from time to time by the Government of India. ORDER Ordered that a copy of this resolution be communicated to all members, all State Governments and Union Territory Administrations, President's Secretariat, Vice-President's Secretariat, Prime Minister's Office, Cabinet Secretariat, Ministry of Parliamentary Affairs, Lok Sabha Secretariat, Rajya Sabha Secretariat, Niti Aayog, Comptroller & Auditor General of India, Accountant General of Central Revenue, Committee of Parliament on Official Language and all Ministries/Departments of the Government of India and Ministry of Coal and all Companies/ Subordinate offices/ Undertakings / Autonomous Bodies under its control.
