Amendment to the Guidelines for Tariff Based Competitive Bidding Process for Procurement of Power from Grid Connected Solar PV Power Projects

EXTRAORDINARY PART I—Section 1 PUBLISHED BY AUTHORITY No. 292] NEW DELHI, FRIDAY, NOVEMBER 17, 2023/KARTIKA 26, 194 5 CG-DL-E-18112023-250123 MINISTRY OF POWER RESOLUTION New Delhi, the 17th November, 2023 Amendment to the Guidelines for Tariff Based Competitive Bidding Process for Procurement of Power fro m Grid Connected Solar PV Power Projects No. 48 -19/2/2023 -NRE.—The Guidelines for Tariff Based Competitive Bidding Process for Procurement of Power from Grid Connected Solar PV Power Projects have been notified vide Resolution No. 27/01/2023 -RCM published in the Gazette of India (Extraordinary) (Part1 - Section 1) on 28thJuly 2023. 2. The Central Government hereby notifies the following amendment in the said guidelines dated 28th July, 2023: - Clause 13.5 of the existing guidelines is substituted with the fol lowing, Clause 13.5: Early Commencement of Supply of Power : The Solar Power Generator shall be permitted for commencement of supply of power corresponding to full as well as part contracted capacity, even prior to the SCSD. The developer shall give fifteen (15) days advance notice to both End Procurer(s) and Intermediary Procurer regarding the advance commissioning of full or part capacity. The End Procurer(s) and Intermediary Procurer shall give acceptance for availing such power within15 days from the dat e of service of notice. In case both the End Procurer(s) and Intermediary Procurer do not give their acceptance to purchase power within the stipulated period, the developer can sell the power to the extent not accepted by the End Procurer(s) and Intermedi ary Procurer in the power exchanges or through bilateral arrangements. Provided that in case both the End Procurer(s) and Intermediary Procurer give their acceptance to purchase power, the End Procurer(s) will be accorded priority in availing such power. Provided further that in such cases tariff payable by the End Procurer(s) and Intermediary Procurer shall be equal to the PPA tariff.
