L. -33004/99 EXTRAORDINARY PART II —Section 3 —Sub-section ( ii) PUBLISHED BY AUTHORITY No. 3097] NEW DELH I, TUES DAY, JULY 18, 2023/ ASHADHA 27, 1945 CG-DL-E-18072023-247420 MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE NOTIFICATI ON New Delhi, the 18th July, 2023 S.O. 3229(E).—Whereas the Government of India in the Ministry of Environment, Forest and Climate Change vide S.O. 2779 (E) dated 26th June, 2023 (herein after referred as ‘the draft notification’) issued a notification containing draft provisions of Green Credit Programme Implementation Rules, 2023, under sub -section 2(iii) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) on 27th June 2023; Whereas, through the publication of the draft notification, notice was given for the information of the public likely to be affected and mentioned that the objections or suggestions, which may be received from any person with respect to the said Notification within the per iod 60 days from the date of publication of the draft in the official Gazette, will be taken into consideration by the Central Government; Whereas, the draft notification specified that the said notification will be taken into consideration on or after the expiry of a period of sixty (60) days from the date of publication of the draft in the official Gazette; Whereas, the draft notification provides the framework only for implementation and mechanism for operationalisation of the Green Credit Programme; Whereas, several consultations have been undertaken with the concerned stakeholders and suggestions/comments have also been received from the stakeholders on the draft provisions of Green Credit Programme Implementation Rules, 2023; Whereas, inter -ministerial consultations have been conducted and suggestions/comments have been provided through the said consultations; Now, therefore, in exercise of powers conferred by sub -section 2(iii) of section 3 of the Environment (Protection) Act, 1986 (29 of 198 6), the Central Government hereby fixes 31st July, 2023 as the last date for seeking suggestions or comments, instead of the notice period of sixty days as mentioned in the draft notification, in order to give effect to the final notification for promotion of voluntary environmental actions.
