No. A.60011/34/2016/HRPC.— In exercise of the powers conferred by sub-section (1) read with clause (b) of sub-section (2) of section 42 of the Airports Authority of India Act, 1994 (55 of 1994), the Airports Authority of India, with the approval of the Central Government, hereby makes the following Regulations to amend the Airports Authority of India (Recruitment and Promotion) Regulations, 2020, namely:- 1. SHORT TITLE AND COMMENCEMENT: 1.1 These may be called the Airports Authority of India (Recruitment and Promotion) Amendment Regulations, 2026. 1.2 These shall come into force on the date of their publication in the Official Gazette. 2. In the Airports Authority of India (Recruitment and Promotion) Regulations, 2020 (hereinafter referred to as the said Regulations), in regulation 6, in sub-regulation 6.1, in clause (i), the Note shall be renumbered as Note 1, thereof and after Note 1, as so renumbered, the following Note shall be inserted, namely: - "Note 2: No direct recruitment in Air Traffic Control cadre and Communication Navigation and Surveillance cadre in E-3 and E-6 level shall be made." 3. In the said Regulations, in regulation 8, - (A) for clause (iv), the following clause shall be substituted, namely: - "(iv)(a) For recruitment in Junior Executive (E-1 Level/ Grade) for the discipline where eligibility criteria is Engineering graduate including Information Technology discipline where eligibility criteria is Engineering graduate or Masters in Computer Application in accordance with Annexure-I of these Regulations, applications shall be invited from Graduate Aptitude Test in Engineering qualified candidates with score of last three years without fixing any minimum qualifying criteria and selection will be made as per merit list prepared based on Graduate Aptitude Test in Engineering score of applied candidates. (b) In respect of recruitment at Junior Executive (E-1 Level/ Grade) in other disciplines, where eligibility requirement is other than the Engineering graduate, selection shall be made on the basis of merit in the online examination conducted by Authority."; (B) after clause (v), the following clauses shall be inserted, namely: - "(vi) Equal weightage criteria for written examination i.e. 50% for subject related and 50% for general knowledge shall be adopted across all disciplines with respect to departmental examinations for the post of Junior Executive (E-1 Level/Grade). (vii) Equal opportunity shall be provided for persons with disabilities in accordance with the law for the time being in force.; (viii) For direct recruitment to the post of Junior Assistant (Fire Services) (NE-4), the level for written examination shall be as per table below: - Table Basic Arithmetic | 25 marks | 10th standard level Basic Science | 25 marks | Elementary English / Grammar | 25 marks | 12th standard level General Knowledge | 25 marks | Total | 100 marks | The minimum passing marks shall be 50 out of 100 for General category candidates and 40 out of 100 for Scheduled Caste and Scheduled Tribe category candidates and the time duration for written examination shall be two hours." 17 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III-SEC.4] 4. In the said Regulations, in regulation 10, for regulation 10, the following regulation shall be substituted, namely: - "10 Age: The maximum age- limit for each post shall not exceed as provided in the 'direct recruitment' and nothing in these regulations shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen, and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard: Provided that the departmental employees shall be allowed up to fifty years of age to appear in various departmental examinations and age relaxation of maximum ten years shall be extended to departmental candidates for appearing in direct recruitment. 10.1 Fee: Fee shall be payable for direct recruitment as specified in this behalf from time to time: Provided that the candidates belonging to Scheduled Caste and Scheduled Tribe categories, Persons with Disability, Women candidates and other relaxations provided by Government of India from time to time shall be exempted from payment of fees. 10.1.1 Those apprentices who have successfully completed one year of Apprenticeship Training in Airports Authority of India, as per the Apprentices Act, 1961 (52 of 1961) shall be exempted for submitting application fees required for direct recruitment in Airports Authority of India subject to fulfilment of other requirements stipulated in the respective recruitment advertisement.” 5. In the said Regulations, in regulation 13, in sub-regulation 13.1, for clause (ii) shall be omitted. 6. In the said Regulations, in regulation 15, - (A) after sub-regulation 15.2, the following sub-regulations shall be inserted, namely: - "15.2.1 The number of posts reserved for Ex-Servicemen as well as disabled Ex- Servicemen and dependents on defence servicemen killed in action shall be indicated in the advertisement being issued by the Regions including Establishment at Corporate Headquarters and to fill up the same as per guidelines, in the matter. 15.2.2 The specifications for qualifying medical tests, sequence of physical endurance test and requirement of possessing the type of driving license shall be specifically notified while advertising for the post in Fire Services.”; (B) for sub-regulation 15.7, the following sub-regulation shall be substituted, namely: - "15.7 The number of candidates to be considered for filling up the vacancies by direct recruitment and 25% Departmental Examination (DE) quota will normally be five times the number of vacancies to be filled and where the numbers of such candidates are less than five times the vacancies to be filled, all the qualified candidates shall be considered by the Selection Committee. However, where the vacancies are limited (upto 10) to be filled by direct recruitment and the number of candidates who apply and fulfil the prescribed criteria are more, the criteria for calling of candidates shall be decided by the Competent Authority. 15.7.1 To squeeze time line, initially candidates shall be called two times of the number of vacancies and final result would be declared. To fill unfilled vacancies, if any, candidates may be called as per requirements from overall five times. This shall not be applicable in case of Fire Services and the other recruitments where interviews are mandatory after Computer Based Test. Likewise, the number of candidates to be called for document verification will be up to five times the number of vacancies. However, to squeeze timeline, initially candidates shall be called two times of the number of vacancies. In case vacancies still remain unfilled candidates may be called from overall up to five times from number of vacancies as per the requirement, duly following as per the extant instructions."; (C) for sub-regulation 15.8, the following sub-regulation shall be substituted, namely: - "15.8 The qualification marks in the written or competitive exam for various posts (DR & DE) shall be 50% marks for General and Other Backward Class candidates and 40% marks for Scheduled Category or Scheduled Tribe candidates. In respect of candidates with Benchmark Disabilities, irrespective of their category (Unreserved or Other Backward Class or Scheduled Caste or Scheduled Tribe), the qualifying marks in written or competitive exam shall be 40%. This is subjected to fitness of such candidate for appointment to the post (s) in Airports Authority of India." 18 THE GAZETTE OF INDIA: EXTRAORDINARY [PART III-SEC.4] 7. In said Regulations, for regulation 36, the following regulation shall be substituted, namely:- “36. POWER TO RELAX: Where the Authority is of the opinion that it is necessary or expedient to do so, it may by order for reasons to be recorded in writing, relax any of the provisions of these Regulations with respect to any class or category of persons or posts with the prior approval of Central Government." 8. In said Regulations, in Annexure- I, - (A) against the Sl. Nos. 1, 3, 4, 8, 10 and 19 entries relating thereto, the following Sl Nos. and entries shall respectively be substituted, namely: - "Sl. No. | Department | Qualification 1 | Air Traffic Control (ATC) | Bachelor degree of three years in science (Bachelors in science) with | | Physics and Mathematics from Recognised University or Bachelor | | degree in Engineering or Technology in any discipline from | | Recognised University. | | (Note 1: Physics and mathematics should be subjects in any one of their | | semesters' curriculums). | | Note 2: The candidates shall have minimum proficiency in both spoken | | and written English of the level of 10+2 standard (the candidate shall | | have passed English as one of the subjects in 10th or 12th standard). 3 | Civil | Bachelor's Degree in Engineering or Technology in Civil. | | Note: In case of departmental examination, employees possessing | | Diploma in Civil Engineering with minimum 05 years of experience in | | the relevant field and should at least be at the level of Senior Assistant | | (NE-6) (Civil). The condition of experience and being at the level of | | Senior Assistant (NE-6) will not apply for those employees who are | | possessing Bachelor's Degree in Engineering or Technology in Civil. 4 | Electrical | Bachelor's Degree in Engineering or Technology in Electrical | | Note: In case of departmental examination, employees possessing | | Diploma in Electrical Engineering with minimum 05 years of | | experience in the relevant field and should at least be at the level of | | Senior Assistant (NE-6) (Electrical). The condition of experience and | | being at the level of Senior Assistant (NE-6) will not apply for those | | employees who are possessing Bachelor's Degree in Engineering or | | Technology in Electrical. 8 | Cargo | Graduate in Science and Master's in Business Administration of two | | years' duration; | | Or | | Bachelor's Degree in Engineering or Technology. 10 | Finance | Master's in Business Administration with specialization in Finance or | | Post Graduate Diploma in Management with specialization in Finance | | or Cost Accountant or Chartered Accountant or Chartered Financial | | Analyst. 19 | Survey & Cartography | Bachelor's Degree in Engineering or Technology in Civil or Master's | | in Science in Geography or Master's in Remote Sensing and | | Geographic Information Systems or Master's in Geo-informatics or | | Masters in Geomatics" 19 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III-SEC.4] (B) under the table, for paragraph 1 with heading "Percentage of Marks", following paragraph shall be substituted, namely:- "1. Percentage of Marks : Minimum Pass Marks:- Note: (i) Degree or Diploma or Certificate or Membership examination should be from any of the Universities incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University under section 3 of the University Grants Commission Act, 1956. (ii) Degrees or Diplomas (as the case may be) acquired in Open and Distance mode from University Grants Commission recognised universities or All India Council for Technical Education approved courses, wherever applicable, shall be considered for the purpose of Direct Recruitment in Airports Authority of India."; (C) for paragraph 2, following paragraph shall be substituted, namely: - "Experience: (i) No experience is essential for direct recruitment as Junior Executive (E-1 Level/Grade) except for the post of Junior Executive (E-1 Level /Grade) of Official Language. (ii) post-qualification work experience of three years' relevant to the post for direct recruitment to Manager (E-3 Level/Grade). (iii) post-qualification work experience of eight years' relevant to the post (including four years' service at Senior Manager (E-4) Level/Grade or above of Authority) for direct recruitment to the post of Deputy General Manager (E-6). Explanation: 1. Experience from the Central or State Government or Public Sector Undertakings or Large Private Sector organisations or Institutions or company of repute; 2. Large Private Sector organisations or Institutions or company of repute shall include any one of the following : (a) Listed companies (which would mean and include companies listed on National Stock Exchange or Group A or B of Bombay Stock Exchange) - corresponding to the years of experience. (b) Experience acquired from Organisation or Institution or Companies with more than 250 employees working for the company excluding the manpower supplied on contract basis - corresponding to the years of experience. (c) Experience acquired from Organisation or Institution or Companies having an annual turnover of more than Rs. 250 crores in the financial years (corresponding to the years of experience). Large Law firms shall include such Law firm having annual turnover of more than Rs 10 crores in the financial years (corresponding to the years of experience). (d) For Direct Recruitment at E-6 level (where pay scales similar to Authority are not being followed), Cost to Company equivalent to double the initial basic pay of Senior Manager (E-4) of Airports Authority of India during the relevant advertisement year to be considered.; (D) for paragraph (4), following paragraph shall be substituted, namely: - "4. The qualification or experience prescribed in the Recruitment and Promotion Regulations which were in vogue before the issue of Order dated the 29th August, 2011, shall be followed for promotion of pre-29.08.2011 departmental candidates to various posts or grades. However, for promotion of those recruited on or after issue of the order dated 29th August, 2011, the qualification or experience requirements shall be regulated as per the qualification or experience contained in the order dated 29th August, 2011."; (E) the paragraph (5), shall be omitted. (F) in paragraph (6), after sub-paragraph d, the following sub-paragraph shall be inserted, namely: - "e.
