The Airports Authority of India, with the Central Government's approval and exercising powers under sub-section (1) read with clause (b) of sub-section (2) of section 42 of the Airports Authority of India Act, 1994 (55 of 1994), issued new regulations on April 2, 2026, published on April 6, 2026. These regulations, titled the Airports Authority of India (Recruitment and Promotion) (Second) (Amendment) Regulations, 2026, amend the principal Airports Authority of India (Recruitment and Promotion) Regulations, 2020 (published vide Notification number A.60011/67/2011-PP (Pt-1) dated January 16, 2020, and previously amended on February 11, 2026 vide Notification number A.60011/34/2016/HRPC). The amendments, effective from their publication date in the Official Gazette, include: substituting clause (c) of regulation 2 to redefine 'Appointing Authority' by referencing Regulation 5 of these 2026 Amendment Regulations; substituting sub-regulation 4.1 to categorize posts into Executive (E-1 to E-9) and Non-Executive (NE-1 to NE-10) with specified pay scales effective from January 1, 2017, ranging from ₹25000-74500 to ₹150000-300000; substituting sub-regulation 4.2 to confirm applicability of pay scales amended with Central Government approval; and completely substituting regulation 5 to detail Appointing Authorities (Chairperson, Member (Human Resource), Executive Director (Human Resource), Regional Executive Director) for various employee groups and levels. Furthermore, clause (x) of sub-regulation 18.3 is substituted, setting the crucial date for applicant eligibility as December 31st of the current year. Regulation 25 is also amended, specifying that vacancies from January 1st to December 31st of the current year are considered, the crucial date of eligibility is December 31st, Performance Appraisal Reports up to the previous year are considered, and promotion orders for anticipated vacancies up to December are issued after Departmental Promotion Committee (DPC) proceedings and requisite service, with these provisions applying across all DPCs. Finally, Annexure IV is extensively amended in paragraph 6 regarding eligibility dates and in paragraph 8 regarding the 'Waitlist Panel in Departmental Promotion Committee', which now mandates a wait-list or select panel of 25% beyond identified vacancies as on December 31st, valid until December 31st of the DPC year, and delineates specific circumstances for its operation such as refusal of promotion or retirement, explicitly prohibiting its use for subsequently arisen vacancies requiring a change in the zone of consideration. An explanatory memorandum clarifies that incumbents are deemed appointed under these regulations and their continuous service is considered for probation, seniority, and promotion.

Short title and commencement: 1.1. These may be called the Airports Authority of India (Recruitment and Promotion) (Second) (Amendment) Regulations, 2026. 1.2 They shall come into force on the date of their publication in the Official Gazette. 2. In the Airports Authority of India (Recruitment and Promotion) Regulations, 2020 (hereinafter referred to as the said regulations), in regulation 2, for clause (c), the following clause shall be substituted, namely:- "(c) "Appointing Authority" in relation to a post means the Authority as specified in column (3) of Regulation 5 of Airports Authority of India (Recruitment and Promotion) (Second) (Amendment) Regulations, 2026".; 3. In the said regulations, for regulation 5, the following Regulation shall be substituted, namely:- "5. In the said regulations, in regulation 18, in sub-regulation 18.3, for clause (x), the following clause shall be substituted, namely:- "(x) The eligibility of applicant shall be counted as on the 31st December of the current year." 6. In the said regulations, in regulation 25,- (A) for clauses (ii), (iii) and (iv), the following clauses shall be substituted, namely:- "(ii) The vacancies for the period from the 1st January to the 31st December of the current year shall be considered. (iii) The crucial date of eligibility shall be the 31st December of the current year. Performance Appraisal Reports upto previous year shall be considered. (iv) The promotion orders against the anticipated vacancies upto December every year shall be issued on completion of Departmental Promotion Committee proceedings and requisite service."; (B) After clause (vi), for the entry, the following shall be substituted, namely:- "The aforesaid provisions are implemented in all Departmental Promotion Committees across all cadres and levels.". 7. In the said regulations, in Annexure - IV.- (A) in paragraph 6, under the heading 'crucial date for determining eligibility', for clauses (iii), (iv), (v) and (viii), the following clauses shall be substituted, namely:- "(iii) The vacancies for the period from the 1st January to the 31st December of the current year shall be considered. (iv) The crucial date of eligibility shall be the 31st December of the current year. Performance Appraisal Reports upto previous year shall be considered. (v) The promotion orders against the anticipated vacancies upto December every year shall be issued on completion of Departmental Promotion Committee proceedings and requisite service. (viii)The aforesaid provisions under clause (iii), (iv) and (v) shall be applicable in all Departmental Promotion Committees across all cadres and levels." (B) for paragraph 8, following paragraph shall be substituted, namely:- "8 Waitlist Panel in Departmental Promotion Committee: (i) to prepare wait-list or select panel by 25% beyond the number of vacancies so identified as on the cut-off date (31st December). (ii) the wait-list or select panel shall have the validity up to 31st December of the Departmental Promotion Committee year. (iii) the extended panel be utilized only to the extent of vacancies identified up-to the cut-off date i.e. 31st December of the year. (iv) the select panel shall contain only those names who are eligible for promotion as on cut-off date (31st December). (v) the waitlist panel shall be operated under following circumstances: (a) when the persons included in the promotion list are already posted as Airport Directors on Ex-cadre basis or to any other Ex-cadre appointment and are required to continue to be deputed on ex-cadre post for more than one year; (b) the persons in the promotion list have refused promotion and are debarred; and (c) the persons included in the promotion list are retiring before the 31st December of the same year; (d) the wait list panel shall not be used for filling up the vacancies which have arisen subsequently to the Departmental Promotion Committee or during currency of panel, which requires change in the zone of consideration". Explanatory Memorandum: (1) The incumbents holding posts in the Authority on a regular basis immediately before the commencement of these regulations shall be deemed to have been appointed in accordance with the provisions of these regulations.
