L.-33004/99 The Gazette of India CG-DL-E-17022025-261087 EXTRAORDINARY PART II-Section 3-Sub-section (ii) PUBLISHED BY AUTHORITY No. 812] NEW DELHI, FRIDAY, FEBRUARY 14, 2025/MAGHA 25, 1946 MINISTRY OF POWER ORDER New Delhi, the 14th February, 2025 S.O. 816(E).- Whereas M/s Serentica Renewables India 4 Private Limited, the applicant with its registered office at DLF Cyber Park, Udyog Vihar, Phase III, Sector 20, Gurugram, Haryana- 122008, India, has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of dedicated overhead transmission line included in the “Transmission system for providing connectivity to M/s Serentica Renewables India 4 Private Limited for its 350 MW Wind Power Project in Osmanabad (Dharashiv), Maharashtra". And whereas, Central Electricity Authority (CEA), Ministry of Power, Government of India vide its File No. 25-17/44/2023-PG dated 16.11.2023 had granted prior approval under section 68(1) of the Electricity Act, 2003 for laying of dedicated overhead transmission line included in the "Transmission system for providing connectivity to M/s Serentica Renewables India 4 Private Limited for its 350 MW Wind Power Project in Osmanabad (Dharashiv), Maharashtra". M/s Serentica Renewables India 4 Private Limited had published notice for transmission scheme in local newspapers Lokmat Times (in English) dated 13.12.2023, Lokmat Samachar (in Hindi) dated 13.12.2023 and Lokmat & Punya Nagari (in Marathi) dated 12.12.2023, and in Weekly Gazette of India dated 27.01.2024 for the general public to make observations/representations on the proposed transmission route within two months from the date of publication. Subsequently, M/s Serentica Renewables India 4 Private Limited has submitted an affidavit dated 10.12.2024 declaring that no observation/representation was received within two months from the date of Publication in the official Gazette of Government of India. And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for laying of dedicated overhead transmission line for "Transmission system for providing connectivity to M/s Serentica Renewables India 4 Private Limited for its 350 MW Wind Power Project in Osmanabad (Dharashiv), Maharashtra". The following overhead transmission line is covered under this scheme: * 220 kV S/c line on D/c tower from Serentica Renewables India 4 Private Limited Wind Generation Project (Generation switchyard located in Village: Tanduwadi, Taluka: Washi, District: Osmanabad (Dharashiv), Maharashtra) - Kallam PS (ISTS). The overhead transmission line covered under the above scheme will pass through, over, around and between the following villages, towns and cities of Maharashtra: +---------------------------+---------+--------------------------+------------+ | Villages | Tehsil | District | State/UT | +===========================+=========+==========================+============+ | Tandulwadi, Dahiphal, Sendi, Jawalka | Washi | Osmanabad | Maharashtra| | Pimpalwadi, Kavdewadi, Para, Sarola Mandva, Selu | | (Dharashiv) | | +---------------------------+---------+--------------------------+------------+ Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act, 2003, confers all the powers to M/s Serentica Renewables India 4 Private Limited for laying above overhead transmission line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to following terms and conditions for installing the above mentioned line, namely: i. The approval is granted for 25 years. ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National Highways, State Highways etc. before erection of proposed line. iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under the Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government. v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. vi. M/s Serentica Renewables India 4 Private Limited shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection. vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the Great Indian Bustard (GIB) area, the applicant has to comply with the orders of the Hon'ble Supreme Court in the petition No.838 of 2019 regarding Great Indian Bustard (GIB) case, and the directions of the technical/expert committee constituted by the Hon'ble Supreme Court in this regard.
