The Ministry of Power issued S.O. 4951(E) dated 16th November, 2023, whereby, on the application of M/s POWERGRID Raipur Pool Dhamtari Transmission Limited (registered at B-9, Qutub Institutional Area, Katwaria Sarai, New Delhi) and noting that the Central Electricity Authority had granted prior approval under Section 68(1) of the Electricity Act, 2003 vide letter CEA-PS-11-23(20)/1/2018-PSPA-I Division/53-54 dated 30.01.2023, and that notice published in The Hitwada, The Times of India, Navbharat and Haribhumi (all dated 27.05.2023) and in the Weekly Gazette of India dated 24.06.2023 drew no objections as confirmed by the applicant's affidavit dated 31.08.2023, the Central Government, exercising powers under Section 164 of the Electricity Act, 2003, confers on the applicant all the powers a telegraph authority possesses under the Indian Telegraph Act, 1885 for laying the 400 kV D/C Raipur Pool-Dhamtari Transmission Line under the "Transmission system associated with Western Region Expansion Scheme-XXVII (WRES-XXVII)", the line passing through villages in Durg, Rajnandgaon and Dhamtari districts of Chhattisgarh; the approval is granted for 25 years subject to conditions including obtaining consent of local bodies, Railways, National Highways and State Highways before erection, compliance with Appropriate Commission regulations, operation only after approval of the Electrical Inspector/Chief Electrical Inspector, compliance with the Electricity Act, 2003 and rules thereunder, and submission of clearances from Civil Aviation, Defence and other authorities; the Order, filed under F. 7177 GI/202 3 (1) EXTRAORDINARY PART II —Section 3 —Sub-section ( ii) PUBLISHED BY AUTHORITY No. 4742] NEW DELHI, THURS DAY , NOVEMBER 16, 2023/ KARTIKA 25, 1945 CG-DL-E-16112023-250079 MINISTRY OF POWER ORDER New Delhi, the 16th November , 2023 S.O. 4951(E) .—Whereas M/s POWERGRID Raipur Pool Dhamtari Transmission Limited, the applicant with its registered address at B -9, Qutub Institutional Area, Katwaria Sarai, New Delhi – 110016, India, has applied for authorization under Section 164 of the Elect ricity Act, 2003 for laying of overhead transmission line under the scheme ―Transmission system associated with Western Region Expansion Scheme -XXVII (WRES - XXVII)‖. And whereas, Central Electricity Authority (CEA), Ministry of Power, Government of Indi a vide its letter CEA -PS-11-23(20)/1/2018 -PSPA -I Division/53 -54 dated 30.01.2023 had granted prior approval under section 68(1) of the Electricity Act, 2003 for the overhead 400 kV D/C Raipur Pool - Dhamtari Transmission Line covered under ―Transmission sy stem associated with Western Region Expansion scheme -XXVII (WRES - XXVII)‖. M/s POWERGRID Raipur Pool Dhamtari Transmission Limited had published notice for transmission scheme in local newspapers The Hitwada (in English) dated 27.05.2023, The Times of I ndia (in English) dated 27.05.2023, Navbharat (in Hindi) dated 27.05.2023 & Haribhumi (in Hindi) dated 27.05.2023 and in Weekly Gazette of India dated 24.06.2023 for the general public to make observations/representations on the proposed transmission route within 2 Months from the date of publication. Subsequently, M/s POWERGRID Raipur Pool Dhamtari Transmission Limited has submitted an affidavit dated 31.08.2023 declaring that no observation/representation was received within 2 Months from the date of Publ ication in the official gazette of Government of India. And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for laying of electric lines under ―Transmission system associated with Western Region Expansi on scheme -XXVII (WRES - XXVII)‖. The following overhead line is covered under this scheme: 1. 400 kV D/C Raipur Pool - Dhamtari Transmission Line The transmission line covered under the above scheme will pass through, over, around and between the following villages, towns and cities of Chhattisgarh: S. Silghat, Semra (Narottam), Supela, Bhakhara, Bhendsar, Singdehi (Bhendsar), Joratarai, Koliyari (Thuha), Khapri (Kurra), Bangoli Kurud Dhamtari Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act, 2003, confers all the powers to M/s POWERGRID Raipur Pool Dhamtari Transmission Limited for laying above overhead line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to following terms and conditions for installing the above mentioned line, namely: i. The approval is granted for 25 years. ii. The Applicant shall ha ve to seek the consent of the concerned authorities i.e., local bodies, Railways, National Highways, State Highways etc. before erection of proposed line. iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmi ssion, O&M, open access, etc., framed under Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government. v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. vi. M/s POWERGRID Raipur Pool Dhamtari Transmission Limited shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection.
